[01] The Commission authorises the acquisition by Norsk Alcoa and Elkem of
joint control over Elkem Aluminium in the primary aluminium market
The European Commission approved a transaction involving the change of
control over Elkem Aluminium ANS ("EA"), an already existing joint venture
between Elkem ASA ("Elkem") and Norsk Alcoa A/S ("Alcoa"), which has been
controlled by Elkem since its creation in 1963. The amendments brought to
the partnership agreement will give Alcoa decisive influence over all of
EA's key business decisions and therefore joint control over EA.

Le secteur européen de la mode va recevoir un sérieux coup de pouce grâce à
une victoire remportée récemment par l'Union européenne contre les règles
américaines d'origine des produits textiles. L'administration américaine a
admis qu'il était nécessaire de modifier les règles en vertu desquelles les
foulards italiens, les meubles allemands ou les articles britanniques en
coton devaient être dits "fabriqués en Chine" ou "fabriqués en Inde" pour
la seule raison que les matières premières provenaient de ces pays, alors
même que les articles étaient coupés, blanchis, teints, rétrécis, imprimés
et étiquetés en Europe. La Commission européenne craignait que ces règles
ne portent préjudice aux grands stylistes et fabricants de vêtements
européens en débouchant sur l'imposition de quotas ou en sapant la valeur
des étiquettes européennes en tant qu'argument de vente auprès des
acheteurs américains. La Commission a attaqué les États-Unis devant
l'Organisation mondiale du commerce. L'administration américaine a
aujourd'hui accepté de faire en sorte que les exportations européennes ne
soient plus perturbées et s'engage à proposer la modification de la
législation incriminée. L'Union européenne a en conséquence suspendu
l'action qu'elle avait engagée devant l'OMC. L'Union a engagé son action
par le canal du règlement sur les barrières commerciales, un nouvel
instrument qui vise à ouvrir plus concrètement les marchés d'exportation.
[03] Cereals, oilseeds and protein crops: situation and outlook
In the context of the examination of the future of the Common Agricultural
Policy, the Directorate General of Agriculture of the European Commission
has carried out a detailed analysis of the situation and outlook for the
cereals, oilseeds and protein crops (COP) sectors. In summary, the report
first gives a general overview of the COP sectors. In a second and third
part, it shows the result (fall of cereals intervention stocks,
stabilisation of total oilseeds production, increasing of farming incomes
and decreasing of protein crops production) and the new problems
(complexity, inconsistency, public image and risk of imbalance) due to the
1992 CAP reform. This reform was based on three main principles : reduction
of price support, compensatory payments and supply management. Finally the
report gives some long term prospects : without policy change, cereals
intervention stocks are likely to rise to 58 millions tonnes in 2005 and
trade deficit in oilseeds, would remain very substantial. These forecasts
are based on certain specific assumptions, principally in relation to areas,
yields and exports. This report is the fourth study under the common
heading CAP 2000. Earlier, the Directorate General of Agriculture already
published "Long Term Prospects for the Grains, Milk and Meat Markets", a
general overview of agricultural market trends and long term projections of
supply and demand for the main commodities and reports on the "Situation
and Outlook" respectively for the beef and milk markets. A study on rural
development under the CAP 2000 heading will follow.
