  • [01] Douanes : la Commission se félicite de l'approbation de la proposition concernant l’amélioration de la sécurité aux frontières extérieures

    La Commission européenne s'est félicitée de l'approbation par le Parlement européen, le 23 février, dans le cadre de la procédure de codécision, d'un règlement modifiant le code des douanes communautaire en vue de renforcer la sécurité et la sûreté des marchandises qui franchissent les frontières communautaires. Ce règlement, qui s'appuie sur une proposition présentée par la Commission en juillet 2003 (voir IP/03/1100), prévoit l'échange électronique d'informations, entre bureaux de douane, sur la circulation des marchandises ; il fait obligation aux opérateurs de fournir aux autorités douanières, au moyen de déclarations électroniques sommaires, des informations relatives aux marchandises préalablement à leur importation dans l'Union européenne ou à leur exportation à partir de celle-ci, et il instaure un système informatisé de gestion des risques à l'échelle de la Communauté. Parallèlement, il vise à accélérer les formalités aux frontières pour les opérateurs en situation régulière. Par ce règlement, l'UE entend répondre à la préoccupation générale que suscite la protection de la chaîne internationale d'approvisionnement contre le terrorisme.

    [02] Commission clears acquisition of PartsPlan by Achmea and Athlon

    The European Commission has granted clearance under the EU Merger Regulation to the acquisition of joint control of Dutch company PartsPlan B.V. by Achmea Schadeservice B.V., belonging to the Achmea Holding N.V. group (Achmea) of the Netherlands, and Athlon Beheer Nederland B.V., belonging to the Athlon Holding N.V. group, (Athlon), also of the Netherlands. Achmea is active in retail and private banking, insurance, project financing, asset management and venture capital. Athlon provides leasing of motor vehicles and car damage repair services. PartsPlan's activities will relate to the procurement of new replacement parts for cars. The operation was examined under the simplified merger review procedure.

    [03] Anti-trust : Commission investigation in the flat and car glass sector

    The European Commission confirms that on 22nd and 23rd February 2005 Commission officials carried out unannounced inspections at the premises of several European manufacturers of flat and car glass in Belgium, France, Germany, the United Kingdom, Sweden (only relating to flat glass) and Italy (only relating to car glass). The Commission has reason to believe that the manufacturers concerned may have (amongst other things) coordinated price- increases and agreed on the introduction of a so called "energy surcharge" in the area of flat glass. As regards car glass, the Commission has information indicating that car glass producers may have allocated customers and agreed on supply quotas and prices.

    [04] Commission and national experts discuss Sudan 1 contamination

    A committee of national food safety experts chaired by the European Commission is discussing today the contamination of certain food products by the Sudan 1 industrial dye. The Working Group of experts on Contaminants will hear a report by the UK authorities of the situation since the Food Standards Agency notified on Friday 18 February a contamination of food products by Sudan 1 to the Rapid Alert System for Food and Feed (RASFF). A first update was provided by the UK at a meeting of the RASFF committee on 22 February. Health and Consumer Protection Commissioner Markos Kyprianou said : "Since June 2003, the European Union only allows imports of chilli products which have been tested and are certified to be free from contamination by the Sudan 1 dye. In addition, Member States are obliged to carry out surveillance of the products on the market. This system has proved its worth as since its introduction, several hundred contaminated products have been found on the market or at our borders, and have been recalled and destroyed. The Rapid Alert System has ensured that all Member States are informed in real time of these findings and can extend the investigations on their territory if necessary. From the Rapid Alert System, it appears that the great majority of contaminations concern products on the EU market. I am concerned that old stocks of chilli from before June 2003 appear still to be used by food processors. Therefore I regret that more than 18 months after the first Commission Decision establishing the control regime, certain industrial operators have not faced up to their responsibilities and cleaned up their stocks of raw material, although we have reminded them of their obligations. If they do not do so, it is up to Member States to take the necessary measures to force them to comply." Sudan red 1 is a chemical dye and is not permitted in food. It has been classified as a carcinogen by the International Agency for Research on Cancer. It is not found naturally in food.     [05] Insertion professionnelle : la Commission va dévoiler les résultats du programme de 5,5 milliards d'€ axé sur l'innovation

    Les résultats de plus de 1.300 partenariats ciblés sur l'innovation seront dévoilés demain à Varsovie lors de la conférence intitulée "Libre circulation des bonnes idées". Ces résultats ont pu être atteints dans le cadre du programme EQUAL de l'Union européenne, doté d'un budget de 5,5 milliards d'€, qui vise à trouver de nouveaux moyens d'intégrer les citoyens dans la vie professionnelle en surmontant les obstacles existants. La Commission européenne, qui a cofinancé ces projets, présentera une analyse des innovations couronnées de succès et des enseignements tirés.

    [06] EU and Asia unite against 'spam'

    A joint drive to combat 'spam' e-mail from Europe and Asia was agreed by Government participants attending an Asia-Europe (ASEM) conference on eCommerce, held in London on 21-22 February. In a joint statement on international anti-spam cooperation, ASEM's 25 European and 13 Asian member countries agree to take action to fight spam nationally and to promote anti- spam efforts in international organisations and by industry. ASEM members include China and South Korea, which are reportedly major sources of spam.

