[01] La Commission va recouvrer auprès de certains Etats membres 92,94
millions d'€ correspondant à des dépenses irrégulières au titre de la PAC
En vertu d'une décision prise par la Commission européenne, un montant
total de 92,94 millions d'€, correspondant à des dépenses irrégulières de
certains Etats membres au titre de la politique agricole commune (PAC),
sera récupéré. Le recouvrement de cette somme est motivé par des procédures
de contrôles inadéquates ou par le non-respect des règles communautaires
sur les dépenses agricoles. Si les Etats membres sont chargés du versement
et de la vérification de la quasi-totalité des dépenses effectuées au titre
de la PAC, la Commission est tenue quant à elle de s'assurer que les Etats
membres ont correctement utilisé les ressources.
[02] More coherence for European contract law : Commission adopts Action
plan
The European Commission has adopted an Action Plan setting out a road map
for greater coherence of contract law in Europe. Contract law underpins all
internal market transactions in Europe - whether it be businesses selling
products or services to other businesses or purchases made by consumers. EU
laws such as the Sale of Consumer Goods Directive or the Package Travel
Directive already harmonise specific aspects of Member States' contract
laws. The Action Plan marks an attempt by the Commission to make this
interaction between EU and national laws more coherent and overcome
problems for the smooth functioning of the internal market. Measures being
proposed include support for voluntary initiatives to develop standard
Europe-wide contract terms, the improvement of existing and future EU law
on contracts, and a research initiative to develop common contract law
rules based on the best solutions found in the Member States' laws. The
Commission will consider the desirability and feasibility of creating an
optional body of EU contract law that contractual parties could use to
facilitate cross-border trade. The Action Plan follows up on the
Communication on European Contract Law of July 2001 (see IP/01/996) and
stakeholders' responses to that document (see IP/02/496). Business,
consumer groups, Member States and other stakeholders now have until 16 May
2003 to comment on the Action Plan.
[03] La Commission autorise Singapore Technologies à acquérir le contrôle
conjoint d'Oriville
La Commission européenne a donné son feu vert à l'acquisition du contrôle
conjoint, par le conglomérat Singapore Technologies, de l'entreprise
française de logement Oriville, jusqu'alors entièrement détenue par
l'entreprise financière américaine Goldman Sachs.
[04] La Commission renvoie chacune des six opérations entre Electrabel et
les intercommunales en Flandres aux autorités belges de la concurrence
La Commission européenne a accédé à la demande du Ministère belge de
l'Economie du renvoi de l'ensemble de chacune des opérations de
concentration consécutives aux accords entre six intercommunales mixtes et
Electrabel sur la fourniture d'électricité et de gaz aux clients éligibles
en Flandre.
[05] Breast implants : Commission acts to improve safety and issues report
on national measures
Member States have made great efforts to launch or step up measures to
ensure wider protection of women considering breast implantation, says an
EU-wide report published by the Commission today. The report focuses on
information to be provided to women, rules on patient consent, advertising
for breast implantation, thinking on national registers and long-term
follow-up. The report follows the November 2001 Commission Communication on
breast implants which proposed a range of measures to improve the quality
of breast implants and patient protection (see IP/01/1591). In the same
context, a Commission Directive was completed on 3 February, upgrading the
classification of breast implants. They are now subject to the most
stringent quality requirements applicable to any medical device, thus
considerably reinforcing quality and safety control before breast implants
can be placed on the market.
[06] La Commission adopte un plan d'aide humanitaire de 15 millions d'€
pour le Burundi
La Commission européenne a adopté un programme d'aide d'un montant de 15
millions d'€ destiné à répondre aux besoins humanitaires au Burundi. Les
fonds transiteront par l'Office d'aide humanitaire de la Commission (ECHO),
placé sous la responsabilité du commissaire européen Poul Nielson. Cette
décision permettra à ECHO de fournir tout au long de l'année à venir, par
le biais de ses organisations partenaires travaillant sur le terrain, une
assistance aux populations les plus vulnérables. Elle a pour objectif
prioritaire la santé, la nutrition et la sécurité alimentaire, ainsi que la
fourniture d'eau, d'installations d'assainissement et de produits non
alimentaires. "Le Burundi est un des pays les plus pauvres du monde," a
déclaré M. Nielson. "L'action d'ECHO dans ce pays est en parfait accord
avec la stratégie de la Commission européenne, qui donne la priorité à
l'aide aux victimes de crises humanitaires. On estime à 2 millions le
nombre de personnes qui bénéficieront, directement ou indirectement, de
cette décision." Ces quatre dernières années, ECHO a consacré plus de 61
millions d'€ au Burundi, ce qui en fait un des principaux fournisseurs
d'aide humanitaire dans le pays.

"I am concerned about the violence, sacking and looting which rocked La Paz
yesterday, causing loss of life and injuring many. I hope that the general
strike and nation-wide demonstrations which have been announced for today
will be peaceful and will not be marred by further bloodshed. I would
encourage the Bolivian Government and civil society to return to the
'negotiating round tables' and to work constructively together to identify
consensual solutions to the major economic, social and political challenges
facing Bolivia."
