    Cyprus Minister Mr. Ioannis Kasoulides signed last Thursday in Strasbourg the European Convention promoting compensation for victims of corruption.

    The new Convention is part of the Council of Europe multidisciplinary Action Plan to combat corruption. It is the first attempt to define common international rules in the field of civil law and corruption.

    It requires contracting parties to provide in their domestic law "for effective remedies for persons who have suffered damage as a result of acts of corruption, to enable them to defend their rights and interests, including the possibility of obtaining compensation for damage".

    Cyprus Foreign Minister Mr. Ioannis Kasoulides met in Brussels last Friday with Secretary General of the Council of the European Union and High Representative for Common Foreign and Security Policy, Javier Solana and Western European Union Secretary General Jose Cutileiro whom he briefed on recent developments in the Cyprus problem. Mr Kasoulides briefed them on efforts for the resumption of talks without preconditions and stressed the need to make the best use of time until the Helsinki European Council.

    Mr Kasoulides and Mr Solana also exchanged views on ways to promote the role of the Common Foreign and Security Policy of the European Union in Cyprus.

    The Press and Information Office of the Republic and Russia/s News Agency Itar-Tass signed today a memorandum of cooperation.

    The memorandum provides for the enhancement of cooperation in the exchange of information between the two countries, the exchange of visits between journalists as well as the preparation of joint publications etc.

    The memorandum was signed by the Director of the Press and Information Office Mr George Hadjisavvas and the Itar-Tass first Deputy Director - General Michael Gousman.

    Tourist arrivals marked an increase of 13,3 per cent in September 1999 compared to the corresponding month last year.

    For the period January - September 1999 arrivals of travellers reached 2.051.482 compared to 2.305.026 in the corresponding period of 1998, recording an increase of 8,5 per cent.

    Arrivals of tourists reached 309,498 in September 1999 compared to the same month last year, reaching an increase of 14,5 per cent. Between January - September 1999 arrivals of tourists reached 1.961.179 compared to 1.805.335 of the same month in 1998, marking an increase of 8,6 per cent.

    The main countries of tourist arrivals are the United Kingdom with 51,6 per cent, Germany with 8,2 per cent, Sweden with 5,1 per cent and Switzerland with 4,1 per cent.

    The Consumer Price Index increased by 1,17 units or 0,92 per cent to 127,89 units compared to 126,72 in the previous month.

    This is mainly due to increases in the prices of fresh fruit and vegetables, electricity and petroleum products.

    The average rate of the increase for January-October 1999 was 1,44 per cent compared to the corresponding period of the previous year.
