[01] Denktas reiterates he could open the occupied city of Varosha under the control of both the UN and his regime

Turkish Cypriot daily KIBRIS newspaper (18.09.03) reports that the Turkish Cypriot leader, Rauf Denktas reiterated yesterday that the Turkish side is preparing "new openings" regarding the Cyprus problem, among which is the opening of the closed occupied city of Varosha for its Greek Cypriot owners under the control of both the UN and the occupation regime.

Talking yesterday during one of his meetings, Mr Denktas gave no details regarding the content of the new proposals by the Turkish side. He also avoided revealing the date they will be announced.

Responding to a question, Mr Denktas said: "Our proposal for opening Varosha for settlement is still valid, provided that the rights of the Wakf religious foundations will be protected. Varosha is a part of our territory. In order the worries of the Greek Cypriots about their security are done away with, we are thinking of recognizing a say to the UN. However, these are issues upon which we are still working.".

Mr Denktas alleged that the UN Security Council has taken its decisions regarding Varosha without knowing the existence of property of the Wakf foundation there and added that the administration of the Wakf had sent a letter to the UN Secretary - General, Kofi Annan, informing him about the issue.

"If the Greek Cypriot owners do not come, we must prevent the destruction (of the buildings)", claimed Mr Denktas and added: "There are initiatives in this direction. Contacts are made for leasing some buildings. There are some applications on this issue. However, we want to act patiently and with cool headed and settle this issue, protecting the rights of both the Wakf and the Greek Cypriot owners".

[02] Denktas describes as "political caprice" the demand of the Greek Cypriot children living in occupied Karpass to go to gymnasium in their village

Turkish Cypriot daily KIBRIS newspaper (18.09.03) reports that the Turkish Cypriot leader, Rauf Denktas described yesterday as a "political caprice" the demand of the Greek Cypriot children living in occupied Karpass peninsula to continue their education in a gymnasium in their village, so that they do not have to live separately from their families.

Asked on the issue during one of his meeting yesterday, Mr Denktas claimed the following:

"A gymnasium for seven children could not be opened. Nowhere in the world happens this. It is a pity for the children. They want both to add classes to the primary school and a gymnasium. This does not mean educating the children, but attracting and amusing them. This is nothing else but a political caprice. The children study in a fully organized secondary school and they come to their parents during the weekend. .The Turks of Karpass are insisting for a gymnasium as well. The government will in any case examine this. If such a gymnasium is opened, teachers could be appointed to teach the Greek Cypriot children in the Greek language at the same school. Thus they will both learn Greek and Turkish and becoming friends (with the Turkish children) will be easier".

Referring to the issue of the education of the Turkish Cypriot children who live in the free areas of Cyprus, Mr Denktas argued that they could go to primary and secondary schools in the occupied areas, so that they would not have to go to Greek Cypriot schools or not be educated at all.

[03] The US ambassador to Cyprus visited occupied Morphou and said that the solution should not take Cyprus back to the pre-1974 period

Turkish Cypriot daily KIBRIS newspaper (18.09.03) reports that Michael Klosson, the United States of America ambassador to Cyprus visited yesterday the occupied area of Morphou and had separate meetings with its so-called mayor Mahumt Ozcinar and the chairman of the "Association for the Development of the area of Morphou", Hakan Kuntay.

According to KIBRIS, in a statement to illegal Bayrak, Mr Klosson said that his country was determined to help efforts for a solution in Cyprus, but this solution should not take the island back to the pre-1974 period. Mr Klosson said he would be happy to get more information about Morphou.

He noted that he would be happy to discuss both the opportunities and the difficulties in this important period. Mr Klosson said that he learned a lot about Morphou from Mr Ozcinar and told him that he would convey his worries to the "authorities concerned". He added that it would be good if these worries were answered by the international community and discussed at the negotiations.

Meanwhile, Mr Ozcinar said that as Morhpou "municipality" they had conveyed Mr Klosson a letter noting that they are against returning the area of Morphou to its Greek Cypriot owners and that the determination of the Turkish Cypriots for the recognition of their pseudo-state increased after the opening of the barricades.

Furthermore, Mr Kunday said that the US ambassador expressed his country's support to the Annan plan and added that they had exchanged views with him on the Cyprus problem.

[04] The European Commission warns Turkey regarding its so-called "Customs Union Framework Agreement" with the pseudo-state

Turkish Cypriot daily KIBRIS newspaper (18.09.03) reports that the European Commission has warned Turkey that its so-called "Customs Union Framework Agreement" with the pseudostate is contrary to the Customs Union Agreement between Turkey and the EU.

The Commission's representatives in Ankara called on Turkey to reexamine its "Customs Union Framework Agreement" with the pseudo-state and informed it that the legal experts of the Commission consider this "framework agreement" to be contrary to the Customs Union Agreement signed on 6 March 1995 between Turkey and the EU.

According to KIBRIS, the officials of the Turkish Ministry of Foreign Affairs assured the EU officials that their government would not send the "Customs Union Framework Agreement" with the pseudo-state to the Turkish Grand National Assembly for approval.
