  • [01] Baisse coordonnée des taux d'intérêt dans la zone euro

    Yves-Thibault de Silguy, Commissaire européen chargé des Affaires économiques, monétaires et financières, a déclaré hier : "Ces décisions sont de nature à renforcer la confiance dans l'économie européenne à la veille du lancement de l'euro. Il n'y a pas d'inflation en Europe, comme l'a souligné la Commission dans ses prévisions économiques du mois d'octobre. En toute indépendance, les banques centrales européennes ont adapté le niveau des taux d'intérêt aux nouvelles conditions économiques. C'est un signal positif montrant le bon fonctionnement de l'union économique et monétaire."

    [02] Business and Consumer surveys for November 1998 : economic sentiment on stock market rises and stronger consumer confidence

    The latest results from the business and consumer surveys conducted by the European Commission's Directorate General for economic and financial affairs are published today. Consumer confidence in the European Union improved further in November. This can to a large extent be attributed to a more optimistic view on the present and expected general economic situation. By contrast, managers in industry revised their production expectations downwards and the assessment of the level of order-books deteriorated further. This contributed to a decline in the industrial confidence indicator in November. The indicator is, however, in line with its long-term average for the euro-zone. With the pick-up in share prices and improved consumer confidence, the overall economic sentiment indicator rose in November and is now back on the level noted in September.

    [03] La Commission approuve l'acquisition de Numericable (France) par Exante (Etats-Unis/Canada) et Canal+ (France)

    La Commission européenne a autorisé l'opération par laquelle BankAmerica Investment Corporation (BankAmerica), entreprise contrôlée par BankAmerica Corporation, et Capital Communications CDPQ Inc. (CDPQ), filiale de la Caisse de Dépôt et Placement du Québec, vont acquérir, par l'entremise d'une société holding (Exante), le contrôle en commun de Numericable Holding (NCH) avec Canal+. NCH exploite des réseaux de télédistribution en France. Le feu vert a été donné en contrepartie de l'engagement pris par les parties de respecter certaines conditions visant à éliminer tout risque de coordination du comportement sur le marché espagnol de la télévision à péage.

    [04] Commission brings Germany to the Court over inappropriate levy of a social security special contribution for artists or writers

    The European Commission has decided to take further steps on the basis of Article 169 of the Treaty of the European Union against Germany concerning a social security levy.

    [05] TAC et quotas de pêche : propositions de la Commission pour 1999

    La Commission européenne a adopté ses propositions relatives aux totaux admissibles de captures (TAC) pour un ensemble de stocks et leur répartition en quotas nationaux. Elles seront examinées par le Conseil des Ministres de la Pêche qui se réunira les 17 et 18 décembre prochains. Les propositions de la Commission se fondent sur les avis scientifiques les plus récents. La mise à jour des diagnostics sur la situation des ressources fait apparaître une situation toujours préoccupante pour un grand nombre de ressources essentielles pour les pêches européennes. Par ailleurs, les instances scientifiques ont élaboré une incorporation systématique de l'approche de précaution, ce qui les ont conduits à prôner pour de nombreux stocks des mesures rapides pour garantir la récupération des ressources.

    The winners of the third ECHO radio and TV awards for excellence in reporting of humanitarian affairs were announced in Vienna Thursday. The six winners, followed by the prize categories, were as follows : GRI- Zapping, RAI, Italy (for Broadcast Commitment) ; Peace Mission Vukovar, Hof Filmproduction, The Netherlands (for People on the Move) ; Elena Ceausescu: doctor horris causa, East West Film & TV production and Evangelical Broadcast Organisation, The Netherlands (for In the Minds of People) ; Karmapa, Two ways of Divinity, Art Film Production, Finland (for Forgotten Conflicts) ; Auf der Kippe: Wasteland, Wuste Film produktion, Germany (for Vulnerable Groups) ; Studio I Jambo, Burundi (Radio Award).

    [07] Visit to Bonn of Ritt Bjerregaard

    Ritt Bjerregaard, European Commissioner for the Environment, and Jürgen Trittin, German Minister for the Environment, met in Bonn yesterday to exchange views and information. Their discussions served to prepare the German Presidency of the European Union (EU) Council in the first half of 1999. Both agreed that the German Presidency offered great opportunities of making progress in EU environmental policy in important areas. Ms Bjerregaard said that despite distinct progress made in improving the environmental situation in certain domains there were no reasons to diminish efforts to attain strict harmonised environmental standards. More account had to be taken of environmental issues in other EU political areas. This would be emphasised in the evaluation of the implementation of the EU's fifth environmental action programme which the Commission would submit in the middle of 1999 and the report on the state of the environment of the European Environmental Agency to be presented in spring.
