  • [01] La Commission autorise la création de Photovoltech, une entreprise commune dans le domaine de l'énergie solaire

    La Commission européenne a autorisé, en application des règles communautaires applicables au contrôle des opérations de concentration, une opération par laquelle les sociétés belges Electrabel NV et Soltech NV, appartenant au groupe Suez, créeront, conjointement avec Total Energie Développement SA, France, une filiale du groupe TotalFinaElf, une nouvelle entreprise commune, appelée Photovoltech, dans le domaine de l'énergie solaire. L'opération de concentration ne soulève aucun problème de concurrence, car la société Photovoltech, nouvelle venue dans le secteur photovoltaïque, détiendra une part relativement faible de la production mondiale de cellules et de modules solaires.

    [02] Commission clears Wienerberger's acquisition of the brick activities of Hanson in Continental Europe

    The European Commission has cleared an operation by which Wienerberger AG of Austria acquires the brick activities of UK-based Hanson Plc in Continental Europe through the acquisition of all shares of all subsidiaries of Hanson active in this business. The transaction will have its main effects in Belgium and the Netherlands and will enlarge the gap between Wienerberger, the biggest brick supplier in these countries, and its competitors. But the Commission has concluded that these markets will remain competitive given the presence of other viable brick manufacturers and the importance of imports.

    [03] Les trois pays "pré-in" majoritairement convaincus d'une introduction prochaine de l'euro dans leur pays

    Selon le dernier sondage eurobaromètre publié aujourd'hui par la Commission Européenne et réalisé du 11 au 19 mars 2002 dans les trois pays "pré-in", 75% des Danois perçoivent l'euro comme un événement majeur de l'histoire européenne et 61% des Britanniques en pensent de même. Les opinions restent majoritairement convaincues d'une introduction prochaine de l'euro, 88% des Danois, 70% des Suédois et 72% des Britanniques pensant que l'euro finira par être adopté par leur pays. 56% des Suédois affirment qu'ils seraient très ou plutôt contents si leur pays adoptait l'euro (contre 33% de mécontents). Le chiffre est de 50% au Danemark (contre 38% de mécontents) et 35% au Royaume-Uni (contre 54% de mécontents).     [04] Commerce extérieur - L'OPEP a fourni 45% des importations extracommunautaires de pétrole brut en 2001 ; la Norvège et la Russie sont les principaux pays fournisseurs

    Selon les chiffres publiés aujourd'hui par Eurostat, en 2001, l'UE a importé pour 90 milliards d'€ de pétrole brut de pays tiers, dont un peu plus de 40 milliards en provenance des pays membres de l'OPEP. La part de l'OPEP dans les importations extracommunautaires a baissé régulièrement au cours des dernières années, passant de 55% en 1995 à 50% en 1999 et à 45% en 2001. Si on inclut les échanges intracommunautaires, l'OPEP comptait pour 38% des importations totales de pétrole brut de l'UE en 2001. Les principaux fournisseurs extra-UE en 2001 sont la Norvège, avec 21% du total, soit 19 milliards d'€. Viennent ensuite la Russie avec 17% (15 milliards d'€) et cinq membres de l'OPEP : l'Arabie saoudite (11%), la Libye (10%), l'Iran (6%), le Nigeria (6%) et l'Algérie (5%).

    [05] February first estimates, January revised figures - Euro-zone external trade surplus €4.1 billion in February 2002 ; €3.8 billion deficit for EU15

    According to figures published today by Eurostat, the first estimate for euro-zone trade with the rest of the world in February 2002 was a €4.1 billion surplus, compared with +1.4 billion February 2001. The revised January 2002 balance was +1.0 billion, against -6.2 billion in January 2001. Euro-zone trade recorded a surplus of 5.2 billion for the first two months of 2002, against a 4.8 billion deficit in 2001. The first estimate for February 2002 extra-EU15 trade was a €3.8 billion deficit, compared with -5.5 billion in February 2001. In January 2002, there was a revised deficit of 6.2 billion, against a 14.3 billion deficit in January 2001. There was a deficit estimated at 10.0 billion in the first two months of 2002 compared with -19.8 billion in 2001.

