[02] Commission welcomes the creation of a "Certificate on European Law on Immigration and Asylum"

The European Commission welcomes the announcement of the creation of a "Certificate on European Law on Immigration and Asylum" by the Odysseus Academic Network. The Commission considers the creation of this one year programme of training as an interesting contribution of the academic community to the development of a common policy on immigration and asylum. There is indeed a growing need for specific training on those issues in the Member States and offering training opportunities is also a significant element of capacity building for third countries cooperating with the EU to improve immigration and asylum management.

[04] Commission allocates €18 million to Timor Leste

The European Commission has decided to provide €18 million over 2006-2007 to help reduce poverty in Timor Leste. This funding is concentrated in two areas: €12 million to promote growth in poor rural areas and improve the lives of people living there, and €6 million to build the capacity of the Government to manage their resources.

[06] Study says : make European higher education more attractive worldwide

Is it possible to promote European higher education on a global scale? Why do students from other parts of the world decide to study in Europe, and what are their perceptions of the EU’s higher education systems? These and other related questions were raised in a large-scale survey on perceptions of European higher education in third countries. With about 20, 000 respondents, it was one of the largest surveys of its kind ever conducted. One of the main results : there is a clear lack of information on study opportunities in Europe.

[07] The Year of Worker Mobility : around 25 million non-nationals living in EU25 Member States in 2004

The total number of non-nationals - persons who are not citizens of the country in which they reside - living in the EU25 in 2004 was around 25 million, according to the latest estimates published by Eurostat. This represents just under 5.5% of the total population of the EU25. Due to various differences in concepts, definitions and data sources, and varying rules on the acquisition of citizenship, the international comparability of figures on non-nationals is limited to some extent. However, some observations may be made on the basis of available data.

Today, Joe Borg, European Commissioner for Fisheries and Maritime Affairs, is inaugurating the new Brussels headquarters of Europêche, the Association of the National Organisations of Fishery Enterprises in the European Union. Commissioner Borg will listen to the concerns of the representatives of the organisation and review with them the main events in the coming months. The Commissioner's visit will begin with a tour of the organisation’s new premises, located in the heart of the European quarter of Brussels. The topics to be covered include the economic difficulties facing a number of fleets and the rescue and restructuring aid for the affected fishing enterprises, recovery plans for depleted stocks, the proposed measures to protect Mediterranean fisheries to be discussed at the June Council. Mr Borg will also update Europêche officials on the Commission’s ideas for preparing the decision on fishing possibilities at the December Council earlier in the year so as to increase the involvement of stakeholders in the process. Among the other topics to be discussed : the progress of the Regional Advisory Councils, eco-labelling of fisheries products, the application of the Maximum Sustainable Yield approach to fisheries and the setting up of the European Fisheries Control Agency in the coming months. Mr Borg will also speak about the Green Paper on a Maritime Policy for the EU, due to be adopted on 7 June. This exchange of views will be followed by more informal discussions over lunch. Europêche is a Europe-wide body which brings together national organisations representing the owners of fishing vessels in the European Union's coastal states. Founded in 1962, it now has 16 Member organisations from 11 different European countries.

[10] Gas Directive : The Court of Justice supports Commission's Commitment towards an open market

Energy Commissioner Andris Piebalgs welcomed yesterday’s decision of the European Court of Justice against Luxembourg for not having transposed the 2003 directive for the liberalisation of Gas Markets. "This ruling confirms the commitment of the Commission to go ahead in building up a truly open internal market", said Commissioner Piebalgs.

[11] Andris Piebalgs waves the starting flag of an energy efficient car race

European Energy Commissioner Andris Piebalgs will this afternoon give the go-ahead to the Shell Eco-marathon car race, a competition for all types of fuel-efficient vehicles to see which can run the longest with a given amount of fuel. More than 3,000 young students from around 250 educational institutes across Europe will compete with innovative and unusual fuel- efficient cars on the asphalt of Formula 1 circuit of Nogaro, in south-west France. "The transport sector has a huge potential for energy savings. A race of this kind is an excellent opportunity for young researchers to find original solutions capable of making transport less energy-devouring", Commissioner Piebalgs said.

[12] Euro-Mediterranean Conference to discuss media's influence on intercultural understanding

The Conference "Racism, Xenophobia and the Media: Towards respect and understanding of all religions and cultures" will be held in Vienna on 22- 23 May. This event will be a good occasion to discuss the potential for the media to have an effect on mutual understanding and respect among diverse religions and cultures. Over two days, media practitioners, civil society associations and intergovernmental bodies will discuss how the media exerts a strong influence on intercultural dialogue and the fight against racism. The conference takes place in the framework of the Austrian Presidency of the EU, co-organised with the European Commission, the European Monitoring Centre on Racism and Xenophobia and in consultation with the EU's Mediterranean Partners.
