Outcome of today's Commission meeting
[01] Commission adopts proposed changes to the arable aid scheme
The European Commission adopted a proposal which would introduce a certain
degree of flexibility into the application of the arable aid scheme. The proposal
includes in particular two important changes to the existing legislation i.e. the
possibility of granting partial or total exemption from the penalties for exceeding
base areas due to climatic disasters and to allow Member States to concentrate
all or part of the penalty applicable for exceeding the national base area on those
regions responsible for the overshoot.
[02] Commission approves the registration of agricultural and food products and
announces a promotion campaign
The European Commission has adopted a decision to register 318 agricultural
and food products under the Council approved legislation for the Protection of
Geographical Indications (PGI) and Designations of Origin (PDO). This
registration implies that use of those registered names is to be confined to
producers in a defined area who comply with closely defined rules and criteria for
the production of these particular products. The Commission has also adopted
a proposal to amend the Council regulation on PDO's and PGI's as far as the
transitional period is concerned whereby the five year transitional period will start
from the date on which the product is registered.
[03] Commission announces action plan to improve airline safety
The European Commission, in cooperation with national experts, today
announced an action plan to improve air safety standards in Europe for EU
carriers and third-country carriers operating within the Union. The plan calls for
a European Aviation Safety Authority to oversee the development of more
systematic methods for assessing airworthiness; sharing that information among
Member States; and enforcing safety requirements. It suggests, inter alia,
legislation to oblige Member States to ground aircraft they find or suspect to be
dangerous. It will build on existing information networks and is reinforced by a
programme of financial and technical assistance to enable substandard operators,
particularly in third countries, to bring their aircraft up to scratch. Since the
responsibility for overseeing air safety is divided between the Commission,
Member States, and other aviation bodies, implementation of the plan (drawn up
by a panel of experts drawn from the Directors General of Civil Aviation in the
Member States, the European Civil Aviation Conference and the Joint Aviation
Authorities) will be jointly shared.
[04] Subsidiarité: rapport d'étape pour Florence
La Commission européenne a adopté aujourd'hui un rapport d'étape sur
l'application des principes de subsidiarité et de proportionnalité depuis le début
de l'année. Ce rapport, demandé par le Conseil européen de Madrid, sera
présenté aux chefs d'Etat et de gouvernement à Florence. Il montre que la
Commission a mis en oeuvre de nouvelles lignes directrices générales pour la
politique législative, assurant la pleine prise en compte des principes de
subsidiarité et de proportionnalité. Il fait aussi état des résultats concrets
enregistrés depuis le début de l'année notamment en ce qui concerne le recours
plus large aux directives cadre, l'établissement de mesures minimales
communes, la mise en place de la simplification dans le domaine du marché
intérieur et l'adaptation de la législation existante.
[05] Commission adopts working document on the use of the euro
The European Commission today adopted a working document on the draft
legislation needed to implement the decisions taken during the meeting in Madrid
European Council of December 1995 on the legal framework for the use of the
euro. After consultation of the Member States, the Commission will submit a
formal proposal on this important subject.
[06] Préparation de la troisième phase de l'UEM
La Commission européenne a adopté aujourd'hui une communication au Conseil
européen de Florence sur l'état d'avancement des travaux préparatoires pour le
passage à la troisième phase de l'UEM. Il s'agit d'un rapport d'étape qui
présente une synthèse des travaux réalisés notamment en ce qui concerne le
pacte de stabilité budgétaire, les relations entre la zone euro et les pays n'y
participant pas dans un premier temps, le statut juridique de l'euro et la
communication, ainsi qu'un résumé de la situation économique et le progrès
réalisé en matière de convergence. Selon le calendrier fixé par le Conseil des
Ministres de l'Economie et des Finances informel de Vérone (le 13 avril),
l'ensemble des aspects techniques du passage à l'euro pourront ainsi être réglés
avant la fin de 1996.
[07] Application de la conditionnalité au Fonds de cohésion
La Commission européenne a examiné aujourd'hui la situation budgétaire des
trois pays bénéficiaires du Fonds de cohésion qui se trouvent actuellement en
situation de déficit excessif (l'Espagne, la Grèce et le Portugal). La Commission
a constaté qu'en 1995 les trois pays avaient respecté les objectifs de réductions
de déficits établis par le Conseil et qu'il n'y a pas lieu par conséquent d'appliquer
les dispositions du règlement financier du Fonds de cohésion qui prévoient la
suspension de nouveaux versements en cas de dérapage.
[08] Aides aux entreprises de pêche en Sicile
La Commission européenne a décidé d'ouvrir la procédure d'examen, prévue
dans le cadre des aides d'Etat, à l'égard d'une loi régionale en Sicile prévoyant
un mécanisme de soutien aux entreprises de pêche qui leur facilite l'accès au
crédit et à certains services financiers (affacturage; crédit-bail; garantie
collective). De ce fait, la Commission considère qu'il faut examiner si les
modalités d'octroi d'aides de ces consortiums de coopératives sont compatibles
avec le marché commun. En outre, la Commission ne dispose pas d'éléments
d'information suffisants pour apprécier d'autres aides prévues dans cette loi
régionale: aides sous forme de prestations de garantie; intervention régionale sur
le coût financier des contrats d'affacturage et des contrats de crédit-bail;
garanties sur le crédit de gestion; aide à la consolidation du passif.
