    La Commission européenne a approuvé une opération par laquelle les entreprises Schweizerische Bankgesellschaft et Schweizerischer Bankverein fusionnent en créant une nouvelle entreprise, UBS AG. Les marchés de produits en cause sont le conseil en matière de fusion-acquisition, le négoce de titres et la souscription d'actions ou titres. Bien que l'opération crée la banque la plus importante en Europe, elle n'entrave pas la concurrence effective dans le marché commun ou dans une partie substantielle de celui-ci. En même temps, la concentration est examinée par l'Office des cartels suisse, ainsi qu'aux Etats-Unis par la Federal Reserve Bank et la Fair Trade Commission.

    [02] Maritime transport : consortium agreements win approval of the Commission

    The European Commission has authorised two liner shipping consortium agreements. The first consortium, concerning the EU/US trade, provides for the cooperation of six companies on sailings, ports of call, use of terminals and related matters. This consortium is covered by the provisions of the consortium group exemption Regulation 870/95. The second consortium, SAECS III, concerning the trade between the EU and South Africa, provides the joint operation of an intermodal container transport service by five shipping lines. Due to the high trade share and the extension to inland co-operation SAECS III falls outside the scope of Regulation 870/95. Given that this consortium leads to the provision of a fixed day weekly service between South Africa and Europe and benefits export trade in subtropical fruit, the Commission has given an individual authorisation under Article 85(1) of the Treaty.

    [03] Proposals relating to beef exports and Specified Risk Material to be sent to Council

    The Standing Veterinary Committee yesterday failed to reach the qualified majority and such to give opinions on draft proposals on the United Kingdom Export Certified Scheme and the ban on Specified Risk Materials. The outcome of the discussions was described by Franz Fischler, European Commissioner of Agriculture and Rural Development, and Emma Bonino, Commissioner for Consumer Policy and Health Protection, as most regrettable. They indicated that the issues would now be sent to the Council of Ministers for a decision on the 16/17 March. On the other hand, the proposal on the epidemio-surveillance for transmissible spongiform encephalopathies was approved by qualified majority.

    [04] Edith Cresson et David Blunkett donnent le feu vert à l'école de la deuxième chance de Leeds

    Edith Cresson, Commissaire européen en charge e.a. de l'éducation, de la formation et de la jeunesse, et David Blunkett, Ministre britannique de l'éducation et de l'emploi, inaugurent aujourd'hui l'école de la deuxième chance de Leeds. Le Royaume-Uni rejoint ainsi les dix autres Etats membres qui participent déjà aux projets pilotes "Ecoles de la deuxième chance". Au Royaume-Uni, un véritable réseau national d'écoles de la deuxième chance sera mis sur pied. Celui-ci s'intègrera dans le réseau européen qui deviendra "électronique" au printemps. L'école de la deuxième chance de Leeds, qui accueillera 300 jeunes âgés de 16 à 25 ans, est basée dans le "East Leeds Family Learning Centre", situé dans les locaux d'un lycée récemment fermé dans le quartier de "Seacroft Ward" à l'est de Leeds. Ce quartier est une des zones les plus défavorisées de la ville selon plusieurs indicateurs : niveau d'éducation, qualité de la vie, taux de chômage, dépendance aux allocations sociales, logement. L'originalité du projet est de s'attaquer à ces problèmes dans leur contexte familial. Ce projet fait partie d'une série de projets nommée "Family of Schools banner".
