    [01] La Commission autorise le relèvement des taux des aides régionales à Berlin-Ouest

    La Commission a donné son feu vert à une augmentation des plafonds des aides accordées en faveur des investissements productifs à Berlin-Ouest: ces investissemens pourront bénéficier, en ce qui concerne les grandes entreprises d'une intensité d'aides allant jusqu'à 35% brut (contre maximum 18% brut jusqu'à présent) et pour les petites et moyennes entreprises à 45% brut (contre maximum 25% jusqu'à présent). L'autorisation s'applique rétroactivement à toutes les demandes d'aide introduites depuis le 4 mai 1995 et est limitée dans un premier temps au 31 décembre 1996.

    [02] Commission approves German aid to Mercedes-Benz in Berlin Marienfelde

    The Commission has decided not to object to a proposal of the German authorities to award DM 10.3 million of regional aid to Mercedes-Benz for its investment project to expand capacity in the engine plant of Marienfelde, Berlin. The investment is undertaken in an area eligible for regional aid, namely Marienfelde in Western Berlin. The idea of the project is to change and enlarge the production site of Berlin Marienfelde. The investment will be used to build the production lines for the engines of a new minicar, to be called "Smart". For that purpose Mercedes-Benz established a joint venture with the Swiss company Swatch, called Micro Compact Car (MCC). This car will be produced in Hambach/France, starting in 1998. As the engine production will then also start, the investment programme is scheduled in 1996-97. Total investment in the plant is DM 94 million, thereof DM 74 million eligible for aid.

    [03] La Commission ne soulève pas d'objection à l'encontre d'une aide régionale en faveur de Mercedes Benz España S.A.

    La Commission européenne a décidé de ne pas émettre d'objection à l'encontre d'une aide d'un montant de 4 555 millions de Pesetas, proposée par les autorités régionales du Pays Basque (Espagne) en faveur de la filiale espagnole du groupe Mercedes Benz. L'objectif de cette aide est le soutien des investissements de cette entreprise dans son usine de Vitoria pendant la période 1993 à 1997. Ces investissements, de quelque 63 000 millions de Pesetas, sont liés à la décision du groupe Mercedes Benz de fabriquer, à Vitoria, à partir d'éléments communs, un nouveau véhicule monospace pour passagers (appelé "VIANO") et un nouveau véhicule utilitaire léger (appelé "VITO"). Le projet aura pour effet de créer 636 emplois et de maintenir 1 687 postes de travail.

    [04] Commission agrees proposed public acquisition of a minority shareholding in Servola Spa but opens procedure on environmental state aid concept

    The European Commission has agreed the Italian Government's plan to acquire -through Friulia and GEPI, two state-owned holdings controlled respectively by the Autonomous Region Friuli Venezia Giulia and by the Italian Treasury - a minority shareholding (35%) in the equity capital of the private newly created steel company Servola SpA. Having regard to the sound economic, financial and industrial situation and perspectives of the new company, as well as the legal conditions under which the minority acquisition by the State in Servola's equity capital will be carried out, the Commission has decided to raise no objection to the proposed operation. On the other hand however the Commission cannot approve a scheduled environmental state aid concept for Servola SpA which is not in line with the steel aid code.

    [05] Jacques Santer présente l'action pour l'emploi au Comité des Régions

    Le Président Santer a présenté aujourd'hui au Comité des Régions le Pacte de confiance pour l'emploi, adopté par la Commission la semaine dernière. Il a rappelé que les autorités régionales et locales sont de grands employeurs (plus de 25% de l'emploi en Europe). Les collectivités locales sont aussi en première ligne pour les programmes de formation professionnelle ou l'aide aux petites et moyennes entreprises. M. Santer a appelé le Comité des Régions à fournir un "apport très actif" à la mise en oeuvre du pacte. Il a particulièrement insisté sur les pactes territoriaux pour l'emploi. "La Commission a proposé en effet, et cela est nouveau, que soient suscitées d'ici à la fin de 1996, dans chaque Etat membre, par une procédure de sélection appropriée, les candidatures de villes ou de régions qui voudraient promouvoir, au travers d'un pacte territorial, une mobilisation exceptionnelle en faveur de l'emploi. Ces pactes territoriaux seraient à la fois un exemple pour l'Europe et un moyen de mieux utiliser les marges de manoeuvre des fonds structurels. Je souhaite que le Comité des Régions aide à promouvoir ces candidatures", a dit le Président.

    [06] Bosnia and Herzegovina: peace implementation Conference

    The European Union's reconstruction effort concerning Bosnia and Herzegovina has entered a new phase. This will be underlined at the second Peace Implementation Conference (PIC) which opens in Florence 13-14 June 1996 under the Italian EU-presidency, with the participation of Foreign Minister Lamberto Dini, and a gathering of representavies from about 50 countries and from a dozen international organizations. Commissioners Hans van den Broek and Emma Bonino will represent the European Commission at the conference.

