[I] Résultats de la Commission de ce jour - Outcome
of today's Commission meeting
[01] Sucre : la Commission propose un régime axé davantage sur les
marchés, les consommateurs et les échanges
La Commission européenne a présenté une réforme radicale du régime
communautaire du sucre. Le régime actuel fait l'objet de sévères
critiques lui reprochant de mal répartir les ressources, d'entraver la
concurrence, de porter préjudice aux pays en développement et de traiter
injustement les consommateurs, les contribuables et l'environnement. La
Commission propose de réduire substantiellement les exportations de sucre
et les restitutions l'exportation, de supprimer l'intervention, de
limiter la production communautaire de sucre et le prix intérieur du sucre
et d'accorder une aide découplée aux producteurs de betterave sucrière.
Le processus de réforme débutera en juillet 2005. Les changements devront
être mis en œuvre sur une période de quatre ans afin de donner toutes
les parties le temps de s'adapter. Compte tenu des incertitudes sur le plan
international, une évaluation est prévue en 2008.
[02] Commission proposes new capital requirements for banks and investment
firms
The European Commission has presented a proposal for a new capital
requirements framework for banks and investment firms suitable for the 21st
century. The proposal will ensure the coherent application throughout the
EU of the new international capital requirements framework recently agreed
by the Basel Committee on Banking Supervision ('Basel II'). By making sure
that financial institutions' capital is more closely aligned with the risks
they face, the new framework will enhance consumer protection, reinforce
financial stability and promote the competitiveness of European industry.
[03] La Commission accepte deux mesures italiennes et une aide française
en faveur des fournisseurs des entreprises Parmalat
La Commission européenne a décidé d'approuver deux mesures italiennes en
faveur des entreprises qui ont livré du lait aux sociétés du groupe
Parmalat et qui n'ont pas été payées suite la crise Parmalat et sa
mise en administration extraordinaire. La première aide bénéficie
exclusivement aux entreprises en difficulté financière qui n'ont pas
été payées pour les livraisons de lait qu'elles ont effectuées. La
seconde mesure, visant tout fournisseur viable non payé par Parmalat, n'a
pas été considérée comme une aide par la Commission. L'aide française
vise certains agriculteurs fournisseurs de Parmalat en France.
[04] Formal investigation concerning State aid measures in favour of Czech
bank Agrobanka
The European Commission has opened a formal probe into a series of State
guarantees and a put option in favour of Agrobanka Praha, a.s. and its
owner GE Capital. Both of these measures are still "applicable after
accession". On the other hand, the Commission will not examine a series of
other support measures granted in the past by the Czech authorities in
favour of the restructuring of Agrobanka, as these are not "applicable
after accession".
[05] Measures in favour of IPB / CSOB are not "applicable after accession"
The European Commission has decided that the entirety of the measures
notified by the Czech Republic in respect of Investiční a poštovní
banka, a.s. (IPB) / Československá obchodní banka, a.s. (CSOB) are not
applicable after accession. Therefore, the Commission will not launch a
formal State aid probe with respect of any of the notified measures.
[06] La Commission donne le feu vert une aide d'Etat en faveur du site de
production de puces d'Infineon Vila do Conde (Grande Porto) au Portugal
L'aide sera octroyée en tant qu'aide l'investissement sous la forme d'un
prêt non remboursable et d'une exonération de l'impôt sur le revenu pour
les bénéfices dérivant de l'investissement notifié. L'aide autorisée
aujourd'hui s'élève 71,96 millions d'€ en termes nets. Elle
représente 32% du coût total d'investissement d'un projet situé Vila
do Conde (Grande Porto), une région aidée en vertu du traité CE.
L'intensité d'aide maximale autorisée pour les grandes entreprises dans
cette région est de 32% net. L'aide demandée a donc pu être autorisée
dans sa totalité.
[07] Green light for MobilCom restructuring, but with strings attached
The European Commission has approved aid granted to MobilCom AG to help
with its restructuring in 2002. But the aid approval comes with tight
strings attached. To offset the distortions of competition caused by the
aid, MobilCom and its affiliates must halt their online direct sales of
MobilCom mobile telephony contracts for seven months.
