[01] La Commission propose une consolidation de la politique anti-fraude
La Commission européenne a approuvé une proposition visant à consolider la
politique anti-fraude de l'Union. La communication sur une stratégie
globale pour la lutte contre la fraude et la protection des intérêts
financiers décrit les grands défis qui doivent être relevés par la
communauté et les Etats membres. Ils vont de l'intégration systématique de
dispositions anti-fraude dans toutes les initiatives législatives et
politiques de la commission au renforcement de la dimension judiciaire
pénale. "L'ambitieuse stratégie décidée par la Commission est un grand pas
en avant dans la protection des intérêts financiers de l'Union", a déclaré
Michaele Schreyer, Commissaire chargée du budget et de la lutte contre la
fraude, qui a proposé cette approche en accord avec António Vitorino,
Commissaire chargé de la justice et des affaires intérieures. "Avec l'OLAF,
nous disposons d'un instrument puissant de lutte contre la fraude. Mais la
protection des intérêts financiers est l'affaire de la Commission toute
entière, ainsi que celle des autres institutions et des Etats-membres".

[02] Commission clears purchase by Schroders of Liberty International
Pensions
The European Commission has approved the acquisition of Liberty
International Pensions Limited (LIPL), a subsidiary of UK group Liberty
International plc, by Schroders Plc. The operation concerns mainly the
markets for pension services and asset management. Given that the companies
involved are active in different product areas the operation does not raise
any competition concerns.
[03] La Commission autorise l'entreprise commune entre Solvay et Plastic
Omnium
La Commission européenne a autorisé la création d'une entreprise commune
entre la société belge Solvay et la société française Plastic Omnium, au
sein de laquelle ces dernières entendent fusionner leurs activités dans le
domaine des systèmes d'alimentation automobile. La nouvelle entité essuiera
la concurrence de rivaux sérieux et devra également faire face à la forte
puissance d'achat des constructeurs automobiles.

œuvre par Saeco d'une garantie internationale pour ses produits
La Commission européenne a clôturé une affaire de concurrence ouverte
contre Saeco s.p.a., un grand fabricant italien de machines à café, après
l'instauration par ce dernier d'un nouveau système de garantie applicable à
ses produits sans restrictions territoriales. Au sein de l'Espace
économique européen, les clients sont désormais fondés à bénéficier d'une
garantie pour tous les produits Saeco, indépendamment de l'endroit où la
machine concernée a été achetée et de l'Etat membre vers lequel elle a été
exportée initialement.
[05] Franz Fischler welcomes agricultural trade liberalisation with
applicant countries
Franz Fischler, European Commissioner for Agriculture, Rural Development
and Fisheries, today welcomed the agricultural trade liberalisation
agreements the EU successfully negotiated with nine Central and Eastern
European countries (CEECs). "This is a firm step forward in liberalising
our agricultural markets. And it is a necessary step which prepares the
applicant countries for the single market." The agreements will enter into
force on July 1, 2000. Based on current trade figures (1996-1998), CEEC
agricultural exports to the EU to be exempted from duty will increase from,
on average, 37% to, on average, 77%. EU agricultural exports to the nine
CEECs to be exempted from duty will increase from, on average, 20% to 37%.
While the results achieved so far are satisfying, negotiations will
continue with a view to progressively expanding agricultural trade
liberalisation with each country in order to avoid the potential negative
impact of an immediate opening of markets upon accession.
[06] Fonds structurels : la Commission approuve les programmes de
développement des zones en reconversion économique et sociale (objectif 2)
en Finlande pour la période 2000-2006
(! embargo 15h !) Michel Barnier, Commissaire européen chargé de la
politique régionale, a signé aujourd'hui, à l'occasion de sa visite en
Finlande, les deux programmes de développement régional pour les régions du
sud et de l'ouest de la Finlande. Il s'agit des deux premiers programmes
pour les zones en difficulté structurelle (objectif 2) à être approuvés
pour la période 2000-2006. Ils bénéficient d'un financement communautaire à
hauteur de 500 millions d'euros, dont 284 millions pour la Finlande
occidentale et 211 millions pour la Finlande méridionale. L'objectif
principal de ces programmes est de promouvoir l'esprit d'entreprise et
l'emploi en accroissant la compétitivité et la diversification de
l'économie.
