    [01] Finance Minister: Cyprus solution will have a great financial cost

    The Minister of Finance Mr Marcos Kyprianou said yesterday, after a meeting of the Council of Ministers, that an analytic report is being prepared by a team of international experts on the financial cost of a Cyprus settlement, which will be handed to the President of the Republic in the next few weeks. The Minister explained further that the report will not simply deal with the cost of the solution but also with the more general problems of how the federal state and the composite states will define and implement the economic policy and how they will operate on issues of macroeconomic policy, monetary policy etc. The report will make comparisons with other systems and show how the federal Republic should operate effectively. Mr Kyprianou stressed that the cost of the solution will be great, not only in relation to the operation of the new state but also in relation to the financing of the solution, in view of the reconstruction, the creation of new infrastructures, the repairs, the new structures etc. The whole cost cannot be covered by the new federal state and therefore foreign aid will be needed to assist in the funding of the solution, he said. Invited to comment on a report prepared by the Planning Bureau last March on the cost of the solution, Mr Kyprianou said that the particular study was used as a guiding tool for the Greek Cypriot side in the negotiations at The Hague. The study was confined to stating the problems of the Annan Plan and the financial cost of the solution, he said, whereas the Experts Report will go a step further to offer specific suggestions on the operation of the federal state and comparisons with other federal states.

    [02] Irish EU Presidency urges all parties to demonstrate their commitment to a Cyprus settlement

    Ireland's Prime Minister Mr Bertie Ahern, whose country currently holds the Presidency of the European Union Council, presented yesterday at the Plenary of the European Parliament the Irish Presidency's programme for the next six months. In his address Mr Ahern referred to Cyprus and said he was convinced that the accession of Cyprus continues to provide the context for a comprehensive settlement, which would enable the accession of a united island on the 1st of May. He welcomed the signs of progress in recent days and stressed that the Irish Presidency will support the central role of the United Nations Secretary-General in this process. Concluding, he urged all parties in the period ahead to demonstrate conclusively their commitment to negotiating a settlement on the basis of the UN Secretary-General's proposals.