    [06] Modes alternatifs de résolution des conflits : la Commission publie un Livre vert

    La Commission européenne publie aujourd'hui un Livre vert sur les modes alternatifs de résolution des conflits relevant du droit civil et commercial (souvent désignés "ADR" pour "Alternative Dispute Resolution"). Ce Livre vert s'inscrit dans le cadre des travaux en cours au sein de l'UE en vue de créer un espace de liberté, de sécurité et de justice, et plus particulièrement d'assurer à tous un meilleur accès à la justice. Dans le prolongement du plan d'action de Vienne et des conclusions du Conseil européen de Tampere, les Ministres de la Justice des 15 avaient invité la Commission à présenter un Livre vert sur les modes alternatifs de résolution des conflits relevant du droit civil et commercial "qui fasse le point de la situation existante et lance une large consultation en vue de préparer les mesures concrètes à prendre".

    [07] European enforcement order for uncontested claims : setting a precedent for the free circulation of judgments throughout the European Union

    The European Commission yesterday adopted a proposal for a regulation that would enable creditors who have obtained an enforceable decision on a claim that was never disputed by the debtor to proceed directly to enforcement in another Member State without having to go through any burdensome administrative or judicial procedure in that State. This proposal establishes for the first time the principle that the Member States have to treat a judgment from any other Member State just as if it had been delivered by one of their own courts. It is a pilot project in the framework of the Programme of mutual recognition whose long-term objective is the elimination of intermediate measures still necessary for the recognition and enforcement of judgments in other Member States for all decisions in civil and commercial matters.

    [08] Commission launches soil protection policy

    In response to concerns about the degradation of soils in the EU, the European Commission has outlined the first steps in a strategy to protect soils. Soil is a vital and largely non-renewable resource and has not been the subject of comprehensive EU action so far. Commenting on the launch, Environment Commissioner Margot Wallström said : "We are now placing soil protection on a level with cleaning up our water and air. For too long, we have taken soil for granted. However, soil erosion, the decline in soil quality and the sealing of soil are major problems across the EU. This is a sustainability issue given that these trends are largely irreversible and that soil is vital for our livelihood." The strategy is one of seven 'thematic strategies' foreseen under the EU's 6th Environment Action Programme. It will be discussed at the Informal Environment Council meeting at the end of May.

    [09] L'UE lance la semaine européenne de la mobilité

    L'initiative d'une semaine européenne de la mobilité sera lancée aujourd'hui pendant la semaine verte 2002, par le Commissaire européen chargé de l'Environnement, Mme Margot Wallström, et par des organisations internationales qui apportent leur soutien à ce projet. Elles signeront l'appel en faveur d'une semaine européenne de la mobilité, en vue de l'organisation d'une semaine complète de manifestations entre le 16 et le 22 septembre 2002, notamment la traditionnelle journée européenne sans voitures. Le Commissaire Wallström a déclaré que "l'initiative de la semaine européenne de la mobilité découle du succès remporté par la journée européenne sans voitures, et vise à faire prendre conscience de la nécessité de modifier les comportements en matière de mobilité. Nous offrons aux citoyens l'occasion unique de se réunir dans une démarche concrète et positive pour améliorer la qualité de vie et pour lutter contre le changement climatique en Europe. J'espère sincèrement qu'un grand nombre d'autorités locales relèveront le défi et participeront à l'initiative de la semaine européenne de la mobilité."

    [10] Green Week 2002 - competition winners awarded

    Today at Green Week, European Environment Commissioner Margot Wallström will award the winners of the Green Week 2002 children's competition. The competition entries had to reflect a key environmental theme and competitors had to give insight into what they think the future holds for them and for the environment, reflecting the central theme of Green Week 2002 ; 'Our Future, Our Choice - Changing Our Ways'. Key judging criteria included evidence of knowledge of European culture and the state of the environment, originality, individuality and aesthetic content. The winners were chosen from thousands of entries from both inside and outside the EU. They will receive their awards as part of a three-day all-expenses-paid trip to Brussels, as guests of the Environment Directorate-General. During their stay, they have taken part in a series of entertaining environmental activities that have been specially organised. All the winning and runner- up entries have been displayed during Green Week itself. The winners in each competition category are as follows : Painting (6-8 year olds) Ilias Eronis (Athens, Greece) Riikka Saarela (Rovaniemi, Finland) ; (9-10 year olds) Ivor Garcia Villa (Valladolid, Spain) Flavie Parvillers (Bonsecours, France). Poetry (11-14 year olds) Julio Fernandez Amodia (Santander, Spain) Ekaterini Nikolouli (Halki, Greece) Wolfgang Roth (Hermagor, Austria). Photography (15-18 year olds) Elena Angelova (Montana, Bulgaria) Tea Kutila (Rovaniemi, Finland) Anni Pöyry (Rovaniemi, Finland). Speech writing (19-22 year olds) - open to competitors from all over the world : Camelia Fulgescu (Romania) Mihaela Provian (Romania).

