  • [01] La Commission autorise la prise de participation de la société française Feu Vert dans la société de réparation automobile espagnole Autocenter Delauto

    La Commission européenne a autorisé la société française de réparation automobile Feu Vert SA à prendre une participation de 50% dans son concurrent espagnol Autocenter Delauto SA. Delauto est actuellement une filiale à 100% de "Centros Comerciales PRYCA SA", société qui appartient elle-même au groupe de distribution français Carrefour. L'opération ne modifiera pas d'une manière significative la concurrence dans le secteur de la réparation automobile en Espagne, où il existe d'autres concurrents importants.

    [02] Commission approves acquisition of McKechnie by Cinven

    The European Commission has approved the acquisition of British engineering company McKechnie Plc by Cinven Ltd. The only sector where both McKechnie and companies in which Cinven holds investments are active is the moulded plastics sector, but the overlaps are limited.

    [03] Commission clears Swedish joint venture, Drutt, between Telia of Sweden and Oracle of the USA

    The European Commission has today authorised the creation of a joint venture in the Internet sector between Telia and Oracle. The joint venture - Drutt - will set up a gateway, or portal web-site (halebop.com) aimed specifically at mobile phone users. The Commission gave its green light to the transaction as it will raise no competition concerns in the Internet- related markets in Europe where, of the two parent companies, only Telia is currently present.

    [04] Commission clears creation of joint venture Ciberion by British American Ventures and Cap Gemini Ernst & Young

    The European Commission has cleared the creation of the joint venture Ciberion by British American Ventures (BAV) and Cap Gemini Ernst & Young (CGEY). The joint venture will offer IT services, mainly in the area of Customer Relations Management (CRM). The transaction does not raise competitive concern.

    [05] La Commission autorise l'acquisition par Sanpaolo IMI et MWCR Lux de deux entreprises industrielles italiennes

    La Commission européenne a autorisé une opération dans le cadre de laquelle l'entreprise italienne Sanpaolo IMI Private Equity Scheme BV et l'entreprise luxembourgeoise MWCR Lux Sarl acquièrent conjointement le contrôle des entreprises italiennes Omega Bilance Spa et C.E.G. Di Macchi & Piantanida S.n.c. Cette opération ne pose aucun problème sur le plan de la concurrence, puisque les acquéreurs ne partagent guère d'activités communes avec Omega Bilance Spa et C.E.G. Di Macchi & Piantanida S.n.c., qui fabriquent et vendent des balances, des trancheuses et des hachoirs destinés aux détaillants du secteur de l'alimentation et aux restaurateurs.

    [06] The European Union announces European Chair of the EU-US Biotechnology Consultative Forum

    The European Commission has announced that the first meeting of the recently established EU-US Biotechnology Consultative Forum will take place on 12 September. Ruud Lubbers, Professor of Globalisation at Tilburg University and former Prime Minister of The Netherlands, has been invited to act as European co-chair of Forum. His US counterpart will be Cutberto Garza, Chair of the US National Academies Institute of Medicine's Food and Nutrition Board.

    [07] Aide humanitaire au Honduras : la Commission finance 1.500.000 euros

    La Commission européenne a approuvé une décision de 1.500.000 euros en faveur des populations honduriennes affectées par l'ouragan Mitch. Géré par l'Office d'Aide Humanitaire (ECHO), ce financement permettra de poursuivre la prise en charge des secteurs prioritaires suivants : santé (prévention épidémiologique et assistance médicale) ; eau et assainissement (réhabilitation et gestion des systèmes de distribution). Les organisations non-gouvernementales chargées de la mise en oeuvre des projets concentreront leur programme d'assistance sur l'amélioration des conditions environnementales et sanitaires des groupes cibles suivants : populations rurales, communautés marginalisées, femmes. Au total, près de 225.000 personnes bénéficieront de l'appui d'ECHO. Les principaux secteurs d'intervention couverts par cette décision au titre de l'aide humanitaire, seront repris à plus grande échelle, dans le cadre du Programme Régional pour la Reconstruction en Amérique Centrale (PRRAC). Depuis Novembre 1998, le montant global des actions financées par ECHO en faveur du Honduras, s'élève à plus de 15 millions d'euros.

    [08] Indonésie (Sumatra, Moluques et Timor) : aide humanitaire d'urgence en faveur des victimes des tremblements de terre et des réfugiés

    La Commission européenne a approuvé une décision de 2 millions d'euros au titre de l'aide humanitaire en faveur des populations de Sumatra, des Moluques et du Timor. Gérée par l'Office d'Aide Humanitaire (ECHO), l'aide octroyée permettra au mouvement de la Croix-Rouge et aux organisations non gouvernementales partenaires, de mettre en oeuvre au cours des six prochains mois des programmes d'assistance destinés à plus de 200.000 déplacés et réfugiés. Sumatra : Fédération internationale de la Croix Rouge (FICR) ; fourniture de produits de première nécessité aux victimes des tremblements de terre et aide à la reconstruction. Nord Moluques : World Vision Germany; aide alimentaire et distribution de produits. Assistance aux déplacés - Timor Occidental : Care (UK) support alimentaire intégré et programme d'hygiène et d'assainissement pour les victimes des inondations à la frontière du Timor Oriental. Save the Children (UK) Education des jeunes vivant dans les camps et formation des enseignants réfugiés. Montant global de l'aide financière allouée par ECHO en Indonésie depuis 1999 : 24.5 millions d'euros

    [09] Pay TV and information society raise new competition challenges

    (! embargo 3 pm !) In a speech to the Dutch Nyenrode University, chaired by his predecessor Karel Van Miert, European Competition Commissioner Mario Monti today raises the competition issues caused by the advent of private television, as public broadcasters come under attack for alleged unfair funding, and the new challenges posed by the commercialisation of sports, and the information society. On the application of state aid rules to the broadcasting sector, Mr Monti uses the oportunity to stress that it is up to the national governments to define public service obligations - but this they must do - and to recall that the financing must be proportionate to their costs. He announces guidelines on the subject.
