[01] Loyola de Palacio underlines the great importance of pan-European
corridors
Besides the Transport Council in Luxembourg, Loyola de Palacio, vice-
president of the European Commission in charge of transport and energy,
signed yesterday the Memorandum of Understanding (MoU) of Corridor X,
connecting Salzburg, Ljubljana, Zagreb, Beograd, Nis, Skopje and
Thessaloniki. In presence of Christos Verelis, Greek transport minister and
current chairman of Corridor X steering committee, she underlined the great
importance of these pan-European Corridors, which aim to vertebrate the
European continent by defining main axles of multimodal transports. "The
definition of main routes through Europe is a major realisation for the
future of Europe as it allows the concentration of investments on priority
axles : it will give opportunities of crossing the borders and developing
economies but is also a contribution to European integration", she said.
"These corridors bridge the gap between populations and neighbour
countries: they are also a direct contribution to the pan-European
integration and give a new start to the development of the Balkan region",
she added.
[02] Commission clears acquisition of Sema by Schlumberger
The European Commission has approved the acquisition by US-based company
Schlumberger of Sema, a UK-based information technology and business
services company.
[03] Elaboration interactive des politiques : la Commission souhaite
utiliser Internet dans le cadre du processus décisionnel de l'UE
La Commission européenne a présenté une nouvelle initiative d'élaboration
interactive des politiques qui améliorera la gestion en utilisant Internet
pour recueillir et analyser les réactions des marchés, qui serviront
ensuite au processus décisionnel de l'Union européenne. Cette initiative
permettra d'évaluer les politiques existantes de l'UE et de lancer des
consultations ouvertes sur de nouvelles initiatives. L'élaboration
interactive des politiques s'inscrit dans l'initiative "e-Commission" et
est liée à la gouvernance de la Commission et aux initiatives de politique
réglementaire. Son but est d'aider la Commission, en tant qu'administration
publique moderne, à apporter des réponses plus rapides et plus précises aux
demandes des citoyens, des consommateurs et des entreprises, ce qui rendra
l'élaboration de politiques dans l'UE plus diversifiée et plus efficace. La
Commission prévoit de commencer à utiliser ce système avant la fin de
l'année 2001.
[04] European research projects on food quality
The quality and safety of food has become a matter of public concern in
recent months. In the current framework programme for research around euro
500 million are or will be spent on food safety and related issues such as
food quality and animal welfare. The new research framework Programme (2002-
2006) will also take account of concerns voiced by the citizen the proposal
of the Commission foresees a budget of euro 600 million for research into
food safety and health risks. Moreover, the laboratories of the Joint
Research Centre's laboratory for health and consumer affairs is conducting
research in the fields of food safety, GMOs and risk assessment of consumer
goods. This research effort is, however, part of a larger picture, in that
it aims to create networks of scientific excellence and competence in the
food safety sector, thus creating a European Research Area in this field.
[05] Politique communautaire en matière de transport d'animaux
La protection des animaux en cours de transport est un élément important du
bien-être des animaux. La Commission européenne vient de donner le feu vert
à des initiatives visant à améliorer cette protection. En décembre 2000, la
Commission a adopté un rapport sur cette question, basé sur des inspections
réalisées par l'Office alimentaire et vétérinaire européen (OAV). Ce
rapport sur la mise en œuvre de la directive relative à la protection des
animaux en cours de transport (91/628/CEE, telle que modifiée par la
directive 95/29/CE) arrive à la conclusion que les Etats membres éprouvent
actuellement des difficultés à mettre correctement en œuvre la Directive.
Le rapport a été soumis au Conseil de l'agriculture de janvier 2001 et
adressé également au Parlement européen. Le rapport signale plusieurs
initiatives importantes visant à mettre en place une réforme radicale du
transport des animaux. Lors de deux débats distincts qui se sont tenus au
Conseil de l'agriculture, les ministres se sont félicités des initiatives
de la Commission. Cette dernière invite les autorités nationales à accorder
la priorité qu'il convient à ce domaine de la législation communautaire. Le
commissaire David Byrne, responsable de la santé et de la protection du
consommateur, a déclaré : "Je pense que nous devons limiter les transports
d'animaux sur longues distances à ceux qui sont réellement nécessaires".
