[01] Schengen pact nears IGC deal
BRUSSELS - European Union negotiators are closing in on a deal to make the
border-free Schengen Agreement part of the EU treaty but giving opt-outs to
Britain and Ireland.

plan to give the Bank of England greater independence in setting monetary
