  • [01] La Commission propose de mettre en oeuvre le principe de l'égalité de traitement entre les femmes et les hommes dans la fourniture de biens et services

    La Commission européenne a présenté une proposition de directive du Conseil sur l'égalité de traitement entre les femmes et les hommes en dehors du marché du travail. La proposition se focalise particulièrement sur l'accès aux biens et services et sur la fourniture de biens et services. Ainsi, par exemple, l'utilisation d'un critère basé sur le sexe dans le calcul de primes et de prestations d'assurance et de services financiers connexes sera interdite. La proposition va maintenant être soumise pour adoption à l'unanimité au Conseil des ministres de l'Union européenne, après consultation du Parlement européen.

    [02] Acceding countries expected to be ready for accession, urged to tackle remaining issues

    In the vast majority of areas of EU legislation, the ten acceding countries are expected to be ready for accession on 1 May 2004, according to the monitoring reports adopted by the European Commission. A limited number of issues still raise serious concerns and require immediate and decisive action from the countries in question to fulfil their obligations and enjoy the full benefits of EU membership. The Commission is confident that these remaining gaps can be closed by the time of accession, provided the necessary efforts are made, and is ready to support the acceding countries with targeted assistance that can be mobilised quickly. The Commission will not hesitate to take remedial action in cases where this is required to ensure proper implementation of the EU's rules and policies.

    [03] Bulgaria, Romania and Turkey make significant progress towards accession criteria

    Bulgaria and Romania made significant progress in the past year in their efforts to meet the accession criteria, according to the regular reports adopted by the European Commission. Their objective of accession in 2007 must remain the firm focus of these two countries' preparation and the Commission will support them in achieving this goal. The Commission also welcomes the determined efforts and progress of Turkey towards meeting the political and economic criteria for accession, but underlines at the same time that further efforts are needed.

    [04] EU and Russia sign renewed science and technology cooperation agreement

    The European Union and the Russian Federation will step up joint efforts in science and technology, by signing a new "Agreement on cooperation for Science and Technology" (S&T) during the EU-Russia Summit in Rome today. This agreement is key to ensuring the participation of Russian scientists in the EU Sixth Research Framework Programme (FP6 2002-2006). The previous EU-Russia scientific cooperation agreement entered into force in May 2001 and expired on 31 December 2002. The new agreement is based on the principles of mutual benefit, reciprocal opportunities for participation in each other's S&T programmes and activities covered by the agreement, non- discrimination, effective protection of intellectual property and equitable sharing of intellectual property rights (IPRs). The agreement will lead to common research efforts in fields such as biomedicine and health, the environment and climate, including earth observation, non-nuclear energy, information society technologies, social sciences, and training and mobility of scientists.

    [05] Services financiers : la Commission présente des mesures pour une meilleure régulation des secteurs de la banque, des assurances et des fonds de placement

    La Commission européenne a proposé un ensemble de sept mesures (une proposition de directive et six décisions de la Commission) destinées à permettre à l'UE de réagir beaucoup plus vite à l'évolution du secteur financier. Ces mesures moderniseraient et rationaliseraient les structures de prise de décision dans le domaine des services financiers, dans le but d'améliorer la coopération en matière de régulation et de surveillance. Elles visent à étendre aux banques, aux entreprises d'assurance et aux fonds de placement (OPCVM) la structure et le système de comités déjà en place depuis 2002 dans le secteur des valeurs mobilières (IP/02/195). Une fois adoptées et mises en œuvre, elles apporteront de réels avantages en permettant un développement et un approfondissement considérables de la coopération entre autorités de surveillance, ainsi qu'un net rapprochement des pratiques quotidiennes de régulation et de surveillance.

    [06] Risk Capital Action Plan : final report highlights success over five years and shows buy-outs up but venture capital down in 2002

    Private equity investment in the EU, including both venture capital and buy- out investment, increased slightly in 2002 compared to 2001. It has only ever been higher in 2000. But there was an important shift towards less risky buy-outs, which at €16.8 billion reached their highest ever level, more than double the 1998 volume. Investment of venture capital fell significantly compared to 2001, to €10.1 billion, partly in the wake of the bursting of the Internet "bubble", and was roughly half the level it reached in 2000. Venture capital investment in the US contracted even more severely but was still double that of the EU. Although the situation remains difficult, general economic recovery will allow the European venture capital market to resume growth from a significantly strengthened base. These are the main conclusions of the European Commission's fifth and final progress report on the implementation of the Risk Capital Action Plan (RCAP) which concludes this year. The report points to important progress since the launching of the RCAP in 1998 in setting up an appropriate regulatory framework, with key measures having been adopted in 2003 as part of the EU's Financial Services Action Plan (FSAP).