[09] Commission rules on three Italian state aid cases in the maritime sector
The European Commission has ruled on three Italian State Aid cases in the
maritime sector. The decision, in the case of aid awarded to the restructuring of
Italian ports, is to extend the procedure opened under article 92.3 of the Treaty
in 1993 to include aids awarded subsequently. In the case of aids to Sardinian
ferries, the decision is to open the procedure under article 92.3 of the Treaty. In
the case of aid to Fratelli D'Amico Armatori, the Commission is ready to exceed
the annual ceiling of permissible subsidy.
[10] La Commission demande à l'Italie de supprimer des prêts à taux réduit pour
l'achat de quotas laitiers
La Commission européenne a adopté une décision finale négative à l'encontre
des aides sous forme de prêts à taux réduit pour l'achat de quantités de
référence (quotas laitiers) envisagées par la région Friuli Venezia-Giulia, en Italie.
Les aides, prévues par la loi régionale n. 4/95 de la région en question, n'ont pas
été octroyées (le budget prévu était de 10.000 millions de LIT (env. 4,9 millions
d'Ecus) mais n'a pas été exécuté). La décision de la Commission demande au
gouvernement italien la suppression de la mesure.
[11] Commission accepts German aid scheme for research in non-food use of
agricultural products
The European Commission decided not to raise objections to an aid scheme
aiming to promote research in the area of non-food use of agricultural raw
materials. Recourse to agricultural raw materials in the non-food industrial sector
allows replacement of use of finite resources and of environmental polluting
materials. It also increases market outlets for agricultural products, and so
relieves oversupplied markets and creates new income possibilities for farmers.
This research programme not only is considered by German authorities as
important and forward-looking for agriculture, but also corresponds to Community
research initiatives like FAIR, CEET and ALTENER. The budget envisaged from
national funds with ECU ± 115 million is considerable.
[12] La Commission accepte des aides finlandaises pour l'amélioration et la
commercialisation de produits agricoles
La Commission européenne a décidé de ne pas soulever d'objections à l'égard
des aides finlandaises aux investissements dans le secteur laitier pour la
restructuration de la transformation des produits frais et fromage, et aux
investissements dans les secteurs de la production de farine, de malte et de
fécule. Ces investissements doivent être destinés à la restructuration et
comporter une réduction substantielle de la capacité de production.

[13] Jacques Santer à Lisbonne, Madrid et Rome: l'emploi à l'ordre du jour
Le Président Santer se rend à Lisbonne et Madrid les 13 et 15 juin dans le cadre
de son tour des capitales suite à la présentation du Pacte de Confiance pour
l'Emploi. Le Président de la Commission rencontrera le Premier Ministre du
Portugal, António Guterres, et le Président du gouvernement espagnol, José
Maria Aznar, ainsi que des membres des deux gouvernements. Le 14 juin, à
Rome, Jacques Santer participe à la conférence tripartite sur la croissance et
l'emploi organisée par la Présidence italienne.
[14] Commission statement on British Airways/American Airlines alliance
The European Commission regards the alliance between British Airways and
American Airlines, announced yesterday, as a sign that, in the light of
increasingly liberalised and global markets in aviation, European companies are
anxious to increase their competitiveness through strategic alliances. The
development of hub and spoke operations in Europe in cooperation with U.S.
airline operators highlights the importance of ensuring that competition is free, fair
and reciprocal on both sides of the Atlantic. This is why the Commission
continues to stress the importance of a global "open skies" agreement between
the E.U. and the U.S. The Commission will, nonetheless, be examining both this
agreement and any other alliances concluded by European airlines to ensure
their provisions are compatible with Treaty competition rules.
[15] European Commission agrees release of second tranche of essential aid to
Bosnia and Herzegovina
On the occasion of his visit to Sarajevo on 7 June 1996, Mr Santer, President of
the European Commission, confirmed the release of the second tranche of funds
of the Commission's Essential Aid Programme, bringing to a total of US$ 162
million aid provided by the European Commission to the war-torn country of
Bosnia and Herzegovina.
[16] Anita Gradin at the Conference on trafficking in women in Vienna (June 10
and 11)
"I will put forward a communication on the issue of trafficking in women for sexual
exploitation to the Council and the European Parliament. The communication will
consider migration policy, police and judicial cooperation as well as the social
aspects to support and protect the victims. It will also consider relations with the
source countries, where the women are recruited", said Commissioner Anita
Gradin when concluding a two day conference in Vienna on the slave trade in
women. The conference was cohosted by the European Commission and the
Austrian Government, and organized with the assistance of IOM.
