    BRUSSELS - European Union finance ministers formally agreed on Monday what everyone has known for a long time -- that the single currency will not start next year.

    [02] No EMU stability pact agreement

    BRUSSELS - The ECOFIN Council failed to agree on a pact to ensure countries keep their budgets stable after the 1999 start of economic and monetary union, German finance state secretary Jurgen Stark said.

    [03] EMU budget pact accord blocked

    BRUSSELS - German intransigence over definitions in a proposed budget pact for countries inside monetary union cast doubt on whether European Union finance ministers could strike a deal by year-end.

    BRUSSELS - European Transport Commissioner Neil Kinnock agreed to launch a working group with industry and environmental groups to establish best- practice suggestions to tax transport according to the damage it causes.

    ROME - Italy said the privatisation of telecoms holding Stet would be postponed to late 1997 and that Treasury Minister Carlo Azeglio Ciampi had instructed state holding company IRI to merge Stet with telephone operator Telecom Italia.

    HARROGATE, England - Commissioner Sir Leon Brittan said it was "not going to be easy" for the UK to persuade the rest of the European Union to allow it be exempt from EU rules limiting working hours.

    BRUSSELS - The European Union and United States are ready to submit improved offers on telecommunications liberalisation in world trade talks following weekend talks, the European Commission said.

    BRUSSELS - The European Commission will on Tuesday present its view of events surrounding the mad cow crisis which wrecked beef markets throughout the European Union, a spokesman said on Monday.

    BRUSSELS - The European Commission confirmed on Monday that it had cleared the acquisition by U.S consumer products company Gillette Co of U.S. battery producer Duracell International Inc.
