    BRUSSELS - The Telecommunications Council failed to reach a deal on Thursday on when and how to open EU postal services to competition, EU officials said.

    BRUSSELS - The Telecommunications Council agreed positions on Thursday on three issues related to legislation that will update EU rules covering voice telephone service, Irish Telecoms Minister Michael Lowry said.