    [07] Ex-Yougoslavia: Commission clears humanitarian aid plan

    Fund-raising efforts for reconstruction in Bosnia are on track, but in the short term, victims of conflict throughout ex-Yugoslavia are still in desperate need of humanitarian aid. The European Commission is making available ECU 102 million for relief efforts (ECU 77.45 million for Bosnia-Herzegovina, ECU 11.95 million for Croatia and ECU 12.6 million for Serbia-Montenegro). These funds are for humanitarian aid only, and are not included in the reconstruction plans. They will be channelled via the European Community Humanitarian Office (ECHO). The grants will enable ongoing emergency programmes to continue over the next five months.

    [08] La Commission accorde une aide de 99,01 millions d'Ecus pour la construction d'un gazoduc en Andalousie

    La Commission européenne a approuvé une aide du Fonds Européen de Développement Régional (FEDER) de 99,01 millions d'Ecus en faveur de la construction du gazoduc "Détroit de Gibraltar - Cordoue", ainsi que des réseaux de transport "Campo de Gibraltar" et "Jerez". Le coût total de ce projet, à réaliser par l'entreprise ENAGAS, s'élève à 298,47 millions d'Ecus et prévoit la construction de 297 km de gazoduc, dont 23 correspondent à la partie sous-marine qui établira la connexion avec le tronçon construit du côté africain de la liaison "Détroit de Gibraltar - Cordoue". On estime que, pendant la phase de construction, quelque 925 emplois directs et 650 indirects seront créés.

    [09] La Commission soutient la coopération transfrontalière à travers la Manche: 34,06 millions d'Ecus

    La Commission européenne a accordé une aide de 34,06 millions d'Ecus provenant des Fonds structurels pour développer la coopération transfrontalière entre les départements de la Seine-Maritime et de la Somme en France et le comté de l'East Sussex, au Royaume-Uni. Le concours fait partie du programme INTERREG II RIVES-MANCHE. Les crédits européens, auxquels s'ajoutent 38,98 millions d'Ecus de financements publics nationaux et 7,73 millions d'Ecus de fonds privés, seront investis pour renforcer l'intégration régionale de l'espace RIVES-MANCHE, développer des pôles d'excellence technologiques, touristiques et culturels, mettre en oeuvre des stratégies communes en matière d'environnement. 150 emplois pourraient être créés grâce à cette dynamique de coopération transfrontalière.

    [10] European Union/Argentina sanitary and phytosanitary agreement nears completion

    The Secretary of Agriculture, Fisheries and Food, Felipe Sola, and the Commissioner of Agriculture and Rural Development, Franz Fischler, yesterday signed a statement of intent on the completion of a Sanitary and Phytosanitary agreement between the Argentinean Republic and the European Union, as soon as possible. The objective of this agreement is to facilitate trade and other exchanges of animals, plants and their products while safeguarding public, animal and plant health. Negotiations are already at an advanced stage having concluded on the essential points including an agreement on a basic text and a satisfactory degree of recognition of technical standards. Both Secretary Sola and Commissioner Fischler expressed satisfaction with the progress to date and expressed a firm willingness to work towards a rapid approval of the agreement.

    [11] Ritt Bjerregaard on environmental liability

    In a speech at the Belgian Environmental Law Association in Brussels today, Commissioner for the environment, Ritt Bjerregaard, outlined her present thinking on a European framework on environmental liability. "Our aim is not overwhelmingly ambitious", Ritt Bjerregaard said. "We will not seek to wipe the slate clean and start again as though the Member States were doing nothing in this area. On the contrary, we are seeking to bolster the positive moves already made by Member State governments, to fill in the gaps where they exist and to set a framework which is capable of drawing the individual regimes closer together, so that industry and the public do not face widely differing rules in future years. We will also take due account of initiative taken in other international fora. Here I am in particular thinking of Council of Europe's Lugano Convention". After the conclusion of consultations with experts and other interested parties, Mrs Bjerregaard intends to call for an orientation debate in the full Commission on the different options, which have to addressed, when deciding on the contents and scope of such a scheme. !!! embargo 5 pm !!!

    [12] 10,9% de chômeurs dans l'Union européenne en avril 1996

    Le chômage dans l'UE, corrigé des variations saisonnières, a atteint 10,9% en avril, taux identique à ceux atteints aux mois de mars et de février, selon les chiffres publiés aujourd'hui par Eurostat, l'office statistique des Communautés européennes à Luxembourg. En avril 1995, le chômage était de 10,8%.
