[02] Commission grants €8 million in humanitarian aid for Colombia

The European Commission has granted €8 million in humanitarian aid to help victims of conflict in Colombia. The funding is being channelled through the Humanitarian Aid Office (ECHO), which comes under the responsibility of Commissioner Poul Nielson. Most of this aid will go to providing food, bed sheets, cooking sets and hygiene products to around 200,000 people in the country who have been displaced by the conflict.

[03] Commission increases the Risk Capital Facility for the Mediterranean countries

The European Commission has decided to increase by €22 million the Risk Capital Facility for the EU Mediterranean neighbours that benefit from MEDA funding (Algeria, Egypt, Jordan, Lebanon, Morocco, Syria, Tunisia, West Bank and Gaza Strip) with a view to upgrading their financial sector, making their industry more competitive and supporting privatisation. Priority will be given to those countries or territories that have already signed an Association Agreement with the EU. The Risk Capital Facility, managed by the European Investment Bank (EIB), is a key instrument of EU support in enhancing the economic transition and strengthening the development of the private sector of the MEDA countries. This €22 million will be added to the €50 million already granted to these countries in 2001 and it is envisaged to grant a further €28 million in 2004.

[04] Inauguration of the International Criminal Court

The European Commission warmly welcomes the inauguration today of the International Criminal Court in The Hague. On this occasion, the Commissioner for External Relations Chris Patten stated : "The inauguration of the International Criminal Court is a historic achievement, perhaps the most significant development in international law since the creation of the United Nations. This landmark has been made possible by the joint efforts of governments, international organisations and civil society worldwide. The Court brings hope for the thousands of victims who have suffered in the past from atrocities over which the Court will have jurisdiction : crimes against humanity, genocide and war crimes. The Court sends a powerful message to any potential perpetrator of such crimes : impunity has ended."

[05] Commission launches debate on the future of textiles trade

On 5-6 May 2003, European Trade Commissioner Pascal Lamy will host a major conference in Brussels on "The Future of Textiles and Clothing Trade after 2005". In preparation, the Commission has launched an open consultation on the future of textiles trade policy. Through a dedicated internet forum, interested parties from all over the world can submit their ideas and contributions on trade in textile policies. "In less than two years we shall see the elimination of quota restrictions which have been a feature of world trade in textiles for 40 years. The time is ripe for a fresh, open and thorough analysis of all aspects of textiles trade and we want to hear the views from all interested parties so that we can draw the right conclusions", said Pascal Lamy.