    [11] Commission brings its case against presumed cartel between Christie's and Sotheby's

    The European Commission has today sent a so-called 'Statement of Objections' to Christie's and Sotheby's, setting out its preliminary conclusion that the world's two leading fine art auction houses breached European Union competition rules by colluding to fix commission fees and other trading terms. The Statement is based on evidence made available to the Commission. The sending of a Statement of Objections is a procedural step in EU antitrust proceedings. It does not prejudge the outcome of the investigation as the parties will have the right to reply to the Commission's objections, to have access to the file and to request a formal hearing.

    [12] Romano Prodi congratulates Xanana Gusmao

    The President of the European Commission, Romano Prodi, yesterday sent the following message to the elected President of East Timor, Xanana Gusmao : "On behalf of the European Commission and on my own behalf, I want to convey to you our best wishes on your assumption of the office of first President of the new state of East Timor. This represents another positive step in the establishment of East Timor as an independent, democratic, and self-reliant country. I am also particularly pleased and proud that the European Commission has been able play a significant role in funding the support to East Timor since August 1999 - and indeed also in supporting the recent election with independent observation. I would like now to assure you of the European Commission's continued political and economic friendship and of its future support for the new independent state of East Timor. I wish you every success in the tasks which lie before you.

    [13] La Commission octroie €350,000 aux victimes des inondations au Brésil

    La Commission européenne a décidé d'octroyer €350.000 pour venir en aide aux victimes d'éboulements de terrain et d'inondations dans le Sud-est du Brésil. Cette décision permettra de fournir une aide alimentaire et d'assurer la distribution de biens de première nécessité (matelas, couvertures, etc.) à plus de 6.000 personnes laissées sans abris suite aux pluies torrentielles de janvier et février 2002. Les pluies torrentielles qui se sont abattues sur le Sud-est du Brésil ont provoqué des coulées de boue importantes qui ont dévasté les bidonvilles, engloutissant de nombreuses familles et habitations. La plupart des services et infrastructures ont été détruits, aggravant encore la situation précaire de nombreuses personnes très pauvres, souffrant de chômage ou de sous-emploi. L'aide octroyée par la Commission permettra d'assurer l'accès à l'eau potable et aux services médicaux de base, tout en augmentant la capacité de préparation aux catastrophes des populations affectées. Les fonds seront alloués à la Croix Rouge allemande via l'Office d'Aide Humanitaire de la Commission (ECHO), placé sous la responsabilité directe du Commissaire Poul Nielson.

    [14] Commission boosts awareness of WTO membership in China

    Erkki Liikanen, European Commissioner responsible for Enterprise and the Information Society, today launched in Shanghai a series of EU-WTO Seminars, aimed at increasing understanding within the Chinese business community on how WTO membership affects the way China deals with the outside world. These seminars, which will be held in different cities of China during the next 18 months, will focus on different aspects and impacts derived from China's accession to the World Trade Organisation.

    [15] Poul Nielson en visite au Cap Vert, au Sénégal et en Mauritanie du 22 au 26 avril 2002

    Le Commissaire européen chargé du développement et de l'aide humanitaire, M. Poul Nielson, effectuera une visite officielle au Cap Vert, au Sénégal et en Mauritanie du 22 au 26 avril 2002. Au cours de cette mission à caractère économique et politique, M. Nielson aura des entretiens de haut niveau avec les membres du gouvernement, de l'opposition, ainsi que des rencontres avec les représentants de la société civile. Il effectuera également des visites de projets communautaires. L'un des faits marquants de ce voyage sera la signature des documents de stratégie de coopération au Cap Vert et en Mauritanie.

    [16] Visit of Commissioner Wallström to Washington DC, 22-25 April 2002

    European Environment Commissioner Margot Wallström will be visiting Washington from 22 to 25 April. Her programme for the week includes bilateral meetings with key US environment officials, as well as contacts with representatives of civil society, the private sector and academics. The Commissioner will also participate in the first meeting of the EU-US High Level Representatives on Climate Change on Tuesday, 23 April. Upon her departure, Mrs Wallström said : "It is important that we work together with the US, even if we disagree on some specific issues, such as climate change. There is scope for co-operation on many issues and we can make a decisive impact to ensure a successful outcome at the Johannesburg Summit if we join forces."
