[01] La Commission propose des règles concrètes pour la reproduction des
pièces en euros
La Commission européenne a adopté une communication portant sur le droit
d'auteur du dessin de la face commune des pièces en euros et une
recommandation concernant les pièces de collection, les médailles et les
jetons. La communication prévoit l'autorisation de reproduction totale ou
partielle de la face commune des pièces en euros à condition qu'elle soit
fidèle à l'original, qu'elle ne soit pas nuisible à l'image de l'euro et
que le support ne soit pas source de confusion. La reproduction sur un
objet métallique susceptible d'être confondu avec une pièce sera interdite.
La recommandation vise à faciliter et à sécuriser l'utilisation de l'euro
pour les citoyens durant la période précédant l'introduction des pièces et
billets en euros au 1er janvier 2002. Toujours dans l'idée d'éviter tout
risque de confusion, les Etats membres sont invités à ne pas émettre avant
cette date de pièces de collection, de jetons ou de médailles portant la
mention "euro" ou "euro cent" ou comportant un dessin similaire à celui qui
figure sur les pièces en euros.
[02] Commission gives green light to Siebe and BTR merger
The European Commission has authorised under the EC Merger Regulation the
merger between two UK-based groups, Siebe plc, and BTR plc. Siebe is a UK-
based engineering group which operates world wide. It focuses mainly on
the supply of controls, systems and automation products, industrial
equipment and services. BTR is a UK-based conglomerate industrial group,
which was recently restructured to refocus on four main business areas in
the engineering field, namely control systems, power drive, automotive
products and specialist engineering.
[03] Commission approves Menzies and Lufthansa's joint venture at
Manchester airport
The European Commission has approved the creation of a joint venture, Sigma
Aviation (UK) Ltd, between Lufthansa Airport and Ground Services GmbH
(LAGS) and Menzies Transport Services Ltd (MTS). Sigma, so far a 100% LAGS
subsidiary, already provides third-party aircraft and passenger ground
handling services at Manchester Airport. Through the acquisition of a 49%
stake, MTS will have joint control of Sigma. Given Sigma's limited market
share and intense competition at Manchester Airport, the operation does not
create or strengthen a dominant position.
[04] La Commission autorise l'acquisition de Eijkelkamp par Akzo Nobel et
Glaverbel
La Commission européenne a autorisé une fusion aux Pays-Bas concernant la
distribution des revêtements décoratifs et du verre plat décoratifs pour le
commerce général. Les sociétés néerlandaises Akzo Nobel Coatings BV et
Glaverfin BV (appartenant au groupe belge Glaverbel NV) ont conjointement
pris le contrôle d'Eijkelkamp Beheer BV, une société néerlandaise active
comme distributeur en gros des produits principalement fournis par Akzo
Nobel (revêtements) et Glaverbel (le verre de flotteur). Les activités
principales d'Eijkelkamp se situent dans la région orientale des Pays-Bas.
[05] Commission approves Newell / Rubbermaid merger
The European Commission has cleared the merger of US consumer goods
manufacturers Newell Co. and Rubbermaid Incorporated. The operation will
not give the new entity a significant market position regarding any one
product line. Neither will their merger yield anti-competitive portfolio
power, i.e. the ability to abuse negotiating power stemming from the offer
of a large portfolio of products to engage in tying or other anti-
competitive sales strategies. Indeed, although the two companies will join
some closely related and complementary products within the same portfolio,
the latter covers too wide an array of unrelated product markets to make
any abuses profitable.
[06] Priorities in the Justice and Home Affairs area
Anita Gradin, responsible for Justice and Home Affairs within the European
Commission today participated in the annual debate in the European
Parliament on cooperation in Justice and Home Affairs. The Commissioner
reminded the House that with the Amsterdam Treaty cooperation in this field
will be lifted to a higher level. "This calls for a broad public debate
during spring on European Union's (EU) future direction in Justice and Home
Affairs. Therefore I strongly support the Parliament's proposal to invite
to an inter-parliamentarian conference this spring", she said, stressing
the need for solid preparations ahead of the special JHA-summit in Tampere
in October. As for the JHA-work programme in 1999 Commissioner Gradin
highlighted a number of projects under way. These include a discussion
paper on asylum procedures, the completion of the Action Plan against
organised crime, a new EU Action Plan against drugs, the preparations for
enlargement and the incorporation of the Schengen aquis into the Treaty.
[07] Réunion des Ministres des finances de l'ASEM, les 15-16 janvier à
Francfort
Les Ministres des finances de l'ASEM se réuniront à Francfort les 15-16
janvier. Il y a trois sujets principaux à l'ordre du jour : l'Union
économique et monétaire, la situation économique et financière en Asie et
la restructuration du système financier de la surveillance prudentielle.
M. de Silguy donnera une conférence de presse le 15 janvier à 10h15 au
centre de presse (Holiday Inn Crown Plaza, Francfort).
