[02] Kosovo, Serbia, Montenegro : Commission approves humanitarian aid
worth euro 61 million
The European Commission has approved funding for humanitarian aid worth
euro 61 million in Kosovo, Serbia and Montenegro. Managed by ECHO, the
Commission Humanitarian Aid Office, the aid will enable UN agencies, the
Red Cross movement and non-governmental agencies to carry out projects. The
United Nations High Commissioner for Refugees (UNHCR) is ECHO's main
partner in the region. The objective is to continue covering the most
urgent needs throughout the Federal Republic of Yugoslavia, including
Kosovo. The funding is divided as follows : Kosovo approximately euro 18.1
million ; Serbia euro 31.9 million ; Montenegro euro 5.3 million. There is
a contingency reserve of euro 5.7 million. Prior Commission decisions to
date for those affected by the Kosovo crisis amount to euro 378 million.
[03] Frits Bolkestein calls for closer cooperation between market operators
and market regulators in the financial services sector
(! embargo 2 pm !) The European Commissioner for Internal Market Frits
Bolkestein said today that the European Union needs a leaner regulatory
apparatus to keep pace with the fast-moving financial world. He told the
London Foreign Banks and Securities Houses Association : "There needs to be
much closer co-operation between those charged with the day to day
implementation of the rules and with the regulation and supervision of
markets. The need for this is even greater with pan-European alliances". He
added : "But we cannot simply work at getting policies right within the EU
; we have to work with our trading partners to get the right policies for
the world economic system. Markets are integrating not just within Europe
but wide, regulators cannot stay behind on this". In this context, the
Commissioner expressed concern that the US Federal Reserve Boards has taken
an overly rigid approach to foreign banks that "clearly puts them at an
unfair competitive disadvantage" and said : "we shall be pressing at the
highest political levels to get this resolved. We all want to see free
trade, and not unfair results or distorted market access."
