[01] "Active" and "intelligent" food packaging : Commission proposes
amendment to EU law on materials which come into contact with food
The European Commission proposed today a revised Regulation on materials
which come into contact with food. Among the proposed changes is a more
modern approach to the principle that packaging materials should not
interact with the food they contain. This will allow the introduction into
the EU of "active" and "intelligent" packaging that, for example, prolongs
shelf life or monitors and displays information about the freshness of
food. The proposal will also set up traceability requirements so that
materials coming into contact with food are identified at all stages of
production and distribution. The proposal will now be examined by the
European Parliament and the Council under the co-decision procedure.
[02] Abus de marché : la Commission publie un document de travail sur un
second jeu de mesures d'exécution
La Commission européenne a rendu public son dernier document de travail
concernant les modalités de mise en œuvre de la directive sur les abus de
marché, adoptée en décembre 2002 (voir IP/02/1789) et entrée en vigueur en
avril 2003. Cette directive vise à protéger les marchés contre les
opérations d'initiés et les manipulations de marché. Conformément aux
nouvelles procédures d'élaboration et d'application de la législation
européenne relative aux valeurs mobilières (voir IP/02/195), le document de
travail a été élaboré à la suite de l'avis rendu par le comité européen des
régulateurs des marchés des valeurs mobilières (CERVM) le 1er septembre
2003, au terme d'une vaste consultation. En mars 2003, la Commission avait
publié des documents de travail prévoyant un premier jeu de mesures
d'exécution (voir IP/03/345). Son dernier document est disponible sur son

[03] Research : EU to finance projects worth €5 billion
Over 100,000 participants from more than 50 countries responded with nearly
12,000 projects to the first calls for proposals of the €20 billion EU 6th
Research Framework Programme (FP6 2002-2006). The first crop of FP6 calls
closed earlier this year. The response to these first calls, with a budget
of some €5 billion, was consistent across all themes and funding
instruments, both new and traditional, with partners from the acceding and
candidate countries present in nearly 40% of proposals. Contracts are now
being negotiated for projects in all areas from ageing to allergies,
information and communication technologies, marine sciences, nanotechnology
and carbon sequestration.

similaire dans les pays en passe d'adhérer : de 3,3% à 26,3%
Selon deux rapports publiés aujourd'hui par Eurostat, au sein de l'UE et
des pays en passe d'adhérer, les taux de chômage régionaux présentaient
toujours de fortes disparités en 2002. Les taux observés dans l'UE
variaient de 2,0% dans la région du Tyrol en Autriche, à 29,3% dans celle
de la Réunion en France. Les disparités étaient légèrement inférieures dans
les régions des pays en passe d'adhérer : de 3,3% à Chypre à 26,3% dans la
région de Lubuskie en Pologne.
[05] Septembre 2003 par rapport à août 2003 : la production industrielle en
baisse de 0,6% dans la zone euro ; baisse de 0,4% dans l'UE15
La production industrielle de la zone euro, ajustée des variations
saisonnières, a baissé de 0,6% en septembre 2003 par rapport à août 2003,
selon les estimations publiées aujourd'hui par Eurostat. La production
industrielle avait baissé de 0,7% en août 2003, après une hausse de 1,0% en
juillet 2003. La production de l'UE15 a également diminué de 0,4% en
septembre 2003, après une baisse de 0,7% en août et une hausse de 0,6% en
juillet. En septembre 2003, par rapport à septembre 2002, la production
industrielle a reculé de 1,8% dans la zone euro et de 1,5% dans l'UE15.
[06] Survey shows EU Citizens favour globalisation
63% of EU citizens are favourable to the development of globalisation while
more than half (52%) believe that if globalisation intensifies in the
future this would be more advantageous for them, according to a Flash
Eurobarometer published by the European Commission today. The survey
conducted between 8 and 16 October 2003 also shows that 62% of EU citizens
believe the process of globalisation can be effectively controlled and
regulated, while 56% believe that more rules are necessary to harness the
development of globalisation.
[07] Commission attends high-level meeting to present roadmap for safer and
intelligent vehicles to improve road safety
The European Commission has presented its vision for implementing eSafety,
highlighting the necessary measures for the rapid take-up of active safety
systems which use advanced Information and Communications Technologies
(ICT). Speaking at the High-Level Opening Plenary Session of the 10th ITS
World Congress in Madrid, Erkki Liikanen, Commissioner for Enterprise
Policy and the Information Society, presented to the automotive industry
and other stakeholders a detailed action plan, a "Road Map" for
implementing eSafety over the years 2004-2008.
