    European Commission President Romano Prodi, in the framework of the established policy of the European Union to seek the full integration of Libya into the Euro-Mediterranean Partnership and in close contact with External Relations Commissioner Chris Patten and Council Secretary General Javier Solana, on 21 January, held two telephone conversations with Libyan leader Colonel Gaddafi on the subject of a possible visit to the Commission by the latter. Mr Prodi made clear that, in order for a visit to Brussels to take place, Libya would first have to formally confirm full acceptance of the "Barcelona Declaration".

    La Commission européenne a adopté une proposition de recommandation du Parlement européen et du Conseil des ministres relative à la mobilité dans l'Union européenne des étudiants, des personnes en formation, des jeunes volontaires, des enseignants et des formateurs. La proposition de recommandation vise, d'une part, des mesures susceptibles de s'appliquer à tous les groupes concernés : information sur les possibilités et les conditions de la mobilité, mesures de financement de la mobilité ou encore mesures facilitant la reconnaissance à sa juste valeur d'une expérience acquise à l'étranger. Elle envisage, d'autre part, des mesures spécifiques à chaque groupe concerné. Pour les étudiants, la Commission propose ainsi d'encourager l'utilisation du système ECTS (European Transfert System), qui garantit la reconnaissance des acquis académiques grâce à un contrat établi au préalable entre l'étudiant et les établissements d'origine et d'accueil, en accélérant les délais de décision et en facilitant les recours contre ces décisions. S'agissant des personnes en formation, la Commission propose que les Etats garantissent aux chômeurs qui veulent faire une formation dans un autre Etat membre le maintien de l'allocation de chômage dans leur Etat d'origine. Concernant les jeunes volontaires, l'Etat membre d'origine pourrait valider l'activité de volontariat poursuivie dans un autre Etat membre. La Commission avance l'idée, pour les enseignants et les formateurs, de périodes sabbatiques européennes leur permettant d'utiliser plus les possibilités de mobilité. Parallèlement à la présentation de cette proposition de recommandation, les services de la Commission ont élaboré un document portant sur l'acquis communautaire en matière de libre circulation et d'égalité de traitement, qui donne un aperçu du droit communautaire applicable dans le domaine de la mobilité des personnes concernées.

    [03] European Higher Education Expert Forum

    Rectors and experts of more than 200 European universities are meeting in Brussels today and tomorrow to discuss the challenges that higher education faces in the new millennium. During this forum, organized by the European Commission (Directorate General Education and Culture) and the European Universities Continuing Education Network (EUCEN), participants will identify good practices and solutions to some of the most sensitive issues affecting universities today : new "clients" and new services, lifelong learning and quality of teaching, employability and new technologies, local partnerships and international cooperation. Life-long learning will be a key-word for universities in the future and it will also be one of the leit- motives of the Socrates II programme (2000-2006), in which more than 2,000 higher education institutions are expected to participate. The conclusions of the conference will contribute to the present debate on the future of higher education in Europe, which will be a central topic at the conference of EU education ministers in Lisbon on 17-18 March.
