    [01] Denktash not to attend talks if not at `State Level'

    According to illegal Bayrak radio (11:30 hours, 20.11.97) Rauf Denktash has told Diego Cordovez, the UN Special adviser, that from now on he will attend the Cyprus talks only if they are held at the level of "states". Denktash also denied the reports that Cordovez brought a secret document.

    Denktash, accompanied by his wife Aydin Denktash and his doctor Sait Kenan, flew to Ankara last Thursday aboard a GAP plane President Demirel sent especially for him.

    In a statement at occupied Tymbou airport before his departure, he said he gave Cordovez a tour of the mass graves and, on that occasion, briefed him on the development of the Cyprus problem.

    Denktash pointed out that Cordovez will come to Cyprus in March and that he told Cordovez that he would attend the talks only if they are held at the "state level". Denktash alleged:

    "We should have done that a long time ago."

    Explaining the reasons for his decision, Denktash said that during his talks with President Clerides in Glion, the latter said that only the Cyprus republic was sovereign, even though Denktash told the Greek Cypriot leader that he does not represent the entire island. Denktash claimed: "The Cyprus problem cannot be resolved without protecting the balance between Turkey and Greece or without treating the two sides equally."

    He added that Cordovez's problem is the UN Security Council resolutions because those resolutions recognize the Cyprus Government as the sole government in Cyprus. Denktash said:

    "Those resolutions are wrong, but they can be changed. Otherwise, the Cyprus problem will remain unsolved. Nobody can ask us to join the EU as a community without a status."

    [02] Denktash: Turks to participate in talks despite EU stand

    According to illegal Bayrak radio (6:00 hours, 21.11.97) Rauf Denktash, in a statement after his meeting with Turkish President Suleyman Demirel in Ankara last Thursday claimed: "We want peace. This may be in the form of a federation. We have not renounced that goal but one cannot attain it through the stance currently being exhibited." Pointing out that the Turkish Cypriot side will participate in the negotiations despite the stand adopted by the EU (as heard), Denktash said: "In a bid not to bloc the path to peace we are now taking the steps that should have been taken years ago. I hope that they will realize this."

    [03] Denktash undergoes successful angiography in Ankara

    According to TRT (11:00 hours, 21.11.97), Turkish Cypriot leader Rauf Denktash, went to Ankara for health reasons. He underwent a successful coronary angiography at the Ibni Sina Hospital in Ankara last Friday. He is in good health, and was discharged from the hospital the same evening.

    [04] Etkin on Cordovez's remarks

    According to illegal Bayrak radio (16:30 hours, 21.11.97) Taner Etkin, so- called minister of foreign affairs and defense of the pseudostate, has said that certain remarks were attributed to Diego Cordovez, the UN Secretary General's special Cyprus adviser, in the Greek Cypriot press but that the Turkish Cypriot side relates to these reports with reservation. Etkin was replying to reporters' questions on the reports that Cordovez said: `I was more affected by the division of the island than by the mass graves.'

    Etkin claimed that the Greek Cypriot press always distorts the facts and tells visitors to the island what it would like to hear itself. "That is how the Turkish Cypriot side sees the report in question", Etkin said, adding: "If these remarks were not uttered or if they were distorted, Mr. Cordovez will surely correct them. We believe that he must deny them."

    Etkin alleged that if these remarks were indeed uttered, it must be because the person who uttered them did not know the realities of the Cyprus problem. He said: "Even if that person visited the island and heard the sides, he still has a lot to learn."

    [05] Denktash returns; comments on `Only Alternative' in Cyprus

    According to illegal Bayrak radio (11:30 hours, 22.11.97), Turkish Cypriot leader Rauf Denktash has reiterated his claim that the only alternative to the Cyprus issue is to hold the talks on the principle of "two states" if the EU advances the Greek Cypriot application. Denktash, who went to Ankara on 20 November to undergo a medical checkup, returned to the occupied area last Saturday.

    In his arrival statement, Denktash said that the medical checkup he underwent in Ankara showed that there was nothing wrong with him and that his health is in satisfactory condition.

    Denktash claimed that the Turkish Cypriots attended the talks in goodwill even through the Greek Cypriots exerted efforts to secure enosis. Denktash continued: "I stressed that the equality and sovereignty of the Turkish Cypriots, Turkey's rights over Cyprus, and Turkey's equality with Greece should be recognized so as to secure conciliation. These are our rights and they should constitute the basis for any agreement to be secured with the Greek Cypriots."

    Stating that it is useless for the Greek Cypriots to resort to various tactics in order to eliminate bizonality, as he claimed, Denktash added: "An exchange of properties is necessary in order not to prompt new disagreements. The two peoples can coexist if the motorcyclists, who are being provoked, give up their claims to return to Kyrenia."

    Denktash further claimed: "Those who have considered the Greek Cypriots as the legitimate government of Cyprus for years should realize that there are two states, two governments, two languages, two religions, two democracies, and loyalties to two separate motherlands in Cyprus, and they should renounce their mistaken and illegal advises. In this way, they will have paved the path to a conciliation". Denktash continued claiming: "The worst mistake the EU committed was to accept the unilateral application of the Greek Cypriots. If this stand is pursued, the only alternative is to conduct the talks on the principle of two states."

    [06] Turkey's New Party, Democrat Party Merge; leaders elected

    According to TRT (18:00 hours, 21.11.97) the Democrat Party (DP) and the New Party (NP) have merged under the former.

    The DP statute was changed at the extraordinary DP congress held in Ankara this morning to enable it to merge with the NP. The NP held an extraordinary congress where it disbanded itself and decided to join the DP.

    After the two merged, the DP party council members were elected. Korkut Ozal was elected leader of the DP. NP leader Yusuf Bozkurt Ozal was elected deputy leader. EF/SK
