[01] La production industrielle de l'UE augmente de 1,2% en septembre-
novembre 1997 par rapport à juin-août
La tendance de la production industrielle de l'Union européenne (UE) a
progressé de 1,2% de septembre à novembre 1997 par rapport aux trois mois
précédents, annonce aujourd'hui Eurostat, l'Office statistique des
Communautés européennes à Luxembourg. Le taux est identique à celui
enregistré pendant les deux comparaisons précédentes. Le taux de l'UE
était supérieur à celui du Japon (-0,9%), mais substantiellement inférieur
à celui des Etats-Unis (2,5%). Le Luxembourg a enregistré le taux le plus
élevé avec 3,1%. La croissance était également supérieure à la moyenne UE
en Finlande (2,2%), en Espagne (2,0%), en France (1,9%) et en Allemagne (1,
3%). Selon Eurostat, la croissance en France est relativement soutenue au
second semestre 1997. En Allemagne, la hausse, calculée sur la base de
trois mois est restée supérieure à 1% au cours des neuf derniers mois. La
croissance s'est ralentie en Italie durant la seconde moitié de l'année.
Elle a été relativement lente au Royaume-Uni durant la majeure partie de
l'année, même si, à partir de juillet, une certaine relance a été
constatée.
[02] Commission clears merger in private medical insurance
The European Commission has decided to clear the operation in the United
Kingdom whereby Guardian Royal Exchange Assurance plc acquires control of
PPP Healthcare Group plc. The Commission's investigations indicated that
in the light of the prevailing structure and conditions of supply for
private medical insurance, the market shares and overlaps involved were
such that the operation would have only a minimal impact on competition in
the European Economic Area (EEA) or any significant part of it. This
applied whether a broad product market definition (e.g. all general - i.e.
non-life - insurance) or a narrower one (e.g. private medical insurance)
was employed, and whether the relevant geographic market was national in
scope or wider. The Commission accordingly decided not to oppose the
notified operation and to declare it compatible with the common market and
with the EEA Agreement.
[03] La Commission autorise la fusion de Zürich et des activités de
services financiers de B.A.T. Industries
La Commission européenne a donné son aval à une opération par laquelle la
Compagnie d'Assurance Zürich et B.A.T. Industries plc fusionneront leurs
activités de services financiers et d'assurance au sein d'une nouvelle
société baptisée Zürich Financial Services Group. Sur les marchés de
l'assurance vie et des autres types d'assurance, la position résultant
d'une telle concentration ne donne pas lieu à des problèmes de concurrence.
De plus, étant donné qu'il existe des concurrents forts sur les marchés de
la réassurance et de la gestion des biens, l'opération ne crée ni ne
renforce une position dominante qui aurait comme conséquence de faire
obstacle de façon significative à une concurrence effective dans l'Espace
Economique Européen ou dans une portion majeure de cette région.
[04] La Commission autorise une concentration dans le secteur du transport
local et régional de passagers
La Commission européenne a approuvé l'acquisition de la société suédoise
Linjebuss par la Compagnie Générale d'Entreprises Automobiles (CGEA). CGEA,
filiale du groupe français Compagnie Générale des Eaux, est principalement
active dans les secteurs du transport routier et ferroviaire voyageurs en
France, au Royaume Uni, au Portugal et en Allemagne. L'entreprise suédoise
Linjebuss exploite des lignes de bus en Suède, au Danemark, en Finlande, en
Belgique et, depuis 1997, en Allemagne. Dans ce dernier Etat membre, les
deux opérateurs ont une présence encore réduite et n'opèrent pas dans les
mêmes Länder. En l'absence de "chevauchements géographiques" et compte tenu
notamment du fait qu'aucun effet de réseau régional ou national ne
résultera de l'opération, la Commission a décidé de ne pas s'opposer à la
concentration.
[05] La Commission autorise l'acquisition par Nestlé de San Pellegrino
La Commission européenne a décidé d'autoriser l'acquisition par Nestlé S.A.
(France) du groupe San Pellegrino (Italie). Bien que la nouvelle entité
devienne leader du marché italien de l'eau minérale, ce marché restera
compétitif, en raison de la présence d'autres acteurs majeurs et du grand
nombre de producteurs régionaux. Dans d'autres pays, en particulier la
France et le Royaume-Uni, San Pellegrino n'a jusqu'à maintenant eu qu'une
présence limitée.
[06] Sir Leon Brittan welcomes progress on China's WTO negotiations
External Affairs Commissioner, Sir Leon Brittan welcomed progress achieved
in meetings with his Chinese counterpart, Minister Wu Yi, in Beijing
yesterday on China's preparation for accession to the World Trade
Organisation (WTO). In a joint statement, they noted i.a. that "China has
agreed that it will submit to WTO partners, in early March, a line-by-line
tariff offer respecting the consensus agreed between us towards the end of
1997. The European Union (EU) has reiterated the importance of keeping
tariff "peaks" to a strict minimum. On trade in services, both sides
agreed that a strong, transparent and open services sector is vital to the
interests of China and its world partners as China builds on the structure
of a truly modern economy. The EU has made a detailed assessment of the
latest state of negotiations, and welcomes progress in China's latest
services offer."
[07] Afghanistan : Commission clears humanitarian aid worth ECU 17 million,
plans ECU 1.77 million for earthquake victims
The European Commission has cleared a package of humanitarian aid worth ECU
17 million for Afghanistan. Separately, it is drawing up plans to make
available ECU 1.77 million for victims of the earthquake that hit Northern
Afghanistan early in February. The aid, managed by the European Community
Humanitarian Office (ECHO), will enable humanitarian organisations to carry
out a coordinated programme over the next six months. The ECHO programme
of ECU 17 million will focus on de-mining, provision of drinking water and
sanitation services, shelter for returning displaced families, relief
assistance for women heads of households, and other vulnerable groups.
The funding will also cover basic healthcare, mother and child healthcare,
and the supply of artificial limbs, as well as food aid for the region of
Hazarajad in the centre of the country, which faces a Taliban blockade.
Since 1993, ECHO has made grants worth a total of ECU 70.93 million for aid
in Afghanistan. Over 1996 and 1997, ECHO made available ECU 49.22 million.
[08] Anita Gradin : Proposal under way on strengthening of the independence
of UCLAF
European Commissioner Anita Gradin, responsible for Fraud Prevention and
Financial Control, on Monday announced the preparation of a decision on the
strengthening of the independence of the Commission's anti-fraud unit,
UCLAF. The announcement was made in an intervention in the European
Parliament's plenary debate on the Wemheuer and de Luca Reports on Tourism.
The objectives of the coming proposal will be to establish rules concerning
internal inquiries that will enable UCLAF to act more rapidly and without
obstructions. The Head of UCLAF will be provided with a status similar to
that of the independent Financial Controller, meaning among other things
that the Head of UCLAF can request that the responsible Commissioner raise
a particular question in the College of the Commission. The organisational
independence will also be enhanced by transforming UCLAF from a directorate
to a Task Force within the Secretariat General of the Commission. In
addition Commissioner Gradin will propose improved links between UCLAF and
the Member States and that co-operation with judicial authorities is
strengthened by a liaison unit within UCLAF of experts in penal law from
the Member States. "I believe that the measures I have outlined will
strengthen our capacity to deal with fraud and irregularities. However, it
is my firm intention to continue the dialogue with Parliament on how we can
continue to improve our performance in the fight against crime", the
Commissioner said.
