MIDDAY EXPRESSNews from the Communication Directorate General's midday briefingNouvelles du rendez-vous de midi de la Direction Générale Communicationb18/05/06[01] European Union to deploy Election Observation Mission to Congo ElectionsThe European Commission will deploy an EU Election Observation Mission to observe the forthcoming presidential and legislative elections in the Democratic Republic of Congo (DRC), now scheduled to take place on 30 July 2006. General Philippe Morillon, Member of the European Parliament, will head the EU Election Observation Mission as Chief Observer. Provided that there are adequate security conditions, an EU EOM team of roughly 200 members are expected to be deployed throughout the country on election day.[02] Industrial property: Commission welcomes Parliament support on proposals linking EU design registration system with WIPO international systemThe European Commission has welcomed the European Parliament's vote supporting the Commission's proposals to link the 'Community Design' system, which protects designs within the EU, with the international design registration system of the World Intellectual Property Organisation (WIPO). The proposals would allow companies, with a single application, to obtain protection of a design not only throughout the EU with the Community Design, but also in the countries which are members of the Geneva Act of the Hague Agreement concerning the international registration of industrial designs. The first proposal relates to the accession of the European Community (EC) to the Geneva Act. The second proposal contains the necessary provisions to give effect to that accession, in particular through an amendment of Council Regulation No 6/2002 on Community Designs.[03] Des règles plus simples, plus efficaces et transparentes en ce qui concerne l'utilisation des crédits de l'UELes modifications proposées simplifieront considérablement l'accès aux moyens financiers de l'UE tout en assurant la transparence et une gestion rigoureuse. Après une première sélection au niveau national et une cérémonie de remise des prix organisée dans chaque pays de l'UE le 9 mai ou autour de cette date, les équipes lauréates des premiers prix nationaux ont été invitées Bruxelles pour une cérémonie européenne de remise des prix qui se déroule aujourd'hui 18 mai. La Commission mettra en place une stratégie de promotion et de protection des droits de l'enfant dans toutes ses politiques internes et externes dès le mois de juin 2006.[06] Regional GDP per inhabitant in the EU25 - GDP per inhabitant in 2003 ranged from 33% of the EU25 average in Lubelskie to 278% in Inner LondonIn 2003, GDP per inhabitant, expressed in terms of purchasing power standards, in the EU25's 254 NUTS-2 regions ranged from 33% of the EU25 average in the region of Lubelskie in Poland, to 278% of the average in Inner London in the United Kingdom. This information is taken from data released by Eurostat. One region in seven above 125% of the EU25 average. The three leading regions in the ranking of regional GDP per inhabitant in 2003 were Inner London in the United Kingdom (278% of the average), Bruxelles-Capitale in Belgium (238%) and the Grand Duchy of Luxembourg (234%). Among the 37 regions exceeding the 125% level, seven were in Germany, six each in Italy and the United Kingdom, five in the Netherlands, three in Austria, two each in Belgium and Finland, one region each in the Czech Republic, Spain, France, Ireland and Sweden, and the Grand Duchy of Luxembourg. The only region in this group amongst the new Member States was Praha in the Czech Republic (138%). It should be noted, however, that in some regions the GDP per inhabitant figures can be significantly influenced by commuter flows. Net commuter inflows in these regions push up production to a level that could not be achieved by the resident active population on its own. The result is that GDP per inhabitant can be overestimated in these regions and underestimated in regions with commuter outflows. ...and one in four below 75%. The six lowest regions in the ranking were all in Poland: Lubelskie and Podkarpackie (both 33% of the average), Podlaskie (36%), Świtokrzyskie, Warmińsko-Mazurskie and Opolskie (all 37%). Among the 60 regions below the 75% level, sixteen were in Poland, seven in the Czech Republic, six in Hungary, five each in Greece and Italy, four each in Germany, France (all overseas departments) and Portugal, three in Slovakia, two regions in Spain, and Estonia, Latvia, Lithuania and Malta. The lowest ranked region amongst the old Member States was Norte in Portugal (57%).[07] Rédiffusion[08] Commissioner Kyprianou welcomes Parliament vote to amend EU rules on BSEMarkos Kyprianou, European Commissioner for Health and Consumer Protection, today welcomed the European Parliament’s vote to amend the TSE Regulation, paving the way for First Reading Agreement on this dossier. The amendments to the Regulation will provide the Commission with a legal framework to propose changes to certain BSE measures, as outlined in the TSE Roadmap published last July (see MEMO/05/263). The text backed by Parliament today will also bring the EU system of categorising countries according to BSE risk into line with the new, simplified, international system drawn up by the World Animal Health Organisation (OIE). The amended TSE Regulation is now expected to be endorsed by Council and enter into effect before the summer break.