[07] Commission helps to rebuild economy and reform health care in Kosovo
The European Commission decided this week to contribute a total of euro 35
million, from the 2000 budget of euro 240 million earmarked for the
reconstruction of Kosovo to programmes which will help to rebuild the
economy and economic institutions of Kosovo and to support health care
reform in Kosovo. These programmes will be implemented by the European
Agency for Reconstruction in Kosovo, bearing in mind UNMIK's priorities as
well as the activities of other donors.
[08] Mongolia : Commission approves emergency food aid worth euro 800,000
The European Commission has cleared humanitarian aid worth euro 800,000 for
people affected by drought and a hard winter in Mongolia. The aid,
channelled through ECHO, the European Commission Humanitarian Aid Office,
will enable non-governmental organisations to provide emergency food aid
for those affected over the next six months. ECHO's partners for this
operation are Mission Øst (Denmark) and Save the Children (UK). They will
help with food aid for some 60,000 people in north-west Mongolia, and on
preventing malnutrition in central Mongolia. Both projects will be closely
coordinated with other humanitarian agencies (Red Cross, UN, NGOs), as well
as the Mongolian Government. Already this year, in April 2000, ECHO made
available euro 500,000 to the International Federation of Red Cross
Societies (IFRC), working with the Mongolian Red Cross.
[09] Mauritania : humanitarian aid worth euro 365,000
The European Commission has approved humanitarian aid worth euro 365,000
for child victims of drought in Mauritania. The north of the country has
been struck by particularly severe drought over the past three years, and a
third of all children there are suffering from severe malnutrition. This
aid, managed by the Humanitarian Aid Office (ECHO), will provide food aid
for those most vulnerable, the under-fives. Over 2,500 children and their
mothers will be looked after in five therapeutic centres and 31
supplementary feeding centres. ECHO's partner : Red Cross (Italy).
[10] La Commission prend des mesures disciplinaires suite à la réception du
rapport de l'OLAF sur son Bureau de représentation de Stockholm
Le 24 mai 2000, la Commission européenne a reçu un rapport de l'OLAF
concernant des irrégularités commises dans son Bureau de représentation en
Suède, qui étaient apparues au grand jour en novembre de l'année dernière.
L'OLAF a simultanément envoyé copie de ce rapport aux autorités judiciaires
suédoises. A la suite d'une analyse approfondie du rapport, la Commission a
maintenant décidé d'engager la procédure disciplinaire à l'encontre de
trois fonctionnaires. Elle a en outre informé quatre des personnes
employées sur place dans son Bureau de représentation de son intention de
les licencier pour faute professionnelle en application des dispositions
pertinentes du droit suédois et de leurs obligations contractuelles.
[11] Fritz Bolkestein underlines need for international cooperation to
counter harmful tax practices
"It is clear that the key to dealing with the challenges of globalisation
is increased cooperation between tax authorities at an international level
within the OECD and beyond", said European Commissioner for Taxation Frits
Bolkestein at a symposium organised under the auspices of the OECD in Paris
on 29 June. Such cooperation allows tax systems to meet global challenges
while continuing to be national-based and to reflect local preferences.
Cooperation is now crucial within the EU both to prevent tax avoidance and
evasion and to ensure that taxation does not prevent the full achievement
of Single Market benefits. Mr Bolkestein also addressed US concerns about
the Commission's recent proposal on the application of Value Added Tax to
electronic commerce. He said he believed these concerns to be based on
"misunderstandings", pointing out that the proposal did not aim to generate
new revenue. Instead, the proposals are to bring existing rules into line
with what has already been agreed at the international level. Failure to do
so "would leave EU e-commerce operators at a competitive disadvantage
compared to those based outside the Union. Nobody can argue with the need
to rectify this."
