  • [01] e-commerce : EU law boosting emerging sector

    With 54% of European internet users expected to shop online by 2006 , the successful application of the Electronic Commerce Directive, adopted in 2000, will be increasingly vital to the EU economy, concludes a European Commission report published today. According to the report, the Directive, by applying to e-commerce the Internal Market principle of the freedom to provide services, is already "having a substantial and positive effect". The report emphasises that, given continuing technological innovations and the rapid growth of e-commerce, the Commission will need to keep a close eye on the application of the Directive. It will work with Member States to improve both information to businesses and citizens and the exchange of information among national and European authorities. The global nature of the Internet means that the Commission will also need to strengthen dialogue with international partners so that worldwide rules can be drawn up where necessary.

    [02] Gouvernement d'entreprise et droit des sociétés : la Commission annonce les résultats de la consultation au sujet du plan d'action

    La Commission européenne a publié sur le site internet Europa une synthèse des résultats de la consultation organisée au sujet de sa communication sur "la modernisation du droit des sociétés et le renforcement du gouvernement d'entreprise dans l'Union européenne un plan pour avancer" (voir IP/03/716 et MEMO/03/112). Le plan d'action, adopté le 21 mai 2003, propose une série d'initiatives visant à renforcer les droits des actionnaires ainsi que la protection des travailleurs et des créanciers, et à améliorer l'efficacité et la compétitivité des entreprises européennes. Il accorde également une attention particulière à une série d'initiatives en matière de gouvernement d'entreprise destinées à accroître la confiance dans les marchés des capitaux. Ce plan a été soumis à une consultation publique qui s'est terminée à la mi-septembre. La Commission va maintenant examiner d'une manière approfondie toutes les observations qu'elle a reçues et tiendra dûment compte des résultats de la consultation au moment de mettre en oeuvre le plan d'action.     [03] Commission clears split of BEB's gas marketing business in Germany between ExxonMobil and Shell

    The European Commission has approved, under the Merger Regulation, an operation whereby ExxonMobil Group and Royal Dutch/Shell will take the gas marketing business out of their BEB Erdgas und Erdöl GmbH (BEB) German joint venture and will split it between them. The Commission believes that the separation not only does not pose any competition problems, but is expected to create more competition.

    [04] Tourisme : la Commission propose de conjuguer tous les efforts pour accroître les perspectives de durabilité

    Dans la communication qu'elle publie aujourd'hui, la Commission européenne invite les Etats membres à se mobiliser pour améliorer les conditions de développement durable du tourisme européen au point de vue économique, social et environnemental. La communication, intitulée "Orientations de base pour la durabilité du tourisme européen", souligne la nécessité d'assurer l'homogénéité des diverses politiques mises en œuvre au sein de l'Union et des mesures ayant un effet sur le développement durable du tourisme et la compétitivité de son industrie. Elle insiste sur l'importance d'une coopération proactive entre les entreprises du secteur du tourisme, les destinations touristiques et les autorités nationales, régionales et locales pour répondre aux défis qui se posent en termes de croissance de la demande et de mutation des choix opérés, tout en augmentant les revenus. Cette mobilisation en faveur de la durabilité doit tenir compte de plusieurs aspects : responsabilité sociale des entreprises du secteur du tourisme, possibilité pour tout citoyen européen de participer au tourisme, bonnes perspectives d'emploi dans cette branche d'activité et possibilité pour les collectivités locales de tirer profit des activités liées au tourisme. Il convient par ailleurs de respecter l'intégrité culturelle de l'Europe et de veiller à ce que les actions dans le domaine du tourisme prennent en compte les questions environnementales et la protection du patrimoine. En vue d'encourager les efforts entrepris en la matière, la Commission a l'intention d'instituer un groupe de pilotage et de suivi de la durabilité du tourisme, composé de représentants des différents niveaux d'organisation territoriale et administrative, chargés d'élaborer des lignes directrices pour le secteur.

