  • [01] La Commission approuve plusieurs acquisitions conjointes de Carlton et Thomson dans le secteur de la publicité au cinéma

    La Commission européenne a autorisé la prise de contrôle conjointe, par la société britannique Carlton Communications PLC et la société française Thomson Multimedia SA, des sociétés RMBI, RMBC et Circuit A, trois filiales du groupe cinématographique français UGC présentes dans le secteur de la publicité au cinéma. La Commission est parvenue à la conclusion que la concurrence resterait suffisante sur le marché en cause.

    [02] Commission clears B&W Loudspeakers distribution system after company deletes hard-core violations

    The European Commission has dropped its objections against the distribution system of B&W Loudspeakers Ltd after the UK-based company, which makes high- quality loudspeakers for hi-fi and home cinema sound reproduction systems, put an end to certain hard-core violations of antitrust law.

    [03] Commission clears Metronet buy of two London Tube infrastructure companies

    The European Commission has authorised the acquisition of two London Tube infrastructure companies by Metronet, a consortium controlled by Atkins, RWE, Balfour Beatty and Seeboard. The deal, part of a restructuring of the London Underground, does not raise any competition concerns.

    [04] Commission clears Volkswagen's purchase of Swedish car retailer

    The European Commission has granted clearance under the Merger Regulation to the acquisition of full control of Swedish car retailer Din Bil Holding AB by Volkswagen AG. Din Bil is a retail distributor for the Volkswagen, Audi, Seat and Skoda motor vehicles as well as Porsche motor vehicles in Gothenburg, Helsingborg, Malmö and Stockholm in Sweden. (The operation was examined under the simplified merger review procedure)

    [05] May 2002 Euro-denominated bond markets

    The euro yield curve was little changed at end-May relative to end-April. Total bond issuance volumes in euro increased to about €138 billion in May from €120 billion in April. This also represents an increase compared to May issuance for the three previous years. The composition of issuance in terms of issuer categories was characterised by slightly above-average issuance from financials and corporates. Other notable trends in the composition of issuance in May were a high share of issues over €2 billion (51%) and a slight shift to longer maturities (over 3 years).     [06] EU launches initiative on access to drugs for poor countries to complete unfinished WTO business

    Tomorrow, the European Union will unveil a plan to ensure that developing countries with no domestic drug production can obtain affordable supplies of essential medicines. The plan is set out in its Communication to the Trade-Related Intellectual Property Rights (TRIPS) Council at the World Trade Organisation in Geneva. It would enable a foreign supplier to fill orders on the basis of a compulsory licence in specified circumstances. "We have unfinished business on access to medicines in the WTO. If we are to deliver on the promise made in Doha, we must find a solution to the problems faced by developing countries that are entitled to emergency access to medicines to combat killer diseases, but don't have the means to produce them locally", European Trade Commissioner Pascal Lamy explained.

    [07] La Commission propose l'ouverture de négociations au sein de l'OMC en vue de modifier son régime d'importation dans le secteur du riz et des céréales

    La Commission européenne souhaite remplacer son régime actuel d'importation dans le secteur du riz et des céréales, dont le fonctionnement n'est plus satisfaisant, en lui substituant un système plus linéaire, éventuellement fondé sur des contingents tarifaires et des droits de douane fixes. A cette fin, la Commission a adopté une proposition concernant l'ouverture de négociations avec ses partenaires au sein de l'OMC en vue de modifier le régime communautaire des droits de douane appliqué par l'UE aux importations de riz et de céréales. Le régime actuel prévoit que les droits de douane à l'importation de céréales dans l'Union sont calculés sur la base des cours de la bourse américaine des matières premières, considérés comme représentatifs des prix des céréales sur le marché mondial. Cette méthode ne tient pas compte des prix plus bas pratiqués dans d'autres régions du monde, ce qui a donné lieu à un accroissement des importations à des taux anormalement bas, créant des déséquilibres de marché dans l'Union. Si la proposition est acceptée par le Conseil, la Commission entamera des négociations avec les membres concernés de l'OMC en vue de remplacer le régime d'importation actuel, qui est fondé sur les prix représentatifs et est lié au prix d'intervention communautaire.

    [08] Mission accomplished, Commission winds up humanitarian operations in Montenegro

    Today, the Humanitarian Aid Office of the European Commission (ECHO) is ending its activities in Montenegro (Federal Republic of Yugoslavia). "The humanitarian emergency has now ended in Montenegro. Thanks to the assistance provided by the Humanitarian Aid Office, displaced and refugee populations, as well as local people, have been able to confront and overcome enormous difficulties. ECHO has accomplished its mission and is now making way for other European Commission instruments to take over", declared Poul Nielson, the Commissioner for Development and Humanitarian Aid. Between 1999 and 2001, Montenegro has benefitted from €34.5 million in humanitarian aid spent in sectors such as health and rehabilitation.

    [09] La Commission fournit un montant supplémentaire de 6 millions d'€ aux victimes de la pénurie alimentaire au Zimbabwe

    La Commission européenne a alloué, dans le cadre de deux décisions distinctes, 6 millions d'€ aux victimes des pénuries alimentaires au Zimbabwe. Ce montant sera affecté essentiellement à la distribution de nourriture aux familles les plus pauvres des provinces les plus sérieusement touchées du pays, à un soutien nutritionnel aux enfants et à l'assistance accordée aux agriculteurs subissant les effets du programme de redistribution des terres. Commentant ce financement récent, M. Poul Nielson, commissaire chargé du développement et de l'aide humanitaire, a exprimé sa très grave préoccupation "face à l'ampleur de la crise alimentaire qui frappe le Zimbabwe et d'autres pays d'Afrique australe". Poursuivant son propos, il a indiqué que "l'assistance humanitaire et l'aide alimentaire directe doivent très clairement compléter aujourd'hui l'action bien rodée, engagée d'assez longue date, pour améliorer la sécurité alimentaire et éviter une famine généralisée. La Commission reste disposée à prendre d'autres mesures de lutte contre cette crise".

    [10] Preparation of the Environment Council (25/06, Luxembourg)

    European Environment Commissioner Margot Wallström will represent the Commission at the Environment Council in Luxembourg on Tuesday 25 June. The Commission expects the Council to back its proposal for ratification of the Carthagena Protocol on bio-safety. Political agreements in principle could be reached on the revision of the Packaging and Packaging Waste Directive and on reinforcement of the "Seveso II" Directive on the prevention of industrial accidents, awaiting the European Parliament's vote on both proposals. The Council will also discuss preparations for the Johannesburg Summit on sustainable development, and follow up on the European Council conclusions from Seville, which reaffirmed the EU's commitment to a successful outcome in Johannesburg.
