  • [01] Accès des citoyens aux documents internes de la Commission: la demande augmente

    Les citoyens européens s'adressent de plus en plus à la Commission européenne pour avoir accès à ses documents internes et celle-ci a été en mesure, en 1996, de satisfaire leur demande dans 90% des cas. Le nombre de demandes d'accès aux documents internes est passé de 180 en 1994 à presque 500 en 1996. Telles sont les principales conclusions à tirer des statistiques concernant l'accès des citoyens aux documents internes de la Commission pour l'année 1996, rendues publiques aujourd'hui.

    [02] Palestinians in need: Commission approves humanitarian aid worth ECU 10 million

    The European Commission has approved a package of humanitarian aid worth ECU 10 million for Palestinians in need, living in camps in Lebanon, as well as on the Gaza Strip and West Bank. The aid, managed by the European Community Humanitarian Office (ECHO), will enable United Nations specialist organisations and non-governmental organisations to carry out a programme of actions over the next eight months. Most of the money will be spent on medical aid.

    [03] Disaster preparedness: Commission approves funding worth over ECU 1.7 million

    The European Commission has approved funding worth ECU 1,773,500 for Disaster Prevention and Preparedness projects in Africa, South America and Asia. The funding, managed by the European Community Humanitarian Office (ECHO), will cover a total of 11 projects to prevent or minimise the effects of natural disasters. These will help beneficiaries cope with the risks of floods, droughts, earthquakes, epidemics and problems of displacement of populations.

    [04] Accord de coopération UE-Yemen

    La Commission européenne vient d'approuver un projet de recommandation de décision du Conseil l'autorisant à négocier un accord de coopération entre la Communauté européenne et la République du Yémen. Le nouvel accord devrait approfondir et diversifier les relations entre les deux parties qui sont régies actuellement par l'accord signé en 1984 avec l'ancienne République arabe du Yémen (nord) et étendu par échange de lettres en mars 1995 après la création de la République du Yémen. L'accord portera sur une coopération accrue dans le domaine commercial, sur la poursuite et l'amélioration de la politique de développement, sur la coopération économique et dans les secteurs de l'environnement du tourisme, de la science et technologie, etc. Un comité mixte sera institué qui veillera au bon fonctionnement de l'accord.

    [05] Yves-Thibault de Silguy issues clear warning against EMU delay

    Speaking to the CBI in London, Yves-Thibault de Silguy, Commissioner for economic, monetary and financial affairs, issued a stern warning against delaying EMU past the 1 January 1999 deadline. "If Member States do not respect their signature on EMU there would be disastrous consequences." "The process of European integration would suffer a huge setback." "Member States accross the Union are making huge efforts to cut their budget deficits and to control interest rates and inflation. There is no doubt that the EMU timetable is helping to maintain the pace of economic reform." "Growth and employment prospects would suffer" and "it would certainly be more difficult to keep the single market working well".

    [06] Mario Monti: "Customs authorities must be better organised than the criminals"

    Customs Commissioner Mario Monti opened today in Brussels the Eurotransit Conference on how to improve the customs transit system and so counter organised crime. The Conference brings together transit operators, customs administrations and business representatives from 31 European countries. "To prevent criminals undermining the customs transit system we must exchange intelligence, cooperate effectively and learn to talk to each other" insisted the Commissioner. After months of discussion and analysis, boosted by the work carried out by the European Parliament's Committee of Inquiry on transit fraud, today's Conference marks the end of consultations on reforms: "From now on we have to steadily undertake the thoroughgoing reforms necessary to restore faith in the transit system, and to reinforce the security of our customs in general", said Mr Monti. "The Commission has already singled out different options to resolve the problems, and the operational phase should start very soon, with all interested parties contributing their respective experience and expertise".

    [07] Franz Fischler: "EU's agricultural policy must evolve"

    Addressing the Abare Outlook Conference 1997 in Canberra today, Agriculture and Rural Development Commissioner Franz Fischler outlined the main challenges facing the European Union's agricultural sector, including enlargement, World Trade Organisation negotiations and increasing productivity. While the results of the reformed agricultural policy of 1992 are to date reasonably positive (pointing to rising farm incomes, the elimination of food stocks and substantial savings in the agricultural budget), the Commissioner stressed that a policy of such importance both socially and economically could not standstill. Mr Fischler indicated that he would be putting forward analyses and suggestions this year on possible adaptations to the Common Agriculture Policy in the future.

    [08] Mario Monti: "Nous devons parachaver le marché unique avant l'introduction de la monnaie unique"

    (!!! embargo 15h30 !!! ) "La tâche pour la prochaine Présidence luxembourgeoise sera laborieuse", prévoit Mario Monti, Commissaire au Marché intérieur. Dans son discours devant la Commission Affaires étrangères de la Chambre des Députés luxembourgeoise, M. Monti parcourt le bilan du marché unique tel qu'il résulte de l'étude sur l'impact et l'efficacité du marché unique effectuée par la Commission européenne, et met en lumière les insuffisances qui restent à combler, notamment dans le domaine des services financiers, de la libéralisation des marchés publiques et de la libre circulation des personnes. Les priorités à suivre concernent notamment la correcte application du droit communautaire, la simplification législative et une meilleure information du monde des affaires et des citoyens. La Commission présentera un Plan d'Action, avant le Conseil européen d'Amsterdam, avec l'indication détaillée des mesures (assorties d'un calendrier précis) qui doivent être prises afin que tous les avantages potentiels du marché unique puissent être concrétisés avant le début de la troisième phase de l'UEM. "Un effort majeur est nécessaire pour développer une meilleure coordination des systèmes fiscaux permettant un fonctionnement optimal du marché unique", a souligné M. Monti et, parmi les points les plus importants qui vont devoir être examinés, il a indiqué la nécessité d'examiner de quelle manière on peut éviter la concurrence fiscale déloyale, notamment dans le domaine de l'épargne. Il a en outre souligné la nécessité d'une approche globale, puisque la coordination de la fiscalité ne devra pas concerner qu'un seul aspect. (!!! embargo 15h30 !!! )
