    Comme il l'avait annoncé devant le Parlement européen le 14 septembre 1999, le Président de la Commission européenne, Romano Prodi, mettra prochainement en service sur le Web le registre de sa correspondance. Cette initiative personnelle vise à ouvrir la voie de manière concrète à la mise en oeuvre de bonnes pratiques en matière de transparence à l'égard des citoyens.

    [02] European cooperation in quality evaluation in school education

    The European Commission has just adopted a proposal of a recommendation on European cooperation in school education. The recommendation invites the Member States to take concrete steps to support the improvement of the quality of their schools. These steps include the establishment of transparent quality assurance system where school self-evaluation is encouraged within a balanced framework of self-evaluation and external evaluation. Furthermore, the cooperation and networking between the authorities responsible for quality evaluation in Member States is recommended. This includes the exchange of information and experiences in particular on methodological developments and examples of good practice, and the development of comparable data, indicators and benchmarks on national education systems to compare strength and weaknesses with a view to exchange good practices. The recommendation is the follow-up on a range of activities of the Commission during the past five years. Among these the pilot project on quality evaluation in school education, which was conducted during 1997 and 1998 in cooperation with the competent authorities in the Member States. The development of quality education and training will constitute an important element within the overall framework of a council resolution on new working procedures for European cooperation in the field of education and training ("rolling agenda").

    [03] Anna Diamantopoulou meets Juan Somavía, Director General of the International Labour Organization

    European Commissioner for Employment and Social Affairs, Anna Diamantopoulou today met Mr Juan Somavía, Director-General of the International Labour Office (ILO) in Brussels. The Commissioner expressed the Commission's interest in developing cooperation with the ILO and underlined the Commission's political support to the ILO in its efforts to promote respect of core labour standards. This is Mr Somavía's first official visit to the European institutions since he took office as the ILO's new Director-General in March 1999. He was yesterday scheduled to address the Employment and Social Affairs Committee of the European Parliament. Regarding the question of a link between trade and labour standards, the role of the ILO, and its relationship with the WTO, has been a key element. Mr Somavía has clearly indicated, notably in his submission to the Seattle WTO Ministerial, that the issue should be seen in the wider context of efforts to achieve greater coherence in the international system. On the EU side, a proposal was presented at the Seattle WTO Ministerial for dealing with trade and labour by the establishment of a "joint ILO-WTO standing working forum", which might also be open to other organisations. There have subsequently been informal contacts between the Commission and the ILO on this subject. Mrs Diamantopoulou stated : "The Commission is strongly in favour of developing cooperation with the ILO and believes that the ILO has a central role to play in any international initiative focusing on links between globalisation and social development. The Commission also welcomes the number of ratifications of the new child labour convention."
