[01] La Commission propose une simplification des procédures de contrôle applicables aux transferts de déchetsLa Commission européenne propose une révision du règlement relatif aux transferts de déchets, adopté il y a dix ans. Ce règlement définit les critères environnementaux applicables aux transferts de déchets à l'intérieur, à l'entrée et à la sortie de l'Union européenne. Il s'applique à la quasi-totalité des types de déchets, quel que soit le mode de transport utilisé, notamment la route, le train, le bateau et l'avion. La proposition renforce les procédures de contrôle en vigueur en les simplifiant et en les précisant, ce qui profitera à la fois à l'environnement et aux entreprises de transfert de déchets. La proposition constitue également un progrès vers une plus grande harmonisation internationale des mouvements de déchets, dans la mesure où elle transpose intégralement la convention de Bâle concernant les mouvements internationaux de déchets dangereux. La proposition réduit le nombre de procédures et ramène les listes de déchets de trois à deux.[02] Commission clears acquisition of UK cider producer Bulmers by Scottish & NewcastleThe European Commission has cleared the proposed acquisition of UK cider producer HP Bulmer Holdings plc by UK brewer Scottish & Newcastle plc. A la fin de 2003 ou au début de 2004, sur la base des résultats de la consultation publique, la Commission publiera une communication sur l'avenir de la politique audiovisuelle, incluant l'avenir des programmes MEDIA.[05] Capital requirements for banks and investment firms third consultation paper and impact study results publishedThe European Commission has published a third consultation paper on a new capital requirements framework for banks and investment firms. The consultation exercise aims to help ensure that the future revised EU Directive on capital requirements, due to come into force at the end of 2006 in parallel with the new international Basel Capital Accord (Basel II), is of the highest quality. The Commission has also published an analysis of the EU results from the recent third Quantitative Impact Study (QIS3). This analysis shows that the draft rules are on target to achieve their objectives for the amounts of capital to be held under the new framework.[06] Second meeting of the EU's Kosovo SAp Tracking MechanismThe second meeting of the Kosovo SAp Tracking Mechanism (STM) took place in Pristina on 30 June and 1 July 2003. European Commission experts discussed selected chapters of justice and home affairs, media policy, telecommunications and transport policy with experts from UNMIK and the Provisional Institutions of Self-Government. The purpose of the STM is to ensure EU-compatible reforms in these areas. Progress on earlier recommendations made during the first meeting of 13 March 2003 on fundamental principles of democracy and the rule of law, key market economic reforms and energy policy was also reviewed. The delegations were headed, for Kosovo, by the Principal Deputy Special Representative of the Secretary General Charles Brayshaw and the Prime Minister Bajram Rexhepi. They were accompanied by experts from UNMIK and the PISG. Reinhard Priebe, Director for Western Balkans at the Commission, led the Commission's delegation.[07] EU supports the strengthening of consultation mechanisms with civil society in the Andean regionThe European Union and the Andean Community (CAN) will discuss "Consultation Mechanisms with the Civil Society for Integration and Trade Initiatives" during a seminar that will be held on 1 and 2 July 2002 in Lima. Participants ato this event, organised by the Inter-American Development Bank with the support of the European Commission and the CAN Secretariat General, will be representatives from the civil society, from the Andean country governments, the EU institutions and the CAN. During the seminar, the EU and CAN experiences in the consultation mechanisms with the civil society for the design of policies and the agreement on negotiations will be analysed. A round table with representatives from the governments, employer organisations, trade unions and NGOs will examine and debate the expectations of Andean region governments and civil society expectations on the subject.[08] European Domestic Election Observers Forum develops common approach to election observation and urges effective access to all stages of the electoral processParticipants from non-governmental organisations present at the first European Domestic Election Observer Forum, held in Zagreb between 25 and 29 June, have developed a common approach to promote genuine and democratic elections. In a joint Conference Declaration issued following the five-day Forum, the domestic observer groups present pledged to : act impartially; base all reports on credible, verifiable and accurate information ; maintain the highest ethical standards ; and provide mutual technical and moral support. The groups also called on all countries in the OSCE region to ensure their civil and political rights, including effective access to all stages of the electoral process and receipt of financial contributions from both national and international sources. The forum was the largest meeting of its kind ever held in Europe. In addition to adopting a landmark Conference Declaration on fundamental principles for domestic election observation, it succeeded in bringing together NGO participants from more than 30 domestic observer groups in the OSCE region, including Afghanistan, a new partner for co-operation. Representatives from observer groups in Peru, Sri Lanka and Zimbabwe also attended to share experiences and begin inter-regional dialogue.