    En 2002, l'intensité de recherche et développement (mesurée par la part des dépenses de R&D dans le PIB) était dans l'UE25 de 1,93%, en hausse par rapport à 1998 où le ratio était de 1,82%. Même si les dépenses de R&D ont augmenté en moyenne de 4,0% par an (entre 1999 et 2002), contre +2,7% aux Etats-Unis (entre 1998 et 2003) et +2,2% au Japon (entre 1998 et 2002), l'intensité de R&D est restée nettement inférieure dans l'UE25. Aux Etats-Unis, les dépenses de R&D représentaient 2,76% du PIB en 2003 et au Japon 3,12% en 2002. Le secteur des entreprises a financé 55% des dépenses totales de R&D de l'UE25 en 2001, alors que la part de ce secteur aux Etats-Unis et au Japon était respectivement de 67% (en 2001) et 74% (en 2002). Les objectifs de l'UE en matière de recherche et développement, tels qu'ils sont fixés par la stratégie du sommet de Lisbonne, sont d'atteindre, d'ici 2010, une intensité de R&D d'au moins 3% pour l'ensemble de l'UE et un financement des dépenses de R&D assuré aux deux tiers par le secteur des entreprises. Ces informations sont tirées d'un rapport publié par Eurostat sur les dépenses de R&D dans l'UE et les 25 Etats membres. Ce document fournit également des informations sur les pays de l'AELE, les pays candidats ainsi que sur la Chine, le Japon et les Etats-Unis, de façon à faciliter la comparaison au niveau mondial.

    [08] UN Deputy Secretary-General Louise Fréchette visits Commission

    Louise Fréchette, United Nations Deputy Secretary-General, will visit Brussels on 24 and 25 February. She will meet with European Commission President José Manuel Barroso, Vice-President and Commissioner for Justice, Freedom and Security Franco Frattini, Commissioner for External Relations and European Neighbourhood Policy Benita Ferrero-Waldner, Commissioner for Development and Humanitarian Aid Louis Michel, and Commissioner for Enlargement Olli Rehn. Ms Fréchette also met with Commissioner for Environment Stavros Dimas in Strasbourg on 23 February. The visit comes at an important time in the preparations for the 2005 United Nations Summit, which will take place in September 2005 at the start of the UN General Assembly, and which will address reform of the United Nations and the implementation of the Millennium Declaration. The preparation of this Summit and the cooperation between the UN and the EU will be the focus of these meetings.

    [09] Benita Ferrero-Waldner to meet New Zealand Foreign Minister

    The European Commissioner for External Relations and European Neighbourhood Policy, Benita Ferrero-Waldner, will meet Phil Goff, Minister for Foreign Affairs and Trade and Minister of Justice of New Zealand on 25 February 2005 in Brussels. During their meeting both parties will reiterate their commitment to strengthening the EU-New Zealand relations through the active implementation of the joint agenda "Priorities for Future Cooperation" adopted in 2004. This meeting will take place after the EU-New Zealand Ministerial Troika, being held today in Luxembourg, that will review the bilateral relations, including progress in the implementation of the joint agenda.

    [10] Rencontres de Danuta Hübner avec MM. Rousset et Mirabaud

    Mme Danuta Hübner, Commissaire européenne responsable pour la Politique régionale, a reçu mercredi 23 février M. Alain Rousset, Président de l'Association des Régions de France et Président du Conseil Régional d'Aquitaine qui lui a confirmé le fort soutien des régions françaises aux propositions de la Commission en matière de politique régionale pour la période 2007-2013 et son attachement tant au nouvel objectif de compétitivité régionale et emploi qu'à l'objectif de coopération territoriale européenne. La rencontre a également été l'occasion d'un échange de vues sur la réforme des aides à finalité régionale : M. Rousset a fait part de son inquiétude concernant l'interdiction à l'avenir de toute aide régionale aux grandes entreprises. Mme Hübner a insisté sur la complémentarité indispensable entre la politique de cohésion et la politique de concurrence et a fait référence à la collaboration active entre les deux DG concernées et les Etats membres afin de permettre l'émergence d’un compromis cohérent et favorable à toutes les parties.

    Lors de son entretien avec Mme Hübner, M. Mirabaud, Délégué à l'Aménagement du Territoire et à l'Action Régionale, a également exprimé le soutien du Gouvernement français ainsi que des régions françaises aux propositions de la Commission pour la prochaine période de programmation. Selon lui, il est tout aussi important de se concentrer sur l'objectif de compétitivité et de création d'emplois au niveau régional que sur l'émergence de partenariats structurants au niveau des régions transfrontalières. Il a rappelé l'importance du partenariat entre la DATAR et les services de la DG REGIO quant à la conduite d'une réflexion stratégique sur la mise en œuvre des fonds structurels en France et a souhaité le renforcement de ce partenariat à l'avenir, notamment pour la préparation des programmes opérationnels. Mme Hübner lui a confirmé qu'elle attachait également beaucoup d'importance au maintien des objectifs 2 et 3 (compétitivité et emploi et coopération territoriale européenne).