[06] Commission moves against Austria for failing to apply rules on sewage
sludge
The European Commission has decided to send a Reasoned Opinion (second
written warning) to Austria for failing to adopt the national legislation
required to give effect to the Community's Sewage Sludge Directive. The
Directive provides for quality-control checks to be carried out on sewage
sludge used in agriculture, in particular to avoid the build-up of heavy
metals in soil. In Austria, nine Länder have legislative responsibility for
controlling the use of sewage sludge. However, they have either not adopted
any specific legislation, or have adopted legislation that omits certain
Community requirements. Environment Commissioner Margot Wallström said :
"The quality of our food depends on high standards in agriculture. I urge
Austria to make sure that its legislation fully reflects Community rules on
the safe use of sewage sludge."
[07] Fonds social européen : la Commission a adopté le programme EQUAL pour
renforcer l'innovation en matière de lutte contre les inégalités en matière
d'emploi en Belgique néerlandophone
Anna Diamantopoulou, Commissaire européenn à l'Emploi et aux Affaires
sociales, a signé une décision approuvant le nouveau programme d'Initiative
communautaire EQUAL en Belgique néerlandophone pour la période 2000-2006.
Par ce programme, le Fonds Social Européen (FSE) apportera 32,5 millions
d'euros pour expérimenter de nouveaux moyens de lutte contre les
discriminations et les inégalités sur le marché du travail.
[08] Investment restrictions - Commission reaffirms its exclusive
competence as guardian of Treaties
Following adoption by the European Parliament at its 5th April plenary
session in Strasbourg of a Resolution on 'updating certain legal aspects
concerning intra-EU investment', the European Commissioner for the Internal
Market Frits Bolkestein commented : "It was on the basis of its exclusive
competence as guardian of the Treaties that the European Commission adopted
a Communication in 1997 concerning cross-border investment within the EU.
This Communication offers guidance to Member States and economic operators
as to how the Commission interprets Treaty rules on free movement of
capital and freedom of establishment as regards restrictions on intra-
Community investment, in order to avoid divergent interpretations. The
Communication states that nationals of other Member States should be free
to acquire controlling stakes, exercise the voting rights attached to these
stakes and manage domestic companies under the same conditions laid down in
a Member State for its own nationals. The principles set out in the
Communication are based on the Treaty and on the case law of the Court of
Justice, which remains of course the sole competent institution to provide
a definitive interpretation of Community law. Both the free movement of
capital and freedom of establishment constitute fundamental and directly
applicable freedoms established by the EC Treaty. The Court of Justice has
consistently established in its case law that even Community institutions
themselves are not entitled to restrict fundamental freedoms in other words,
the Commission, Council of Ministers and Parliament are not allowed to
decide to impose restrictions on these fundamental freedoms." Mr Bolkestein
indicated to the Parliament's plenary session on 3rd April that the
Commission intended to hold a debate shortly on intra-Community investment.
[09] Franz Fischler meets NGOs to give update on WTO agricultural talks
European Commissioner for Agriculture, Rural Development and Fisheries,
Franz Fischler, today held a meeting with NGOs and socio-professional
organisations to discuss issues relevant to them in the agricultural
negotiations that were kicked off in Geneva in March 2000. The first phase
of the agricultural talks was recently concluded and agreement was reached
on a work programme for the second phase. Mr Fischler took the opportunity
to update the NGOs on progress made. He indicated satisfaction with the
work so far and with the work programme set up for the second phase. The
informal hearing also served as an opportunity for Commissioner Fischler to
explain how NGOs and the socio-professional sector can be informed of
progress in the negotiations and on how they can make their views known.
