  • [01] Accès aux médicaments : l'UE donne son accord à un plan visant à offrir aux pays en développement un meilleur accès aux médicaments

    Le Conseil a adopté aujourd'hui un règlement permettant aux exportateurs de vendre les médicaments essentiels pour combattre le Sida, la tuberculose et la malaria, à des prix fortement réduits ("différenciés") aux pays pauvres, en veillant à ce que ces produits ne reviennent pas par des voies détournées dans les pays de l'Union européenne. Le commissaire européen chargé du commerce, Pascal Lamy, a salué cette décision en ces termes : "Ce règlement est une contribution importante à la mise en place d'un partenariat global garantissant une offre moins chère mais soutenable des médicaments clés aux populations des pays pauvres. L'industrie pharmaceutique vend les médicaments à des prix légèrement supérieurs aux coûts de production, tandis que les donateurs publics et privés apportent les fonds nécessaires à la recherche et au développement. L'UE fournit le cadre législatif nécessaire pour garantir que les médicaments ne reviennent pas par des voies détournées sur les marchés européens. L'UE veut donner l'exemple en prenant une initiative concrète pour aider les pays les plus pauvres confrontés à des crises de santé publique." Le commissaire chargé du développement et de l'aide humanitaire, Poul Nielson, a déclaré : "Je salue ce règlement qui constitue un moyen concret de tenir les promesses formulées par l'UE dans le programme d'action. Il faut accroître substantiellement la fourniture de produits à prix différenciés pour que les malades les plus démunis puissent bénéficier de médicaments moins onéreux. Cette mesure s'inscrit dans un plan plus vaste visant à améliorer la situation sanitaire des pays en développement."

    [02] VAT : public consultation on how to facilitate compliance

    The European Commission has launched an open consultation concerning whether Member States' VAT compliance requirements should be harmonised and whether traders doing business across frontiers should be allowed a single place of compliance for VAT purposes. The consultation is based on a study carried out on behalf of the Commission that presents a comprehensive overview of VAT compliance obligations (registration, declarations, payment and refunds) in each Member State. The study points out that these obligations are extremely burdensome for cross-border traders who are often unfamiliar with the compliance procedures and contact points and have language difficulties when dealing with administrations in countries other than own. The Commission intends to launch a proposal in this field in 2004 taking into account both the conclusions of the study and the opinions expressed by stakeholders during the present public consultation.     [03] Les rapports hebdomadaires du système d'alerte rapide pour les denrées alimentaires et les aliments pour animaux disponibles en ligne

    Le commissaire européen à la Santé et la Protection des Consommateurs, David Byrne, a annoncé aujourd'hui lors du Conseil Agriculture la publication sur le site web Europa de la Commission des rapports hebdomadaires provenant du système d'alerte rapide pour les denrées alimentaires et les aliments pour animaux. Ce système est un réseau, géré par la Commission, qui relie les autorités nationales et échange des informations sur les mesures adoptées pour faire face à des risques sanitaires potentiels dans le secteur de l'alimentation humaine et animale.

    [04] Commission clears tiles JV between Wienerberger and Koramic

    The European Commission has granted clearance under the Merger Regulation to the creation of a joint venture between Koramic Building Products NV of Belgium and Austrian brick maker Wienerberger AG, which is controlled by Koramic itself and Bank Austria AG. The tiles business of Koramic Roofing Systems will be contributed to the joint venture. (The operation, which was notified to the Commission on 16 April 2003, was examined under the simplified merger review procedure).

    [05] La Commission prolonge son investigation dans l'affaire SEB/Moulinex

    La Commission européenne a décidé d'ouvrir une enquête approfondie concernant l'impact concurrentiel de la fusion entre les deux fabricants français de petit électroménager SEB et Moulinex en Italie, Espagne, Finlande, Irlande et Royaume-Uni. L'enquête fait suite à l'arrêt du Tribunal de Premier Instance du mois dernier qui avait annulé la décision de la Commission pour ce qui concerne ces cinq pays tout en approuvant l'analyse de la Commission dans neuf autres pays ainsi que le renvoi en France pour les aspects français. La Commission a rouvert le dossier le 4 avril et a, à ce stade, des doutes concernant l'impact dans les cinq pays. L'ouverture d'une enquête approfondie, qui dure quatre mois, ne préjuge pas de la décision finale.

    [06] La Commission autorise le rachat de Guilbert par Office Depot

    La Commission européenne a autorisé le rachat par Office Depot, distributeur américain de fournitures de bureau, de la société française Guilbert, qui exerce ses activités sur le même marché. En France et au Royaume-Uni, Office Depot sera un acteur important du secteur de la vente directe de fournitures de bureau, mais cette société aura affaire à une concurrence suffisante d'autres entreprises.

    [07] Development : €686 million approved for Health and Debt Relief

    The ACP-EU Council bringing together Ministers from African, Caribbean, and Pacific countries and EU Member States has allocated money to support global initiatives in the areas of Health and Debt Relief. €351 million has been approved for fighting killer diseases while €335 million has been given to debt relief.

    [08] Commission meets acceding countries to discuss recruitment of officials and administrative reform

    Ministers and senior officials from the 10 acceding countries today met Vice-President Neil Kinnock of the European Commission in Brussels in a day- long conference on administrative reform and the measures being put in place to recruit new European Union civil servants from the acceding States. It was the first ever conference involving the ministries responsible for public administration from the Enlargement countries with the Commission and it provided an excellent opportunity to sound out opinions on the staff recruitment process and to build on the established dialogue between the Commission and the governments involved. Together with Costas Scandalides, Greek Minister of Interior and Public Administration, representing the current Presidency of the Council, Mr Kinnock was also able to inform his colleagues of the most recent developments in the Commission's ongoing radical modernisation programme.

    [09] Franz Fischler : "Impressed with Slovene EU preparations, but no room for complacency"

    During his official visit to Slovenia on 23 May, European Agriculture Commissioner Franz Fischler commended Slovenia for the continued hard work in the build-up to EU accession and the signing of the accession treaty. "I think it is fair to say that, in general, Slovenia is now well prepared for accession. In particular, I have been impressed with the preparations in the context of the Integrated Administration and Control System (IACS) and the setting up of the paying agency for the management of the CAP funds which are crucial for the administration of direct payments after accession. Slovenia runs very much to schedule. But there is no room for complacency. It is key that Slovenia maintains the speed and efforts necessary. Under this condition, I am optimistic that all the necessary mechanism to run and control EU farm subsidies can be in place in time. But let there be no mistake. If the all the required components are not ready then the money from Brussels will simply not start flowing", Mr Fischler declared.
