    [01] Commission adopts favourable opinion on the accession of Bulgaria and Romania

    The European Commission has adopted a favourable Opinion on the accession to the European Union of the Republic of Bulgaria and Romania. This decision follows the successful conclusion of the accession negotiations by the European Council meeting in Brussels on 17 December 2004 and the finalisation of the Treaty of Accession in February 2005.

    [02] La Commission estime que la mise en oeuvre du mandat d'arrêt européen est un succès

    La Commission européenne a soumis aujourd'hui son rapport d'évaluation sur la mise en œuvre du mandat d'arrêt européen. Depuis le 1er janvier 2004, ce dernier est venu remplacer entre les Etats membres la procédure d'extradition. "En dépit d'un certain retard initial, le mandat d'arrêt européen est opérationnel dans la plupart des cas prévus", a déclaré le vice-président de la Commission Franco Frattini, responsable pour la Justice, la Liberté et la Sécurité, "et son impact apparaît positif, tant en termes de dépolitisation, d'efficacité, que de rapidité de la procédure de remise des personnes recherchées entre Etats membres, le tout dans le respect des droits fondamentaux. Ce succès global ne doit pas faire perdre de vue les efforts restant à consentir de la part de quelques Etats membres, pour se conformer pleinement à la décision-cadre."

    [03] La Commission lance un débat public sur les successions transnationales

    La Commission européenne a adopté aujourd'hui un Livre vert sur les successions transnationales qui initie une vaste consultation de tous les milieux intéressés sur l'ensemble des questions que soulèvent aujourd'hui les successions au sein de l'Union européenne. Le Livre vert examine notamment les moyens d'éliminer les obstacles administratifs et pratiques que doivent aujourd'hui surmonter les citoyens, lorsqu'ils doivent faire reconnaître par exemple leur qualité d'héritier à l'étranger. Dans cette perspective, la création d'un "certificat européen d'héritier" est envisagée.

    [04] EU and US to strengthen cooperation on product safety

    guidelines to strengthen transatlantic cooperation on product safety issues were agreed today in Orlando, Florida by senior officials from the Health and Consumer Protection Directorate General of the European Commission and the US Consumer Product Safety Commission. The arrangement, to be formalised by an exchange of letters, encompasses regular exchanges of information and the establishment of a series of joint initiatives to help safeguard consumers' health and safety. Welcoming today's agreeement, Markos Kyprianou the European Commissioner for Health and Consumer Protection said : "Both American and European consumers have high expectations when it comes to product safety. Today's agreement will help the authorities on both sides of the Atlantic meet those expectations and do their jobs more effectively. Commissioner Kyprianou added : "European and US regulators face many of the same challenges in this field. Many products are sold in both the US and the EU markets, so a dangerous product identified on one market can often be circulating in the other. Exchanging information on product recalls, emerging health and safety issues and on standardisation activities will help both sides improve the effectiveness of their activities." Consumer product safety is one of the specific fields mentioned in the EU-US Guidelines for Regulatory cooperation and transparency as negotiated under the Transatlantic Economic Partnership (TEP) framework. Discussions on the implementation of the EU's revised General Product Safety Directive are highlighted specifically (see IP/04/53).     [05] December 2004 compared to November 2004 : industrial new orders up by 8.8% in euro-zone - EU25 up by 11.0%

    The euro-zone industrial new orders index rose by 8.8% in December 2004 compared with the previous month, Eurostat, the Statistical Office of the European Communities, estimates. The index rose by 1.7% in November and by 0.1% in October. EU25 new orders grew by 11.0% in December 2004, after rises of 0.4% in November and 1.0% in October. In December 2004 compared to December 2003, industrial new orders increased by 17.0% in the euro-zone and by 18.9% in the EU25. The average industrial new orders index for the year 2004 compared to 2003 grew by 8.5% in the euro-zone and by 8.3% in the EU25.

    [06] A partir de 2009, l'action Capitale européenne de la Culture sera étendue aux "nouveaux" Etats Membres

    Le Parlement européen a définitivement adopté hier une décision intégrant les 10 Etats ayant adhéré à l'Union en mai 2004 dans la liste des pays appelés à présenter des candidatures de villes au titre de Capitale européenne de la Culture pour les années 2009 à 2019. Au cours du premier semestre, la Commission européenne proposera une modification des règles de désignation des capitales européennes de la Culture.

    [07] EU- China : Peter Mandelson to visit China (23-26/02)

    European Trade Commissioner Peter Mandelson will travel to Beijing today for a four day visit to the People's Republic of China. During the visit, which is the Commissioner's fist official visit to this country, the Commissioner will meet with his Chinese counterpart, Minister of Commerce Bo Xilai. He will also meet Vice Premier Wu Yi and other senior officials. On February 24 he will deliver a speech on EU-China relations and responsibilities in a global economy at the University of International Business and Economics in Beijing.
