[01] La Commission autorise la vente séparée des actifs de Blu en la
soumettant à certaines conditions
La Commission européenne a autorisé la vente séparée des actifs de Blu,
quatrième opérateur de téléphonie mobile en Italie, aux autres opérateurs
du secteur. Cette décision a été prise parce qu'aucun acquéreur approprié
n'a pu être trouvé pour racheter la participation détenue par Edizione
Holding dans le capital de Blu et aussi en raison de la gravité de la
situation économique et financière de cette dernière. Afin d'éviter les
effets anticoncurrentiels qui auraient pu découler d'une mise en
liquidation de Blu, la Commission a jugé opportun de donner suite à la
demande présentée officiellement par Edizione le 12 juin 2002, et complétée
le 31 juillet 2002, et d'autoriser la vente séparée des actifs de Blu aux
opérateurs mobiles. Avant que la Commission ne puisse accepter cette
demande, il a fallu d'abord qu'elle s'assure, conformément aux procédures
prévues, qu'il n'y avait effectivement aucun acquéreur approprié et que le
ministère des communications et les opérateurs de téléphonie mobile
prennent, le 31 juillet 2002, les engagements exigés par la Commission,
dans le but notamment de favoriser le développement des services UMTS et
d'empêcher un éventuel renforcement de la position dominante détenue par
TIM sur le marché italien des communications mobiles.
[02] Commission clears acquisition of Bonna Sabla by AXA
The European Commission has granted clearance under the Merger Regulation
to the acquisition of full control of the French undertaking Bonna Sabla,
active in concrete products for the building trade and service engineering,
by another French undertaking AXA Private Equity, controlled by the group
AXA. (The operation was examined under the simplified merger review
procedure)

hausse à 7,7%
Le taux de chômage de la zone euro, corrigé des variations saisonnières,
est passé de 8,3% en mai 2002, à 8,4% en juin 2002, selon les données
publiées aujourd'hui par Eurostat, l'Office statistique des Communautés
européennes à Luxembourg. Il était de 8,0% en juin 2001. Le taux de chômage
de l'UE15 était de 7,7% en juin comparé à 7,6% en mai. Il s'élevait à 7,4%
en juin 2001. En juin 2002, les taux les plus bas ont été enregistrés au
Luxembourg (2,3%), aux Pays-Bas (2,8% en mai), en Autriche (4,1%), au
Danemark (4,2% en mai), en Irlande et au Portugal (4,4% chacun). Le taux de
chômage de l'Espagne (11,5%) est resté le plus élevé de l'UE.
[04] Commission provides a further €35 million for victims of food
shortages in Zimbabwe
The European Commission has allocated a further €35 million from the food
security budget line for victims of food shortages in Zimbabwe. The funds
will mainly be used to distribute food to the poorest families and other
vulnerable groups in the most seriously affected districts of the country.
A major component of this decision will be the purchase of approximately 90,
000 tonnes of maize. Food aid, financed by the Commission in earlier
decisions, has already been delivered to the country. Commenting on the
latest decision, Poul Nielson, the Commissioner for Development and
Humanitarian Aid, said : "Direct food aid is urgently needed on top of our
well established longer-term action to improve food security and prevent
widespread starvation. The Commission remains ready to take further
measures in fighting this crisis, both in Zimbabwe and in the region.
However, the government also has a responsibility to help ensure that aid
gets to those that need it. The government can also take measures to ensure
that the private sector can play its role in bringing food to the market."
[05] Commission to second 100 observers to the OSCE/ODIHR Election
Observation Mission to the former Yugoslav Republic of Macedonia
The European Commission announced today that it will support the OSCE/ODIHR
Election Observation Mission to the Parliamentary Elections in the former
Yugoslav Republic of Macedonia, scheduled for 15 September 2002. The
Commission will second 100 EU nationals who will be integrated among the
750 short-term observers which the OSCE/ODIHR Election Observation Mission
plans to deploy shortly before election day. Additional observers will be
seconded directly by EU Member States and other OSCE participating States.
Additionally, the Commission has seconded, and already deployed, an
election expert to the Core Team of the OSCE/ODIHR Elections Observation
Mission in Skopje. The total cost of the operation is €506,000. The
Commission is pleased that the EU is able to send a significant share of
the international observers, whose presence should contribute to increase
the transparency of, and confidence in, the forthcoming election process.
In addition, the EU is providing further technical assistance, worth €500,
000 including a voter education programme. The secondment of observers and
the other activities in support of the election process are part of the
wider commitment of the EU to support the stability and further democratic
development of the former Yugoslav Republic of Macedonia.
