  • [01] La Commission a demandé à l'OLAF l'ouverture d'une enquête sur certains soupçons d'irrégularité en France

    La Commission européenne (DG PRESS) a demandé à l'Office européen de lutte anti-fraude (OLAF) d'examiner la possibilité d'ouvrir une enquête sur certains soupçons d'irrégularité dans la gestion de subventions allouées en France au titre de la politique d'information et communication. Afin d'assurer le bon déroulement de cette enquête, et d'éviter toute perception de conflit d'intérêt, il a été décidé dans l'intérêt du service de réaffecter à Bruxelles deux fonctionnaires de la Représentation de la Commission à Paris. Ces décisions administratives ne préjugent en rien les conclusions de l'enquête.

    [02] Commission launches strategy to reduce air pollution from ships

    The European Commission has just adopted a new strategy to reduce the impact of ship's atmospheric emissions on the environment and human health. The main aim of the strategy is to reduce the impact of emissions from seagoing ships on local air quality and acidification. The strategy will also help support the promotion of shipping as an environmentally friendly mode of transport a key opportunity for the maritime industry in light of recent events. An important part of the strategy is a proposal to reduce the sulphur contents of marine fuels used in the European Union.

    [03] Enregistrement de six dénominations de produits agricoles

    La Commission européenne a adopté un règlement visant à enregistrer six dénominations de produits agricoles et alimentaires comme indications géographiques protégées (IGP). Ces dénominations concernent : deux viandes bovines fraîches: Carne de Bovino Cruzado dos Lameiros do Barroso (Portugal) et Welsh Beef (Royaume-Uni), trois fruits: Pruneaux d'Agen (France), Aktinidio Pierias (Grèce) et Milo Kastorias (Grèce), et un légume: Carciofo Romanesco del Lazio (Italie). L'IGP est une dénomination géographique utilisée pour désigner un produit dont une qualité déterminée, la réputation ou une autre caractéristique peut être attribuée à son origine géographique et dont un des stades au moins de la production, de la transformation ou de l'élaboration a lieu dans l'aire géographique délimitée. Les six dénominations s'ajoutent à celles déjà protégées en vertu de la législation sur la protection des indications géographiques et des appellations d'origine.     [04] Conglomérats financiers : la Commission accueille avec satisfaction l'adoption de la directive par le Parlement européen

    La Commission européenne a salué l'adoption hier par le Parlement européen de la directive sur les conglomérats financiers. Cette directive renforcera la solidité prudentielle et la surveillance effective des conglomérats financiers - grands groupes financiers qui exercent des activités dans différents secteurs financiers, souvent par-delà les frontières. Elle promouvra également la convergence des approches nationales en matière de surveillance. Elle constitue une étape importante du processus actuel de modernisation de la législation financière de l'UE ; elle renforcera la stabilité financière et elle représente une amélioration significative de la protection des déposants, des titulaires de polices d'assurance et des investisseurs. Cette directive marque la première mise en oeuvre complète au monde des recommandations internationales sur la surveillance des conglomérats financiers adoptées dans le cadre du Groupe des dix (G-10) sous les auspices de la Banque des règlements internationaux. Elle a été proposée par la Commission en avril 2001 (voir IP/01/609). Le texte adopté par le Parlement a déjà été approuvé par le Conseil en mai 2002 (IP/02/669), de telle sorte qu'il acquerra force de loi dès qu'il aura été officiellement signé par les présidents des deux institutions.

    [05] David Byrne : "Parliament's support clears way for EU ban on tobacco advertising"

    European Health and Consumer Protection Commissioner David Byrne welcomed yesterday's first reading vote in the European Parliament on the tobacco advertising directive. MEPs rejected a series of amendments that would have seriously weakened the directive. The way is now open for Ministers at the Employment, Social Policy, Health and Consumers Council on 2 December to agree on a Common Position so that the directive could finally be adopted during the first half of 2003. Member States would have to comply with the directive by 31 July 2005 the latest.

    [06] Evaluation of the 2002 pre-accession economic programmes of candidate countries

    Candidate countries submitted last August their second Pre-accession Economic Programme (PEP). The objectives of the PEPs are to identify the appropriate economic policies and reforms needed to prepare for EU accession, and to develop the institutional and analytical capacity necessary to participate in the multilateral surveillance procedures of EMU upon accession. The European Commission has assessed the consistency, analytical content and political direction of the PEPs. The publication contains this assessment.     [07] Mongolia : EU set to enhance bilateral relations and support to development (joint statement of the EU-Mongolia Cooperation Council)

    The EU and Mongolia in their sixth Cooperation Council meeting in Brussels on 20 November decided to make further significant efforts to enhance cooperation between both parties, in particular by using a more appropriate framework for the assistance provided by the EU. To this end, Mongolia will in future benefit from support under the Commission's Programme for Asia and Latin America (ALA), whereas so far Mongolia benefited from support under the Commission's Programme for the ex-Soviet countries (Tacis). This change in approach to EU assistance is in particular intended to boost the long term economic development of Mongolia.

    [08] Commission's response to the emerging humanitarian crisis in the Horn of Africa

    The purpose of this note is to provide a factual overview of the European Commission's response to the emerging crisis in the Horn of Africa and to present an analysis of the main causes of the current situation. The Commission is responding to the emerging humanitarian crisis in the Horn of Africa with food aid, humanitarian aid as well as support for longer-term efforts to achieve food security. Together with EU Member States, the Commission is looking at the best way to use all the instruments at its disposal to provide timely and effective assistance to address the situation as it develops. As well as addressing short-term needs and the current crisis in coordination with governments, UN agencies and other donors, the Commission is continuing to address the wider issue of food security through its development programmes. In this context, the Commission is also focussing on the long-term rehabilitation of the agricultural sector and is reinforcing its policy dialogue in an attempt to eliminate the causes of food insecurity in the region. The Commission's experience with food security problems in the world has shown quite clearly that the best way to achieve food security is to implement a broad-based policy for sustainable growth and poverty reduction. Food aid in itself is not an appropriate instrument to create long term food security. However, in certain situations, food aid remains essential for the most vulnerable groups of the population.

    [09] Dialogue UE-Afrique : deuxième conférence ministérielle (28/11, Ouagadougou, Burkina Faso)

    Les ministres de 53 pays africains et des 15 Etats membres de l'UE se rencontrent au Burkina Faso le 28 novembre dans le cadre de la deuxième conférence ministérielle du dialogue UE-Afrique. La Commission européenne sera représentée par M. Poul Nielson, membre de la Commission chargé du développement et de l'aide humanitaire. La présente note contient des informations sur le dialogue UE-Afrique et sur les préparatifs de cette réunion.