[08] Commission enquiry into State financing of switchover costs to a
digital terrestrial television (DVB-T) project in Germany
In order to promote the DVB-project, the Media authority in Berlin-
Brandenburg has compensated private broadcasters for the so-called
"switchover costs". The private broadcasters were granted a subsidy in
order to make them switch from analogue terrestrial to digital terrestrial
television. The new terrestrial digital television network is operated by T-
Systems, a subsidiary of Deutsche Telekom AG (DTAG). Triggered by a
complaint, the Commission has examined this compensation. At this stage,
the Commission feels that the compensation payments may amount to State aid,
both to the private broadcasters as well as the T-Systems, the operator of
the DVB-T network. The Commission has therefore decided to open a formal
investigation procedure. The opening does not prejudice the final outcome
of this investigation.
[09] Commission enquiry on financing of digital terrestrial television (DVB-
T) in Sweden
The European Commission has decided to initiate a formal investigation
procedure into the financing of a digital terrestrial television network
(DVB-T) in Sweden. This DVB-T network is operated by Teracom AB. Following
complaints, the Commission assessed the financing of the network's rollout.
At this stage, the Commission cannot exclude that the financing involves
state aid. The opening of this formal investigation procedure gives the
Swedish government and interested parties an opportunity to comment on the
Commission's preliminary findings. The opening of this procedure does
however not prejudice the final outcome of this case.
[10] Commission approves Irish electricity supply scheme under the State
aid rules
The European Commission has approved the introduction of a public service
compensation mechanism financed by a levy collected from Irish electricity
customers. The compensation mechanism, which enters into force on 19
February 2005, will finance short-term measures by the Electricity Supply
Board (ESB), the public electricity supplier. ESB will be tasked with the
provision of reserve capacity in order to meet short-term peak demand for
electricity. In the present case, security of supply has been deemed as a
service of general economic interest. Therefore, the levy has been approved
under the EU State aid rules.
[11] La Commission accepte l'extension du registre maritime international
italien
La Commission européenne a décidé de ne pas soulever d'objections la
demande de l'Italie d'étendre son registre maritime international aux
navires assurant des dessertes de cabotage maritime en Italie de plus de
100 miles nautiques.
[12] La Commission approuve l'aide flamande de la Belgique au secteur de la
navigation intérieure
La Commission européenne a autorisé une aide flamande destinée
garantir l'accès au port d'Anvers par les voies de navigation intérieure
durant les travaux de réfection de l'autoroute périphérique d'Anvers.

[13] EU and Israel seal their agreement on Galileo
On 13 July, negotiations between the European Union and the State of Israel
reached final approval and agreement on the European satellite radio
navigation programme was signed by both parties. Welcoming the outcome of
the negotiations, Vice-President of the European Commission Loyola de
Palacio said : "This is a very important step for the development of
Galileo as an international programme and its future use worldwide".

convertir les principes en actions
La Commission européenne publie aujourd'hui une communication dans
laquelle elle exprime son point de vue sur la manière de traduire en
actions les principes approuvés par les Etats membres des Nations Unies
Genève en décembre 2003 afin de créer une société de l'information
mondiale. Cette communication définit des priorités et propose des
actions pour la deuxième phase du sommet mondial sur la société de
l’information (SMSI), qui étoffera un plan d'action approuvé Genève
et connaîtra son point d'orgue lors du prochain SMSI Tunis du 16 au 18
novembre 2005. Les futurs travaux du SMSI devraient être axés sur la
création d'un environnement politique propice au développement des
applications des technologies de la société de l'information, sur
l'adoption accélérée des applications ayant fait leurs preuves (par
exemple l'administration en ligne, les services de santé en ligne ou
l'apprentissage en ligne) et sur la promotion de la recherche dans ce
domaine. Il faut aussi achever les travaux entamés Genève sur les
mesures de gouvernance et de financement de l'internet pour réduire la
fracture numérique.
