  • [01] La Commission préconise une mise à jour des politiques d'innovation en vue du Conseil de printemps

    La Commission européenne a adopté une nouvelle communication sur la politique de l'innovation qui se concentre sur "l'innovation entreprenariale". La politique de l'innovation joue un rôle décisif en aidant à créer les conditions dans lesquelles les entreprises peuvent favoriser la croissance et la compétitivité en Europe. L'innovation est également une partie essentielle de la stratégie de Lisbonne et sera discutée lors du Conseil de printemps. La présente communication contient des propositions concrètes sur la façon de transformer la diversité de l'Europe en une force en termes d'innovation, sur la dimension sectorielle de la politique de l'innovation et sur son interaction avec de nombreux autres domaines politiques.

    [02] Wider Europe neighbourhood : proposed new framework for relations with the EU's Eastern and Southern neighbours

    The European Commission has adopted a Communication setting out a new framework for relations over the coming decade with Russia, the Western NIS and the Southern Mediterranean countries who do not currently have a perspective of membership but who will soon find themselves sharing a border with the Union. As the Copenhagen European Council confirmed, enlargement is an opportunity to promote stability and prosperity beyond the new borders of the Union. The Communication proposes that, over the coming decade, the EU should therefore aim to work in partnership to develop a zone of prosperity and a friendly neighbourhood - a 'ring of friends' - with whom the EU enjoys close, peaceful and cooperative relations. It suggests that, in return for concrete progress demonstrating shared values and effective implementation of political, economic and institutional reforms, all the neighbouring countries should be offered the prospect of a stake in the EU's internal market. This should be accompanied by further integration and liberalisation to promote the free movement of persons, goods, services and capital (four freedoms). President Romano Prodi said : "With globalisation and the creation of a transnational civil society, the Union's external relations can no longer be distinguished from its internal development, particularly when it comes to our neighbourhood. Instead of trying to establish new dividing lines, deeper integration between the EU and the ring of friends will accelerate our mutual political, economic and cultural dynamism." External Relations Commissioner Chris Patten noted : "Over the past decade, the Union's most successful foreign policy instrument has undeniably been the promise of EU membership. This is not sustainable. For the coming decade, we need to find new ways to export the stability, security and prosperity we have created within the enlarged EU. We should begin by agreeing on a clearer vision for relations with our neighbours."

    [03] Vers une politique communautaire en matière d'équipements de défense : propositions de la Commission

    La nécessité à long terme d'avoir une industrie européenne des équipements de défense compétitive pour soutenir une politique européenne de sécurité et de défense (PESD) est exposée dans une communication adoptée par la Commission européenne. La Commission souligne que le rapport coût- efficacité des dépenses militaires, la préservation d'une base industrielle concurrentielle en matière de défense et de technologies, un meilleur accès des produits manufacturés de l'UE aux marchés des pays tiers, le respect de l'éthique et de l'équité dans le commerce des armes, la sécurité des approvisionnements, ainsi que la nécessité de respecter les prérogatives des Etats membres dans ce domaine sensible sont autant de considérations importantes à prendre en compte dans la définition d'une politique européenne de l'armement. L'intervention des institutions de l'Union est proposée en vue d'aider à la création d'un marché européen des équipements de défense. L'amélioration du cadre réglementaire de l'UE régissant le traitement des armements en Europe figurent parmi les contributions majeures. Dans le domaine de la recherche liée à la sécurité globale, la Commission invitera les Etats membres, les entreprises et la communauté scientifique à identifier les besoins communs et à mettre en commun le savoir-faire et les investissements pour développer conjointement des technologies susceptibles de jouer un rôle décisif pour la sécurité de l'Europe à long terme.

    [04] Commission regrets failure of UN efforts to solve Cyprus problem and confirms accession process will go ahead as scheduled

    The European Commission regrets that the efforts of the United Nations Secretary-General, Mr Kofi Annan, to find a comprehensive settlement to the Cyprus problem have not been successful. The Commission has lent its full support to this process and recalls the willingness of the European Union to accommodate a settlement in line with the principles on which the EU is founded. While such a settlement was the preference of the European Union, the Commission confirms that the accession process will go ahead as foreseen according to the existing timetable. All the necessary preliminary legal steps have been taken to permit this. The Commission notes the statement of the Secretary-general that his plan remains on the table. The Commission is ready to assist any further efforts in this context. The Commission encourages all parties concerned, and, in particular Turkey, to strive to achieve a settlement. The Commission expresses its solidarity with all Cypriots and acknowledges the courage with which the Turkish- Cypriots have expressed their European convictions. The Commission will continue to support projects in Cyprus to benefit both communities, to reduce economic disparities on the island and to build confidence between them.

    [05] Un système d'imagerie par radar innovant de l'UE donne une alerte précoce de l'activité volcanique

    Le Centre commun de recherche de la Commission (CCR) doit utiliser son système radar à haute résolution LISA (Linear Synthetic Aperture - Ouverture synthétique linéaire) innovant pour surveiller les mouvements du volcan Stromboli, en Italie. A la suite d'un regain récent d'activité volcanique, la protection civile italienne a fait appel au CCR à Ispra, en Italie, pour mesurer les mouvements du sol sur les parois du Stromboli, dans un souci d'alerte précoce en vue de mesures d'urgence. Le Stromboli a fait éruption le 30 décembre 2002 et de nouveau en janvier 2003. Ces éruptions ont provoqué des raz-de-marée destructeurs.

    [06] Chris Patten to visit Croatia and Serbia and Montenegro

    The European Commissioner for External Relations, Chris Patten, will visit Croatia and Serbia and Montenegro on 12-14 March. In each case the purpose of the visit is to discuss, with leading members of the respective governments, progress towards integration with Europe within the Stabilisation and Association process. In Croatia, discussions will focus on the need to meet the obligations of its Stabilisation and Association Agreement (SAA) notwithstanding its recent application to join the EU. In Serbia and Montenegro, the focus will be on the need to implement the recent constitutional changes and, in particular, the urgent need to complete the Action Plan on Trade and the Internal Market, so that progress can be made towards closer relations with the EU. A common theme of the two visits will be the importance of full cooperation with the International Criminal Tribunal for the former Yugoslavia, which EU Foreign Ministers have repeatedly made clear, is essential for further movement towards the EU. Commissioner Patten said, on the eve of his visit : "We hope to see these countries, in time, as fellow members of the European Union. The path towards integration with the EU carries many benefits, but also some important obligations. I will be encouraging both Croatia and Serbia and Montenegro to meet these requirements as soon as possible, so that progress towards the EU can advance swiftly".
