[01] No agreement on postal services
BRUSSELS - The Telecommunications Council failed to reach a deal on Thursday
on when and how to open EU postal services to competition, EU officials said.
[02] Voice telephone principles agreed
BRUSSELS - The Telecommunications Council agreed positions on Thursday on
three issues related to legislation that will update EU rules covering voice
telephone service, Irish Telecoms Minister Michael Lowry said.

BRUSSELS - European Union countries should promote self-regulation and ratings
systems to control illegal and harmful material on the Internet, the
Telecommunications Council said on Thursday.

BRUSSELS - European Union states and the European Parliament have agreed
labelling rules for novel foods containing genetically modified organisms, the
Irish Presidency said in a statement on Thursday.

BRUSSELS - The European Commission said on Thursday it had sent Volkswagen AG
and its subsidiary Audi a statement of objections over distribution
restrictions in the Italian market.

PARIS - The European Commission is expected to make statements on competition
aspects of the privatisation of the Thomson SA electronics group on December
4, and its recapitalisation on December 18, a French newspaper reported on
Thursday.
[07] EU lifts TACA shipping immunity
BRUSSELS - The European Commission said on Thursday it had lifted the immunity
to fines of 17 shipping companies in the Trans-Atlantic Conference Agreement,
moving a step closer to penalising them for anti-competitive behaviour.
[08] EU drops Korean dumping inquiry
BRUSSELS - The European Union said on Thursday it had dropped anti-dumping
inquiries into imports of hydraulic diggers weighing more than six tonnes from
South Korea, Official Journal L 304 said.

BRUSSELS - COREPER II has agreed to toughen the European Union's common
position towards Cuba and push Havana to respect human rights, free speech and
freedom of association, diplomats said on Thursday.

BRUSSELS - The European Parliament endorsed on Thursday the appointment of Wim
Duisenberg as president of the European Monetary Institute, the forerunner of
the European Central Bank.

BRUSSELS - European Commission plans to set standard summertime dates
throughout the European Union won the approval of the European Parliament on
Thursday.

BRUSSELS - European Union finance ministers may agree next week to allow
Sweden to extend its quotas on personal imports of alcohol and cigarettes
until June 30, 2000, an EU source said on Thursday.

BRUSSELS - Senior United States and European Commission agriculture officials
are set to grapple on Tuesday over farm trade disputes ranging from EU grain
import tariffs and wheat subsidies to a planned veterinary agreement.