    [05] Les Européens pour un sport plus propre et plus citoyen, selon une enquête Eurobaromètre

    A l'occasion du Forum européen du sport, organisé à partir d'aujourd'hui à Vérone, et à quelques semaines du début de l'Année européenne de l'Education par le Sport 2004 (voir note IP 03/1481), la Commission européenne rend publics les premiers résultats d'un sondage Eurobaromètre réalisé en septembre dernier auprès de 16.000 personnes dans les 15 Etats membres. Dans cette enquête, près des 2/3 des Européens mettent en avant l'esprit d'équipe comme première valeur du sport et plus de 70% des personnes interrogées se disent inquiètes face au phénomène du dopage. L'immense majorité des Européens se déclare en faveur de liens plus étroits entre éducation et sport, et notamment d'une plus grande place à accorder au sport dans les programmes scolaires.

    [06] Anna Diamantopoulou meets Koffi Annan

    European Commissioner for Employment and Social Affairs Anna Diamantopoulou will today meet with the Secretary-General of the UN, Kofi Annan, in New York. Topics for discussion will include human rights, rights of women, particularly in Iraq and Afganistan and disability issues. She will also meet with the US Council of International Business to discuss international labour issues.

    [07] Franz Fischler sees "good progress" in Bulgaria's EU preparations

    Speaking during his visit to Bulgaria today, Franz Fischler, European Commissioner for Agriculture, Rural Development and Fisheries, expressed satisfaction with the good collaboration between the Bulgarian administration and the Commission. He encouraged Bulgaria to continue the transposition of the regulations of the Common Agricultural Policy (CAP). "It is our clear objective to welcome Bulgaria as a member of the EU in 2007. I would like to congratulate Bulgaria on the work achieved so far and on the good progress described in the last version of the Commission's Regular Report. In order to make headway in our accession negotiations, the Commission will make a proposal regarding key issues in agriculture, such as direct payments, reference quantities or rural development in 2004. The development of administrative capacity is of utmost importance. The SAPARD experience has to be maximised."

    [08] Chris Patten visits Sri Lanka on 25-26 November 2003

    The European External Relations Commissioner Chris Patten is travelling to Sri Lanka from 25 to 26 November where he will meet both government representatives and the Liberation Tigers of Tamil Eelam. Discussions will range over a broad agenda including first and foremost the Sri Lanka Peace Process, support for reconstruction and bilateral trade issues. On the eve of his trip, Commissioner Patten said : "I have followed recent developments in Sri Lanka with concern as the Peace Process has been effectively put on hold. I want to use my trip to express the continued commitment of the European Commission to the people of Sri Lanka regardless of party and group and to see for myself the chances for a speedy resolution to the current impasse. All peace processes hit problems. But if the level-headedness and determination that brought about the Peace Process are allowed to prevail, these problems can be overcome."

    [09] Commission co-organises conference on achieving sustainable fisheries in the Mediterranean

    The European Commission co-organises a conference on how to secure sustainable fisheries in the Mediterranean together with Italy, current holder of the EU presidency, in Venice on 25 26 November 2003. The event will gather representatives of all Mediterranean coastal states with a view to agreeing on the necessary action to ensure the sustainability of fisheries in this region. Stock depletion has also become a feature of Mediterranean fisheries and fish catches have been on a downward trend over the past decade or more. Effective action is required. The Commission recently proposed measures to protect young fish, prevent overfishing and strengthen enforcement of conservation measures. However, the Mediterranean is not confined to the EU and the specific conditions of fisheries in this region mean that international cooperation is crucial to their sustainable management. The aim of the Venice conference, therefore, is to agree on the establishment of a multilateral fisheries management system particularly for straddling, highly migratory and other shared fish stocks. To ensure the enforcement of conservation measures and combat illegal fishing activities, participants will consider the possibility of a concerted approach to the extension of fisheries protection zones.
