The appointment of a new Iraqi Interim Government and the adoption yesterday of the United Nations (UN) Security Council Resolution confirming the full transfer of sovereignty and power on 30th June 2004, and reinforcing the central role of the UN, offers an opportunity for the EU to support Iraqi efforts to give their country a fresh start. The Commission proposes actions for the immediate future, the post-election period, and the medium term, culminating in a bilateral agreement, associating Iraq with other partners in the region.[02] La Commission lance le Plan d'action européen 2004-2010 en faveur de l'environnement et de la santéLa Commission européenne lance un plan d'action destiné à réduire le nombre de maladies dues à la pollution de l'environnement. Le plan prévoit de mettre en place un système à l'échelle de l'UE afin de regrouper les informations sur l'état de l'environnement, l'écosystème et la santé. Il définit 13 actions, parmi lesquelles des actions visant à mieux comprendre l'interface environnement/santé et à établir comment l'exposition à l'environnement entraîne des effets épidémiologiques. Le plan prévoit également des activités de recherche, par exemple sur l'asthme et les allergies, les troubles neurologiques du développement, les cancers et les perturbations du système endocrinien. Il prévoit des actions de sensibilisation aux risques encourus par les citoyens, ainsi que la formation de spécialistes de l'environnement et de la santé. Il examine également la possibilité d'instaurer une biosurveillance à l'échelle de l'UE, en mettant en place un contrôle d'échantillons de sang, d'urine ou de cheveux afin de mesurer l'exposition aux polluants présents dans l'environnement. Le plan d'action constitue la principale contribution de la Commission à la quatrième Conférence ministérielle sur l'environnement et la santé organisée par l'OMS, qui se tiendra du 22 au 25 juin 2004 à Budapest. La conférence est consacrée à "L'avenir de nos enfants".[03] Administrative reform : Annual Activity Reports show impressive progress in reaching objectivesThe European Commission has examined reports from all Directors General and Heads of Service on the contributions each department has made to the Commission's five year strategic objectives, and on how the services have been managed. An unprecedented exercise in transparency, the so-called Synthesis Report of the Annual Activity Reports highlights further impressive progress in putting in place the Commission's objectives. Each individual AAR includes an Assurance Declaration by top managers related to the proper and efficient use of funds during 2003, which was the first year of implementation of the new Financial Regulation. The report shows that rapid progress was made last year in putting in place internal control standards. It also candidly analyses concerns expressed by senior managers and sets out specific proposals to remedy identified problems. In particular, for the 80% of the budget which is managed by Member States but for which the Commission is accountable, it is envisaged to obtain assurances about management and control systems from the Member States. In parallel, the Commission today adopted guidelines, after extensive consultations with staff unions, defining the personal responsibility of officials who are proven to have caused financial damage to the EU budget through serious personal misconduct.[II] Other news - Autres nouvelles[04] Commission welcomes the UNSC Resolution on IraqThe European Commission welcomes the unanimous approval of the United Nations Security Council Resolution as an important contribution to efforts to end the crisis in Iraq. "The Resolution strengthens the role of the UN as a guarantor of the political and economic reconstruction of this country", said the President of the Commission, Romano Prodi at the G8 Summit on Sea Island in Georgia.According to him the process that is starting today will put an end to the military occupation. It will start a transitional phase during which the Iraqi people will be able to choose their own government and determine its composition. "Iraq will return to the hands of Iraqi people through a progressive transfer of power and an involvement of the UN", he said. "Now the Iraqi people have in front of them an enormous challenge: to bring stability to the country after a long and brutal dictatorship of Saddam Hussein – and after a violent conflict that has put an end to this era in such a divisive manner." He promised that the EU will stay at the side of the Iraqis, supporting the full reintegration of the country to the international community. [05] Voyager avec des animaux de compagnie : la Commission offre une solution pour les vacances d'été nonobstant le retard pris par les Etats membresUn accord a été conclu aujourd'hui à propos d'une solution temporaire destinée à faciliter la circulation des animaux de compagnie dans l'UE cet été. De nouvelles règles communautaires introduisant un "passeport pour animaux de compagnie" ont été arrêtées en novembre dernier (voir IP/03/1617) afin de simplifier les déplacements avec des animaux de compagnie. Toutefois, la plupart des Etats membres ne sont pas prêts à mettre en oeuvre ce nouveau système d'ici à la date convenue du 3 juillet de cette année. En particulier, la distribution des passeports aux vétérinaires se révèle problématique. Pour éviter le risque d'interruption de voyage au cours de la période estivale très chargée, la Commission européenne a offert une solution souple garantissant la disponibilité des documents nécessaires aux déplacements des animaux de compagnie. A compter du 3 juillet 2004, tous les Etats membres seront tenus d'autoriser l'entrée sur leur territoire des animaux de compagnie conformes aux nouvelles règles. A titre de mesure transitoire applicable jusqu'au 1er octobre 2004, l'entrée d'animaux de compagnie conformes aux réglementations nationales existantes sera également autorisée.
