  • [01] La Commission préconise une approche plus coordonnée sur l'énergie : publication des résultats du débat sur le Livre vert sur la sécurité d'approvisionnement

    Le Livre vert de la Commission européenne sur la sécurité d'approvisionnement de l'Union, publié en novembre 2000, a permis d'ouvrir au cours des quinze derniers mois un débat particulièrement riche, donnant lieu à de nombreuses contributions et des échanges fournis dans les institutions européennes et nationales, donnant lieu notamment à plus de 30.000 visites par mois du website, l'organisation de plus de 300 conférences et 236 contributions officielles reçues de diverses institutions, administrations, associations ou ONGs. La Commission a publié une communication qui décrit les résultats de ce débat fructueux.

    [02] Commission gives new impetus to the European social dialogue

    The European Commission adopted a communication on the social dialogue that strengthens its role in Europe's strategy of economic and social reforms. In this way, the Commission proposes raising the profile of the results of the social dialogue and strengthening coherence between the national and European levels. It also proposes the creation of a "tripartite social summit for growth and employment", bringing together, at the highest political level, the Presidency of the Council, the Presidency of the Commission and the European social partners. This summit will be held at least once every year on the eve of the spring European Council that discusses the economic and social situation of the Union. Finally, the Commission calls on the social partners to really develop their independent dialogue, which is currently too limited, through joint work programmes, which should produce concrete results, ie agreements that are incorporated into EU law. The Commission takes the view that the social dialogue is the best forum for striking new balances between flexibility and security. This role of the social dialogue is particularly important ahead of enlargement, at a time when the players and the traditions of partnership are still weak in many candidate countries in spite of the initiatives taken by the social partners and the support of EU programmes.

    [03] Avis motivé adressé à la France pour non-exécution de l'arrêt de la Cour relatif à la viande bovine britannique

    En vertu de l'article 228, paragraphe 1, du traité CE, les Etats membres sont tenus d'exécuter les arrêts de la Cour de Justice européenne. Le 13 décembre 2001, la Cour a déclaré illicite le refus de la France de suspendre son embargo sur la viande bovine et les produits bovins britanniques satisfaisant aux critères du régime DBES (affaire C-1/00). La France est donc tenue d'appliquer les règles européennes appropriées et de permettre la reprise des importations en France de la viande bovine et des produits bovins britanniques correctement marqués ou étiquetés qui satisfont aux critères du régime DBES. La France n'a toujours pas informé la Commission européenne de telles mesures d'exécution. Aussi la Commission a-t-elle adressé hier un avis motivé à la France lui indiquant qu'elle a commis une infraction en n'ayant pas exécuté l'arrêt de la Cour susmentionné. La France dispose de 15 jours pour mettre fin à l'infraction en prenant les mesures nécessaires pour se conformer à l'arrêt de la Cour.

    [04] Libre circulation des membres de la famille des citoyens de l'Union : la Commission poursuit une procédure d'infraction contre l'Espagne

    La Commission européenne a décidé de poursuivre une procédure d'infraction à l'encontre de l'Espagne en ce qui concerne les décisions de refus de visa et de refus d'entrée sur le territoire prises à l'encontre de membres de la famille de citoyens de l'Union au motif qu'ils faisaient l'objet dans le Système d'information Schengen (SIS) d'un signalement pour non-admission. La Commission est d'avis que la pratique espagnole viole les garanties de fond et de forme que les Etats membres doivent respecter lorsqu'il prennent, pour des motifs d'ordre public, des décisions restreignant la libre circulation des bénéficiaires du droit communautaire.

    [05] Commission pursues infringement proceedings against six countries over separation of accounts Directive

    The European Commission has decided to pursue infringement proceedings against six European Union countries for failing to implement legislation requiring financial transparency within public service companies. The legislation calls for the separation of accounts of companies which have commercial activities whilst being also under public service obligations for which they get state financing. Such separation is, for example, be important for the broadcasting sector, as it makes the costs of public services more transparent and measurable thereby enabling the Commission to reach a conclusion on complaints from private TV operators.

    [06] Commission asks Ireland to comply with Directive on Animal Experiments

    The European Commission is sending a second written warning or Reasoned Opinion to Ireland asking for compliance with a 2001 European Court of Justice ruling with regard to the Animal Experiments Directive. The Court found that Ireland had used too narrow a definition of the term "experiment" and had also failed to put in place adequate penalties for people who breach the required safeguards. Ireland has not informed the Commission of any steps it has taken to comply with the ruling, despite a first written warning sent in March of this year. Commenting on the decision to send a Reasoned Opinion, Environment Commissioner Margot Wallström said : "I am disappointed that Ireland has not yet taken steps to bring its 19th century legislation fully into line with EU rules on animal experiments".

    [07] New EU rules mean cheaper cash withdrawals and bank card payments abroad

    From Monday 1 July 2002, thanks to the entry into effect of an EU Cross- Border Payments Regulation, customers should pay no more to withdraw euros from cash machines or make card payments in euros in other EU Member States than they pay for the same services in the country where they live. That will mean significant savings for people travelling on holiday or on business. Before the Regulation, withdrawing €100 from a cash machine outside their own Member State cost bank customers an average of €4, while "domestic" withdrawals and payments are usually either free or cost a few cents. The European Commission, the European Parliament and Member States worked closely together to enable fast-track adoption of the Cross-Border Payments Regulation in December 2001 (see IP/01/1827). The Regulation aims to create a "single payments area", so that citizens and businesses can take full advantage of the single currency across the EU and not only in their own Member State. The Regulation, unlike a Directive, is directly applicable in the Member States without national implementing measures.

