    [01] Recommandations de la Commission sur les aspects pratiques de l'introduction de l'euro

    La Commission européenne a adopté trois recommandations sur les aspects pratiques de l'introduction de l'euro. Ces recommandations traitent des trois grands thèmes identifiés lors d'un processus intensif de consultation du secteur privé et des associations de consommateurs, et notamment lors d'une table ronde qui s'est tenue le 26 février 1998. Ces thèmes sont : les frais bancaires de conversion vers l'euro, le double affichage des prix et autres montants monétaires et, enfin, le dialogue, le suivi et l'information. La Commission invite les banques, les détaillants et les autres professionnels concernés à indiquer à leur clientèle, en temps utile, s'ils entendent mettre en œuvre les principes de bonne pratique relatifs à chaque thème. Dans le cas du double affichage des prix, en particulier, la mise en œuvre de ces principes pourrait se fonder sur des négociations entre professionnels et consommateurs. Pour assurer la poursuite des progrès en vue d'une transition réussie et sans heurts vers l'euro, la Commission invite les Etats membres à instituer des observatoires locaux , en utilisant, à chaque fois que cela est possible, les structures existantes. Ces observatoires seraient chargés, d'une part, du suivi de la transition et, d'autre part, d'aider les citoyens en leur offrant un point d'accès à l'information. Ces recommandations sont adressées aux Etats membres, au Parlement européen et aux professionnels concernés, afin d'être entérinées par le Conseil européen du 2 mai 1998, en même temps que la décision sur le premier groupe d'Etats membres participant à l'UEM.

    [02] La Commission adopte une communication plaçant la santé au premier plan de l'action de l'UE

    La Commission européenne a adopté une communication visant à susciter un vaste débat sur l'avenir de la politique de l'Union européenne (UE) en matière de santé publique. Cette communication met en lumière le contexte rendant un tel débat nécessaire, notamment l'évolution spectaculaire de la situation démographique, les nouvelles menaces pesant sur la santé, le futur élargissement de l'UE et les nouvelles dispositions sur la santé publique du traité d'Amsterdam. Trois volets d'action sont proposés : améliorer l'information visant à promouvoir la santé publique, réagir rapidement aux menaces pesant sur la santé et s'attaquer aux facteurs déterminants de la santé à travers la promotion de la santé et la prévention des maladies. La Commission ne soumettra pas de propositions concrètes avant que l'avis des autres institutions de l'UE et des tierces parties intéressées n'ait été pris en compte.

    [03] Status quo in EU relations with Croatia, FRY and Bosnia-Herzegovina

    The European Commission adopted the conclusions on the compliance with the political and economic conditionality contained in the European Union's regional approach. The conclusions cover the situation in Croatia, Federal Republic of Yugoslavia (FRY), Bosnia-Herzegovina, Former Yugoslav Republic of Macedonia (FYROM) and Albania. Progress was made in the relations with FYROM, with the entry into force of a trade and cooperation agreement in January this year. Political dialogues took place with both FYROM and Albania. However, compliance with conditionality by some of the countries concerned is not satisfactory. This concerns the areas of democratic reforms, respect for human and minority rights, freedom of the media and the Rule of Law. In particular with regard to the countries that signed to the Dayton/Paris Peace Agreement, improvements are also necessary concerning the return of refugees and displaced persons and cooperation with the International Criminal Tribunal. In the case of the FRY, the need for a constructive dialogue without preconditions with the Kosovo Albanians and with third party involvement has yet to materialise. At this time, the Commission has therefore concluded that there should be no lifting of the suspension of the autonomous trade regime for the FRY, nor should this country participate in the Phare programme. Croatia for its part will for the time being not be reintegrated into the Phare programme and the opening of negotiations for cooperation agreements is not on the agenda at present for either the FRY, Bosnia-Herzegovina nor Croatia.

    [04] La Commission exempte un projet de l'industrie des règles de concurrence en raison de son incidence positive sur l'environnement

    La Commission européenne a approuvé un engagement volontaire pris par seize grands fabricants de récepteurs de télévision et de magnétoscopes qui consiste à réduire la consommation d'électricité de leurs appareils lorsqu'ils sont en mode d'attente ("stand-by"). Ce projet a été élaboré en consultation avec la DG XVII - Energie de la Commission et aura des effets positifs pour l'environnement et les consommateurs. La réduction prévue de la consommation d'électricité pourrait se traduire, d'ici à 2005, par une consommation d'électricité annuelle totale de l'Europe inférieure de 3,2 térawatts/heure (TWh) à ce qu'elle aurait été si le projet n'avait pas été mis en oeuvre (1 TWh = 1.000.000.000.000 watts/heure). Ces économies d'énergie permettront de diminuer sensiblement les émissions de CO², l'utilisation des ressources et le réchauffement planétaire.

    [05] Commission clears cooperation between photographic manufacturers

    The European Commission has authorised under European competition rules (Article 85 of the EU-Treaty) the cooperation by five partner companies in the photographic sector, Kodak, Fuji, Canon, Minolta and Nikon, in developing the Advanced Photographic System. This new system might replace the existing photographic system over the years to come. During the proceedings the parties complied with the Commission's requirements to ensure full competition, e.g. securing a transparent and fair licensing system and technical assistance between the parties and potential licensees.

    [06] Commission conditionally approves sponsorship contracts between the Danish Tennis Federation and its tennis ball suppliers

    The European Commission has just informed the Danish Tennis Federation (DTF) that its sponsorship agreements with its tennis ball suppliers no longer raise competition problems. This is the first time the Commission has come to a formal conclusion about the contents of such a sponsorship contract. The approval of the system follows acceptance of the Commission's conditions to guarantee full and fair competition on the market. The DTF will call for tender every two years to choose a sponsor. The selection will be transparent, non discriminatory and open to all suppliers. The selected sponsor will be granted the denomination "sponsor of the DTF" (but not "official") and will become the only tennis ball supplier for tournaments organised by the DTF during the two-year period. In exchange, it will supply a specified quantity of balls at a preferential price below the Danish market price.
