  • [01] Commission sets the scene for a new Strategy on Waste Prevention and Recycling

    The European Commission has adopted a Communication called "Towards a Thematic Strategy on Waste Prevention and Recycling". This Communication launches a broad consultation exercise on the EU's future policy in this area. It invites comments from stakeholders on the policy options set out in the Communication. These options include issues like : how to avoid generating waste, how to reduce the use of resources, and which wastes to recycle. On the basis of comments received, the Commission will determine its final objectives for waste prevention and recycling and decide what measures to propose for final adoption by the Council and the European Parliament.

    [02] Actualisation des contributions des Etats membres au budget de l'UE en 2003

    Cette mise à jour technique opérée dans la partie des recettes du budget de l'UE entraîne une modification de la répartition des contributions entre les Etats membres. Ce changement s'explique essentiellement par la révision à la baisse des prévisions économiques et par un nouveau calcul de la correction britannique. Comme l'a déclaré Michaele Schreyer, membre de la Commission responsable du budget : "Le budget communautaire est en équilibre par définition. Les révisions à la baisse des prévisions économiques n'impliquent heureusement qu'un changement mineur dans les contributions des Etats membres et n'auront aucune incidence sur les ressources destinées à nos programmes de dépenses, qui demeurent pleinement disponibles, comme il a été décidé en décembre dernier."

    [03] Investigation into planned aid to the Edscha group for a new plant in Ichtershausen (Thüringen)

    The European Commission has decided to launch a thorough investigation into regional aid totalling €89.4 million Germany plans to grant to the Edscha group. The Commission has so far not been able to establish whether the planned aid meets the requirements of the State aid framework for the automobile sector. Germany now has to provide within one month all the necessary information for the assessment of the case.

    [04] La Commission adopte deux décisions concernant des aides d'Etat à certains chantiers navals publics en Espagne

    La Commission européenne a décidé d'élargir son enquête concernant l'octroi éventuel d'aides à la restructuration supplémentaires à des chantiers navals publics espagnols. Elle souhaite déterminer si une somme de 515 millions d'€ a été accordée aux chantiers publics qui sont actuellement détenus par le groupe IZAR. L'aide potentielle a apparemment consisté en des apports de capitaux et des prêts. Au stade actuel, il semble que cet argent ait été fourni par la société holding d'Etat Sociedad Estatal de Participaciones Industriales (SEPI) en 1999 et en 2000. Les doutes de la Commission portent sur le fait qu'il puisse s'agir d'une aide d'Etat supplémentaire qui viendrait s'ajouter aux aides d'un montant de 811 millions d'€ autorisées en en 1997 dans le cadre d'un plan de restructuration et qui ne serait donc pas compatible avec les règles européennes en matière d'aides à la construction navale.

    [05] Commission approves major part of planned Austrian aid for BMW's engine plant in Steyr

    The European Commission has closed the formal proceedings into planned aid amounting to €37.2 million (net present value) for BMW's engine plant in Steyr (Oberösterreich region). The Commission found that a total amount of €29.9 million for regional aid, training aid, environmental aid and R&D aid is compatible with the respective EU rules. A further €7.3 million cannot be reconciled with these rules and may not be granted.

    [06] Commission approves aid for Merck BioFab biopharmaceutical plant in Eastern Germany

    The European Commission has authorised Germany to grant a proposed €78 million in aid to help Merck KGaA to build a new biopharmaceuticals plant for the production of oncology products in Jena, Thüringen. The aid will help create jobs, has limited impact on competition and, in any case, remains below the 35% -ceiling of aid allowable under the applicable rules for this project.

    [07] Commission approves additional compensation measures for UK Post Office Limited

    The European Commission has decided not to raise objections to a further series of financing measures in favour of Post Office Limited (POL), the retail subsidiary of Royal Mail Group plc. These measures complement earlier measures the Commission approved in 2002. On 12 March 2002 the Commission approved the funding of a basic postal account to credit social benefits and from which cash can be withdrawn at post office counters for those benefits holders who do not want to open an account with a bank. On 18 September 2002 the Commission approved minimum funding necessary for POL to close 3,000 urban counters no longer required under the 2000 UK Postal Services Act (2000).

    [08] Commission authorises the United Kingdom to grant aid in respect of the closure of coal mines

    The European Commission has decided not to raise any objections to the aid amounting to GBP 10 million which the United Kingdom is proposing to grant to UK Coal until March 2004. This aid will guarantee proper social conditions for miners losing their jobs after the closure of this undertaking's Selby Complex. The aid is considered compatible with the proper functioning of the internal market.

    [09] La Commission émet des doutes quant aux aides grecques accordées aux compagnies aériennes suite au 11 septembre

    La Commission européenne a exprimé ses doutes concernant certaines mesures d'indemnisation accordées par le gouvernement grec (environ 5 millions d'€) à Olympic Airways et Aegean Cronus suite aux attentats du 11 septembre 2001 aux Etats-Unis. La Commission considère que les indemnisations pour des vols annulés après le 14 septembre 2001, ainsi que pour des pertes dans des zones non fermées au trafic, ne seraient pas en accord avec la législation européenne en matière d'aides d'Etat.

    [10] Export of live poultry and hatching eggs can resume in Belgium

    Starting from today, the export to other Member States and third countries of live poultry and hatching eggs from the whole country of Belgium can restart, with the exception of the provinces of Antwerpen and Limburg. These restrictions were imposed after outbreaks of avian influenza in the second half of April. The rapid and effective action taken by the Belgium authorities allowed to control and limit the outbreaks. The situation and measures regarding avian influenza in the Netherlands, North Rhine- Westphalia in Germany and the remaining parts of Belgium will be reviewed tomorrow at the meeting of the Standing Committee on the Food Chain and Animal Health.

    [11] La Commission fait le bilan des campagnes de sécurité routière "Conducteur désigné"

    La Commission européenne organise ce mardi 27 mai une conférence à Bruxelles pour faire le bilan des campagnes de communication sur le thème du "conducteur désigné". Ce concept désigne le membre d'un groupe d'amis qui s'engage à ne pas consommer d'alcool pour reconduire les autres en toute sécurité. La Commission a apporté un soutien de l'ordre de 2,2 millions d'€ en 2001 et 2002 pour la réalisation de ces campagnes de sécurité routière dans huit Etats membres : Belgique, Danemark, Espagne, France, Grèce, Irlande, Pays-Bas et Portugal.

    [12] Commission clears acquisition of sole control of Astrium by EADS

    The European Commission has authorised the acquisition by European aerospace and defence company EADS of BAE Systems's shareholding in Astrium, a European supplier of space systems created in 2000. The modification from joint to sole control will not significantly alter the current competitive structure in the market. This transaction is a modification of a similar deal that was notified to the Commission and cleared in December 2002, but not implemented by the parties.
