The proposal provides new impetus to increase Europe's growth and competitiveness, recognising that knowledge is Europe's greatest resource. The programme places greater emphasis than in the past on research that is relevant to the needs of European industry, to help it compete internationally, and develop its role as a world leader in certain sectors. The programme will also for the first time provide support for the best in European investigator-driven research, with the creation of a European Research Council. Focus will be on excellence throughout the programme, a requirement if it is to play its role in developing Europe's global competitiveness. Another priority will be to make participation in the programme simpler and easier, through measures addressing the procedures, plus a rationalisation of instruments In spite of this new approach, there are many elements of continuity : in practice, for the majority of participants, the programme itself will not change, but participation will become simpler.[02] Une nouvelle orientation pour la recherche dans les domaines de la sécurité et de l'espaceDans la proposition de 7ème programme cadre de recherche et de développement, la recherche dans les domaines de la sécurité et de l'espace constitue une nouvelle priorité. En matière de recherche, la sécurité et l'espace se partageront un budget de 500 millions d'€ par an.[03] €4.2 billion "competitiveness and innovation programme" to boost growth and jobsCompetitiveness and innovation are the twin keys to unlocking Europe's potential for sustainable growth and more and better jobs. The European Commission has proposed a Competitiveness and Innovation Framework Programme (CIP) with a budget of €4.213 billion for the period 2007-2013. The CIP will support actions that develop the capacity of enterprise and industry to innovate. It will boost the use of Information and Communication Technology (ICT), environmental technologies and efficient and renewable energy sources. The CIP provides a comprehensive response to the call of the Lisbon mid-term review for simpler, more visible and more targeted EU action.[04] Commission proposes new programme "Citizens for Europe" for the period 2007-2013As part of the new generation of Community actions programmes for the period 2007-2013, the European Commission has adopted a proposal for a programme for the promotion of active European citizenship. This programme, with a budget of €207 million for the whole period, will take over the current programme coming to an end in 2006 and is a contribution to addressing a major challenge of the European Union, namely how to bridge the gap between the citizens and the EU.[05] La Commission poursuit l'Italie devant la Cour de Justice pour non récupération d'aides illégalesLa Commission européenne a décidé de saisir la Cour de Justice en raison du non-respect par l'Italie d'une décision du 30 mars 2004. Cette décision considérait que le régime italien d'aides aux entreprises acquérant des entreprises en liquidation était contraire aux règles du Traité CE en matière d'aides d'Etat (Article 87), et devait être récupéré auprès des bénéficiaires (voir IP/04/405). Un an après la décision, l'Italie n'a communiqué aucune mesure pour récupérer les aides en question.[06] Commission prohibits Italian shipbuilding guarantee schemeAfter an in-depth investigation, the European Commission has prohibited the implementation of an Italian aid scheme designed to cover the risk of loans for the construction and conversion of ships in Italian yards, because it is incompatible with EC Treaty state aid rules that prohibit aid liable to distort competition within the Single Market (Article 87).[07] La Commission donne le feu vert au financement public des télécommunications à large bande dans les régions rurales et reculées d'EspagneLa Commission européenne a autorisé, en application des règles communautaires sur les aides d'Etat, un régime de subventions espagnol qui vise à promouvoir les investissements en matière de télécommunications à large bande dans les régions rurales et reculées du pays. The European Commission has been pleased to follow attentively the political process in Iraq over the last months. In this occasion, I wish to confirm to you our intention to continuing our support for the Iraqi reconstruction as well as the political and constitutional processes that lie ahead and which should translate into a better and prosperous life to the entire Iraqi population and future generations of Iraqis. In this context, I particularly encourage you to make this process as inclusive as possible so that all sectors of the Iraqi society can take part in these important challenges. This will be essential for bringing increased stability and security in your country. I wish you and your colleagues in the Presidential Council every success in meeting the challenges you will certainly face during your mandate, and reaffirm the strong commitment of the European Commission to the cooperation with the Republic of Iraq."[09] Nouveaux outils pour la connaissance et la croissance : les scientifiques de l'UE proposent des priorités pour les infrastructures de rechercheLe Forum stratégique européen pour les infrastructures de recherche (European Strategy Forum on Research Infrastructures - ESFRI) a présenté aujourd'hui à la Commission européenne sa première "liste des perspectives d'avenir" - 23 exemples concrets de quelques-unes des nouvelles grandes infrastructures dont la communauté scientifique et industrielle européenne aura besoin au cours des prochaines années. Les infrastructures de recherche européennes sont cruciales pour l'excellence scientifique et la performance économique de l'Europe. This information is taken from updated data released by Eurostat.[11] Northern Caucasus : Commission allocates €22,5 million for victims of conflict in ChechnyaThe European Commission has approved a €22,5 million humanitarian aid package to support victims of the conflict in Chechnya, the first tranche of funding for 2005. The recipients will include internally displaced persons (IDPs) and vulnerable groups in central and southern Chechnya as well as IDPs in Ingushetia and Dagestan. Funds are being allocated via the Directorate-General for Humanitarian Aid, ECHO, a service of the European Commission under the responsibility of Commissioner Louis Michel. Assistance to vulnerable groups will be provided in all sectors: protection, food, non-food, water and sanitation, health, shelter, education, psycho- social assistance and mine-risk education. Programmes will be implemented by international agencies operating in the region. Since the beginning of the conflict in autumn 1999, ECHO has allocated €148 million to the crisis, making the EU the largest donor in the region.[12] Côte d'Ivoire : la Commission se félicite des avancées obtenues à Tshwane par la médiation MbekiLe Commissaire européen au Développement et à l'Aide humanitaire, Louis Michel, se réjouit des résultats de la réunion des principaux acteurs de la crise ivoirienne qui s'est tenue à Tshwane (Pretoria) du 3 au 6 avril 2005, dans le cadre de la médiation que l'UA a confiée au Président sud- africain, SEM Thabo Mbeki. Le Commissaire, qui s'est rendu très récemment en Côte d'Ivoire pour contribuer à relancer le dialogue politique entre les différentes parties, renouvelle son entier soutien aux efforts du Président de l'Afrique du Sud et réitère son appel aux parties à poursuivre sur la voie de la réconciliation.[13] First meeting of "CARS 21" groupOn Monday, 11 April, the recently set up high level group "CARS21 (Competitive Automotive Regulatory System for the 21st Century)" will meet for the first time in Brussels. The group's objective is to generate recommendations to improve the worldwide competitiveness of the European automotive industry. It shall make recommendations for the short, medium and the long term public policy and regulatory framework for the European automotive industry, that enhances global competitiveness and employment while sustaining further progress in safety and environmental performance at a price affordable to the consumer.
