    BRUSSELS - The Telecommunications Council agreed on Thursday a cornerstone of its plan for liberalising telecoms markets by January 1, 1998 -- new rules to cover basic voice telephone service.

    BRUSSELS - Spurred by Renault's controversial decision to close down a car plant in Belgium, the European Commission may well try to regulate relocations if it suspects firms want to use subsidies to switch operations from high to low-labour cost regions within the EU.

    BRUSSELS - The European Parliament, reacting to the successful cloning of a sheep at Scotland's Roslin Institute, is expected next week to call for a ban on the cloning of humans and a ban or moratorium on the cloning of animals.

    BRUSSELS - Women in the European Union earn on average a fifth less than male counterparts, the European Commission said on Thursday.
