  • [01] La Commission propose une stratégie de protection des sols européens

    La Commission européenne a proposé une stratégie visant à préserver en Europe l'existence de sols sains pouvant servir de support aux activités humaines et aux écosystèmes. La bonne qualité des sols est une condition essentielle de notre activité économique car ils nous fournissent à la fois des denrées alimentées et de l'eau potable, de la biomasse et des matières premières, et toutes les activités humaines sont à quelque degré liées au sol. Toutefois, la dégradation des sols s'accélère dans l'ensemble de l'UE, ce qui a des répercussions négatives sur la santé humaine, les écosystèmes et le changement climatique ainsi que sur notre prospérité économique et notre qualité de vie. Afin d'inverser cette tendance, la stratégie de la Commission met en place un cadre d'action commun au niveau de l'UE destiné à préserver, à protéger et à restaurer les sols, tout en laissant aux Etats membres une marge de manœuvre suffisante pour l'appliquer de la manière la mieux adaptée aux conditions locales. Les Etats membres devront agir pour conjurer des menaces telles que les glissements de terrain, la contamination des sols, l'érosion, la diminution des teneurs en matières organiques, le tassement, la salinisation et l'imperméabilisation lorsque ces phénomènes se produisent ou risquent de se produire sur leur territoire national. La stratégie concernant les sols est la dernière des sept stratégies thématiques présentées par la Commission conformément au sixième programme d'action pour l'environnement.

    [02] Renewable energy : Commission proposes to extend energy crop aid scheme to all Member States

    The European Commission today proposed to extend the energy crop premium introduced by the 2003 Common Agricultural Policy reform to the eight Member States which currently do not benefit from it. This would involve increasing the maximum area which can benefit from the aid to 2 million hectares from 1.5 million at present. In a further push to encourage the production of feedstocks for renewable energy production, the Commission also proposed allowing the Member States to grant national aid of up to 50 percent of the costs of establishing multiannual crops on areas on which an application for the energy crop aid has been made. In the interests of simplifying the management of the CAP, the Commission has also proposed to allow eight Member States which joined the EU in 2004 to continue operating the Single Area Payment Scheme for a further two years until 2010. The countries affected are the Czech Republic, Estonia, Cyprus, Latvia, Lithuania, Hungary, Poland, and Slovakia.

    La Commission européenne organise aujourd'hui une audition publique sur la politique énergétique de l'Union européenne. Cette initiative, qui a été prise conformément au souhait du Conseil européen de mars 2006, vise à analyser, d'un point de vue stratégique, la politique actuelle de l'UE dans le domaine énergétique. Les résultats de l'analyse aboutiront dans les prochains mois à l'élaboration d'un plan d'action.

    [04] Markos Kyprianou calls for more smoke-free environments on World Heart Day

    European Health and Consumer Protection Commissioner Markos Kyprianou is today urging policy makers to recognise the links between heart disease and passive smoking, ahead of World Heart Day on Sunday September 24. Every year, almost 2 million people die in the EU from cardiovascular diseases. Much cardiovascular disease can be prevented through adopting a healthy lifestyle. Tobacco smoke, poor diet, overweight and the lack of physical exercise are the key factors behind the disease. As far as tobacco is concerned, exposure to passive smoking is very difficult to control, yet deadly. It is estimated that passive smoking causes 79,000 deaths a year in the EU - 61,000 of which from heart disease and stroke. "Taking action to tackle the negative effects of passive smoking is an essential part of any anti-tobacco strategy", said Commissioner Kyprianou. "Some 4,500 deaths from heart disease and stroke every year occur due to smoke exposure at the workplace. Therefore, I would like to urge all EU governments to do everything possible to protect non-smokers from second hand smoke". The Commission is to issue a Green Paper on Smoke-Free Environments before the end of the year, as part of a wider series of measures and campaigns to tackle the negative impacts of tobacco in the EU.