    [07] Commission clears CVC/TPG control of UK Debenhams stores

    The European Commission has granted clearance under the Merger Regulation to the acquisition of joint control of Debenhams plc, a British chain of department stores, by investment fund managers CVC Capital Partners Group Limited (UK) and TPG Advisors III, Inc (US). (The operation, notified on 03 October 2003, was examined under the simplified merger review procedure)

    [08] Secteur aérien : nouveaux vents de libéralisation et de concurrence

    Dans un discours aujourd'hui devant l'Association Européenne du Droit Aérien, le Commissaire européen à la Concurrence Mario Monti a noté que le début des négotiations entre les Etats-Unis et l'Europe en matière aérienne marque le début d'une nouvelle ère de libéralisation et d'ouverture des marchés qui, à terme, pourrait déclencher des fusions et acquisitions dans l'industrie, y compris entre compagnies européennes et non-européennes. "L'effort de libéralisation et les forces de consolidation sont étroitement liés. Le cas Air France-KLM montre combien il est important pour les transporteurs aériens de joindre forces et de créer des synergies qui leur permettent de survivre dans une économie globale", a-t-il dit. Cette évolution renforce la nécéssité pour la Commission de pouvoir examiner pleinement les effets pour le consommateur des alliances ou autres accords de coopération affectant le transport aérien entre l'UE et les pays tiers comme elle le fait déjà pour le transport aérien au sein de l'UE ou pour les concentrations dans tous les autres secteurs économiques. M. Monti a bon espoir que le Conseil adopte une proposition en ce sens au moment de l'entrée en vigueur de la modernisation des règles de la concurrence qui deviendra réalité le 1er mai 2004. De même, et à l'image de la coopération qui existe déjà entre l'UE et le Département de Justice ainsi que la Commission Fédérale du Commerce des Etats-Unis, la Commission devrait également pouvoir coopérer dans le futur avec le Département du Transport américain qui est responsable pour le secteur aérien.

    [09] Bluetongue : restrictions lifted in Bulgaria and re-imposed in The Balearic Islands

    On 5 November, the Standing Committee on the Food Chain and Animal Health agreed on two European Commission proposals on bluetongue, a fast-spreading viral disease of domestic and wild ruminants transmitted by insects. In view of information received from Bulgarian authorities, based on the result of the surveillance programme in place, the Bulgarian territory should now be considered as free of bluetongue and the measures imposed at the end of 2001 can be lifted. The import of live animals and their semen, embryos and ova of species susceptible to bluetongue (sheep, goats, cattle and deer) from Bulgaria are now authorised. On the other side, outbreaks of bluetongue has been confirmed at the end of October in the Balearic Island Menorca and in Corsica. As a result of the outbreak in Menorca the ban on the dispach from the Balearic Islands of live animals susceptible to bluetongue, their semen, embryos and ova has been re-imposed. The previous ban, lasting more than two years, had been lifted in January 2003 (see Midday Express of 10.01.2003). In relation to the outbreak in Corsica, the ban remains in place.     [10] Third release for the second quarter of 2003 : Euro-zone GDP down by 0.1%, EU15 GDP stable ; +0.2% and +0.5% respectively compared to second quarter of 2002

    Gross Domestic Product (GDP) decreased by 0.1% in the euro-zone while it remained stable in the EU15 during the second quarter of 2003, according to estimates out today from Eurostat. In the first quarter of 2003, GDP remained stable in both zones. In comparison with the second quarter of 2002, euro-zone GDP grew by 0.2% and that of the EU15 by 0.5%, after increases of 0.7% and 0.9% respectively in the previous quarter.

    [11] Conférence annuelle des partenaires d'ECHO : renforcer la qualité du partenariat au bénéfice des victimes des crises humanitaires

    Les 6 et 7 novembre 2003 à Bruxelles, l'Office d'aide humanitaire de la Commission européenne (ECHO) organise la conférence annuelle avec ses partenaires. Cet événement, qui rassemble les organisations non gouvernementales de l'UE responsables de la mise en œuvre d'actions humanitaires financées par ECHO, sera notamment marquée par la signature d'un nouveau Contrat cadre de partenariat (CCP) avec 130 ONG humanitaires. L'objectif principal de ce nouvel accord cadre est d'améliorer la qualité de l'aide octroyée aux victimes de crises humanitaires, tout en renforçant la transparence et l'efficacité de la gestion des fonds publics européens consacrés à l'aide humanitaire. Parmi les 130 organisations signataires, on notera la participation, cette année, pour la première fois, d'ONG des futurs pays membre de l'UE. Il s'agit de quatre ONG établies en Hongrie, en Pologne et en République tchèque.
