[01] End of growth pause ?
According to the March/April 1996 Survey industrial investment is expected to
grow by 8% in volume in 1996 (10% in value). This upward revision by 3
percentage points (October/November 1995: 5%) has to be seen as a sign of
improving confidence among industrialists. It has been principally due to more
buoyant investment plans in Germany, where the lower turning point of the cycle
seems to have been passed. According to the monthly business and consumer
surveys confidence has stabilized accross the board. The same is true for
construction, one of the central points of preoccupation.
[02] La Commission engage une procédure contre le Portugal pour non-transposition de la directive sur l'ozone
La Commission européenne a décidé d'introduire auprès de la Cour européenne
de justice un recours contre le Portugal pour non-adoption et non-communication
des dispositions nationales d'exécution de la directive sur l'ozone. En saisissant
la Cour de justice, la Commission entend dénoncer le fait que, par l'inaction des
autorités nationales, des citoyens de l'Union européenne sont privés du droit
d'être tenus informés des épisodes de pollution par l'ozone et partant, de la
possibilité de mieux s'en protéger.
[03] Recours à l'encontre de la Belgique et du Portugal concernant une directive
sur les substances dangereuses
La Commission européenne a décidé d'introduire un recours en manquement
devant la Cour de justice des Communautés européennes à l'encontre de la
Belgique et du Portugal pour la non-transposition de la directive 93/90/CEE, qui
s'insère dans le cadre de la réglementation communautaire relative aux
substances dangereuses.
[04] Commission approves joint venture of Bayer and Hüls in the field of Latex
The Commission has cleared Latex GmbH (Latex JV), newly created and jointly
controlled by Bayer AG, Leverkusen/D and Hüls AG, Marl/D, the latter belonging
to the Veba-Group. The Latex JV will hold and cover the worldwide latex
activities of the parties. It will have about 900 employees and represent a
worldwide turnover of about ECU 300 million mainly achieved in the EEA. Among
the considerations which led the Commission to its decision are the following.
The combined relevant EEA-market shares will be significant but clearly lower
than 50%. Many other integrated competitors exist in these markets like Dow,
Rhône-Poulenc and Synthomer in X-SBL and BASF and ENI in H-SBL. Further
competition is the result of substitution effects by other latices and natural rubber
in important segments of end-use as the carpet, paper and formed foam industry.
[05] Acquisition by Isover St Gobain of joint control of Gyproc Insulation Ltd
and Moy Insulation Ltd does not fall under the merger regulation
Isover St. Gobain (ISG), the insulating products subsidiary of the St. Gobain
group, is acquiring joint control of Gyproc Insulation Limited and Moy Insulation
Ltd., hitherto wholly-owned insulating products subsidiaries of the UK building
materials group BPB. Since ISG remains in the insulating products sector in
several EU Member States, and BPB retains significant interests in the sector
through its French subsidiary Isobox, and since geographic markets for insulating
products have not been found to be confined to separate national markets, the
transaction is not a concentration under the Merger Regulation.
[06] UE/Mexique/Guatemala: aide aux populations déracinées
La Commission européenne a approuvé le 1er juillet le financement, pour un
montant de 1.000.000 d'Ecus, d'un projet ayant comme but d'assister le
rapatriement volontaire, prévu au cours du deuxième semestre de cette année,
de quelques 6.000 Guatémaltèques, réfugiés depuis des longues années dans
les Etats mexicains de Chiapas, Campeche et de Quintana Roo. Le projet, qui
sera mis en oeuvre par le Haut Commissariat des Nations Unies pour les
Réfugiés (UNHCR), prévoit la fourniture d'ustensiles domestiques de base, de
médicaments, la construction ou réhabilitation de postes de santé, de centres
d'accueil et d'entrepôts, la fourniture de semences et d'outils agricoles, ainsi que
la fourniture d'une assistance légale.