    [05] Ján Figel' calls on Member States to ratify UNESCO's Convention against Doping in Sport

    During a meeting with European sport federations yesterday in Brussels, the European Commissioner in charge of Education & Training, which includes Sport, Ján Figel', called on Member States to ratify UNESCO's Convention against Doping in Sport. Under this Convention, States Parties undertake to support the World Anti-Doping Code of the World Anti-Doping Agency (WADA) by adopting "appropriate measures at the national and international levels which are consistent with the principles of the Code", by encouraging "all forms of international cooperation aimed at protecting athletes and ethics in sport and at sharing the results of research" and by fostering "international cooperation between States Parties and leading organizations in the fight against doping in sport, in particular with the World Anti- Doping Agency" (Article 3 of the Convention). The autonomy of sports organisations will be respected within the established national frameworks. Thirty ratifications are required before the Convention can enter into force. According to information provided by UNESCO, seventeen countries had communicated their ratification, acceptance or accession by mid-August. Among EU Member States, five ratifications had been recorded (Sweden, Denmark, Latvia, Lithuania and the United Kingdom). Given the strong European commitment to drug-free sports, the EU could make a substantial contribution to the achievement of the objectives of the Convention if the remaining Member States ratified.     [06] Le bus européen de la mobilité entame sa tournée pour stimuler la mobilité géographique dans l'UE

    Une campagne en faveur de la mobilité se doit d'être mobile elle aussi! C'est pourquoi, dans le cadre de l'Année européenne de la mobilité des travailleurs, la Commission européenne lance aujourd'hui le "circuit européen de la mobilité professionnelle". A travers une tournée qui passera par neuf villes européennes entre le 22 septembre et le 19 octobre, le très coloré "bus de la mobilité" (15 m de long) présentera des offres d'emploi consultables sur le portail internet EURES et encouragera le citoyen à vivre et à travailler dans un autre pays de l'Union européenne.

    [07] Commission clears planned acquisition of Cleanaway Holdings Limited by Veolia ES, subject to conditions

    The European Commission has cleared under the EU Merger Regulation the proposed acquisition of Cleanaway by Veolia ES Holdings plc, both UK waste management service providers. The Commission's clearance is conditional upon the divestiture of Veolia's current high temperature incinerator (HTI) facility at Fawley, which will ensure that the merged company will continue to have at least one commercial viable competitor on the market for the thermal treatment/incineration of hazardous industrial and commercial (I&C) waste by HTI. In light of this commitment, the Commission has concluded that the transaction would not significantly impede effective competition in the European Economic Area or any substantial part of it.

    [08] Andris Piebalgs welcomes the Euro Mediterranean Energy Forum

    European Energy Commissioner Andris Piebalgs welcomed the positive results of the Euro-Mediterranean Forum convened by the European Commission in Brussels on 21 September. "The energy cooperation between the EU and the countries of the Southern Mediterranean represents a core contribution to the enhanced energy security in the Euro-Mediterranean region", said Commissioner Piebalgs.

    Dans la zone euro, l'indice des entrées de commandes dans l'industrie a augmenté de 1,8% en juillet 2006 comparé à juin 2006. L'indice avait diminué de 2,2% en juin et augmenté de 2,8% en mai. Dans l'UE25, les entrées de commandes ont progressé de 1,6% en juillet 2006, après une baisse de 1,0% en juin et une hausse de 2,4% en mai. En excluant la construction navale ainsi que l'équipement ferroviaire et aérospatial, les entrées de commandes dans l'industrie ont augmenté en juillet 2006 de 1,1% dans la zone euro et de 1,0% dans l'UE25. En juillet 2006 par rapport à juillet 2005, les entrées de commandes dans l'industrie ont crû de 9,7% dans la zone euro et de 9,5% dans l'UE25. En excluant la construction navale ainsi que l'équipement ferroviaire et aérospatial, les entrées de commandes dans l'industrie ont progressé de 9,8% dans la zone euro et de 9, 1% dans l'UE25. Ces estimations sont publiées par Eurostat.