The NGOs present at the meeting represented a whole spectrum of interests
and positions. Mr Fischler expressed his intention to continue to meet
periodically with the NGOs at appropriate moments corresponding to
important stages in the negotiations.
[10] On the road to Europe : First Stabilisation and Association Agreement
to be signed on 9 April 2001 with former Yugoslav Republic of Macedonia
After a process of negotiations which lasted just over two years a
Stabilisation and Association Agreement (SAA) between the EU and the former
Yugoslav Republic of Macedonia has been signed in Luxembourg on 9 April
2001 at 13 hours during a special ceremony on the margins of the General
Affairs Council. An Interim Agreement covering trade and trade-related
matters between the Parties will also been signed. This is an event of
major political, symbolic, economic and practical significance which marks
an important step in the process of the establishment of ever closer
relations with the countries of the Western Balkans region. It is a
fundamental element of a multi-faceted EU strategy designed to favour a
progressive process of integration of the countries of the Western Balkans
region into the EU.
[11] Intégrer les questions relatives à la santé mentale dans les
préoccupations essentielles d'une société attentive à la santé
Cette année, la Journée mondiale de la santé (7 avril) est centrée sur la
santé mentale. S'exprimant aujourd'hui lors d'une conférence de
l'Organisation mondiale de la santé (OMS) à Genève, le Commissaire européen
David Byrne, chargé de la santé et de la protection des consommateurs, a
déclaré : "Promouvoir la santé mentale, s'attaquer aux problèmes de santé
mentale et lutter contre l'opprobre et la discrimination dont sont victimes
les personnes souffrant de troubles mentaux figurent parmi les priorités de
l'agenda de la Commission européenne en matière de santé publique,
priorités que partage l'OMS". Il a rappelé qu'en 1999, la présidence
finlandaise du Conseil de l'UE avait déclaré qu'"il n'y a pas de santé sans
santé mentale", et a souligné que nous devons nous efforcer de faire en
sorte que les questions relatives à la santé mentale fassent partie
intégrante des préoccupations essentielles d'une société attentive aux
questions touchant à la santé.
[12] Philippe Busquin ouvre la conférence annuelle de l'Association
Européenne des Organisations de Recherche et Technologie à Madrid
A l'occasion de la conférence annuelle de l'Association Européenne des
Organisations de Recherche et Technologie à Madrid, le Commissaire européen
à la Recherche, Philippe Busquin, tiendra un discours sur la recherche et
l'innovation en Europe. Dans ce discours, il évoquera le lien étroit entre
la science et l'innovation. Le Commissaire se dit d'accord avec les
préoccupations des acteurs en recherche concernant le renforcement des
liens entre d'un côté la science et de la commercialisation des résultats,
en confirmant que ce problème se trouve au cœur de la stratégie de L'Union
sommet de Lisbonne pour l'Union : devenir l'économie de la connaissance la
plus compétitive et la plus dynamique du monde. La composante centrale de
ce processus engagé à Lisbonne est le projet d'Espace européen de la
recherche proposé au mois de janvier 2000 par la Commission et l'outil
principal de mise en oeuvre sera le nouveau programme-cadre de recherche
présentée en février 2001. Le Commissaire met en garde contre le niveau
d'investissement en recherche trop faible en Europe, le cloisonnement des
politiques et systèmes de recherche (80% des efforts menés à l'intérieur
des systèmes nationaux) et contre le manque des ressources humaines (Europe
5.1 chercheurs pour 1000 personnes actives, Etats-Unis : 7.4 et Japon :
8.9). En outre, M. Busquin rencontrera le Secrétaire d'Etat à la Recherche
et la Technologie, M. Ramón Marimón, le Président du Conseil Supérieur de
la Recherche, M. Rolf Tarrach et le Président de la Conférence des Recteurs
des Universités Espagnoles, M. Saturnino de la Plaza.