    [08] Recherche et compétitivité : le retard accumulé par l'UE devient de plus en plus grave

    Les dépenses de recherche et développement technologique (R&D) ont atteint 288 milliards d'€ aux Etats-Unis au cours de l'année 2000 (soit 265 milliards de dollars), contre seulement 164 milliards dans l'UE. Le Commissaire européen pour la recherche, M. Philippe Busquin, a présenté les dernières données disponibles aujourd'hui à Bruxelles. "En euros courants, l'écart entre les Etats-Unis et l'UE a atteint 124 milliards en 2000", a affirmé M. Busquin. "A parité et à prix constants, cet écart représente près de 100 milliards d'€ en 2000, alors qu'en 1994 il était de 51 milliards et n'a cessé de croître depuis cette date. Il s'agit d'une aggravation considérable de la tendance observée depuis la seconde moitié des années 1990. La dépréciation de l'euro face au dollar en 2000 n'explique qu'en partie cette hausse exceptionnelle de l'écart d'investissement en recherche. Cette évolution confirme l'importance et l'urgence d'atteindre l'objectif fixé par le Conseil européen de Barcelone d'augmenter les dépenses de R&D dans l'Union pour approcher 3% du PIB en 2010", a conclu M. Busquin.

    [09] Commission closes investigation into UEFA rule on multiple ownership of football clubs

    The European Commission has closed an investigation into the UEFA multi- ownership rule according to which a company or individual cannot directly or indirectly control more than one of the clubs participating in a UEFA club competition. The investigation had been triggered by a formal complaint lodged by ENIC Plc, an investment company with stakes in six clubs. The complaint has been rejected.

    [10] La Commission autorise la création d'une plate-forme électronique de négociation multibanques pour les produits de change

    La Commission européenne a autorisé la création, par quatre banques européennes, d'une plate-forme électronique de négociation, appelée Centradia, destinée à proposer aux entreprises des produits de change et une gamme limitée de produits monétaires. Sous sa forme actuelle, l'opération ne pose aucun problème de concurrence, les banques ayant fourni des garanties quant au fait qu'il n'y aurait pas d'échange d'informations sensibles au cours des négociations et qu'elles restaient libres de négocier sur d'autres plate-formes. Il n'est pas exclu que d'autres banques soient invitées à participer au projet.

    [11] Commission clears TXU acquisition of German power company Braunschweiger Versorgungs

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of Braunschweiger Versorgungs AG by TXU Stadtwerke Holding GmbH, two German companies active in the generation, distribution and supply of electricity, trading with electricity and gas supply. (The operation was examined under the simplified merger review procedure)

    [12] First quarter 2002 - Production in the construction sector steady in euro-zone ; growth of 0.1% in EU15

    Seasonally adjusted production in the construction sector remained steady in the euro-zone (0.0%) and increased by 0.1% in the EU15 in the first quarter of 2002, compared to the fourth quarter of 2001, Eurostat estimates today. This follows an increase of 0.5% in the euro-zone and of 0.8% in the EU15 in the fourth quarter of 2001. On a yearly basis, output grew in the first quarter of 2002 by 0.9% in the euro-zone and by 1.7% in the EU15 after increases of 0.6% and 1.3% respectively in the fourth quarter of 2001.

    [13] Successful Health Council on 26 June 2002

    Ministers at the Health Council meeting in Luxembourg agreed on Council Conclusions on patient mobility and health care developments in the European Union. The Commission provided updates on the state-of-play on a number of important issues for example in the field of tobacco control, the revision of the pharmaceutical legislation, quality and safety standards for cells and tissues, health security, and the G10 Medicines High Level Group. The Council also adopted the distance marketing of financial services Directive (see IP/02/707). Commissioners David Byrne, responsible for Health and Consumer Protection, and Erkki Liikanen, responsible for Enterprise and Information Society, represented the Commission at the Council.

    [14] Commission decides on emergency rehabilitation of administrative infrastructure of Palestinian Authority

    The European Commission has decided to finance a €5 million programme to launch a programme providing immediate assistance to rehabilitate the administrative infrastructure of the Palestinian Authority. The main objective of this programme financed by the Rapid Reaction Mechanism is to allow the Palestinian Authority to provide services to the population of the Palestinian Territories. This rapid assistance is essential for the restoration of budgetary management and accountability capacity and for the Palestinian Authority to comply fully with the conditions of transparency and similar requirements attached to EU assistance.

    [15] EU agrees strategy to counter unfair Korean shipbuilding practices

    Today the Council of the EU approved the twin-track strategy proposed by the European Commission to counter unfair Korean practices in the shipbuilding sector. The EU has set a deadline of the end September to resolve the dispute amicably, failing which it will immediately launch procedures for a Panel against Korea in WTO and activate a temporary defensive mechanism (TDM) for European shipbuilding. The Commission will now hold a series of further negotiations with Korean authorities in an attempt to restore normal trading practices in this sector.

    [16] L'Europe du charbon et de l'acier à travers l'éducation et la culture

    A l'occasion de la commémoration officielle de l'expiration du Traité de la CECA à Luxembourg ces 24-27 juin, la Direction générale Education et Culture a réuni dans un dossier de presse divers exemples de projets soutenus par elle et liés au développement de l'industrie du charbon et de l'acier. Le dossier présente notamment les efforts d'adaptation de la formation professionnelle dans les secteurs de la métallurgie grâce au programme Leonardo da Vinci, l'amélioration de la formation des ingénieurs en Europe grâce aux échanges universitaires Erasmus, le jumelage d'anciennes villes industrielles, la sauvegarde et la mise en valeur des anciens sites industriels européens, financées par Culture 2000.
