1450:CYPPRESS:01[01] Blind children from Britain to visit CyprusNicosia, Feb 23 (CNA) -- A group of twenty five blind children from Clapham Park in London accompanied by a group of children from the Tooting Greek Community School were due to arrive here tonight for a week-long visit.The children will link up with St Barnabas School for the Blind in Nicosia and they will be given the opportunity to study the island's language, culture, history, geography, art and music. Koulla Constantinou, Director of St Barnabas School for Blind in Nicosia, told CNA the visit was organised by Clapham Park School and it was not subject to any exchange visits programme. She added the application of St Barnabas School for the participation in a European programme had not yet been approved by the island's Ministry of Education and Culture. "As soon as we get the Ministry approval, we'll start an exchange visits programme," Constantinou added. CNA MM/1998ENDS, CYPRUS NEWS AGENCY1640:CYPPRESS:03[03] Spokesman on missiles, US positionNicosia, Feb 23 (CNA) -- Government Spokesman, Manolis Christophides, stressed today that Cyprus has every right to purchase and deploy the Russian S-300 anti-aircraft missiles, in order to strengthen its defences.Asked to comment on a statement by an American official carried by a Greek newspaper yesterday, that the US cannot prevent a possible attempt by Turkey to destroy the missiles, Christophides said these threats are not new and noted that the US has objected to the deployment of the missiles system. He also referred to a statement yesterday by President Glafcos Clerides that all the necessary measures have been taken in case the missiles are attacked. Christophides said the missiles will be deployed after Autumn and there is no change in the date of arrival. Responding to questions, Christophides said the US has not set the cancellation of the deployment as a prerequisite to its efforts towards a solution of the Cyprus problem. The US, he added, is the only power that can exert pressure on Turkey. CNA RG/MM/1998ENDS, CYPRUS NEWS AGENCY1700:CYPPRESS:04[04] Kranidiotis in Nicosia for talksNicosia, Feb 23 (CNA) -- Greek Foreign Under-secretary, Yiannos Kranidiotis, arrives in Cyprus tomorrow, on a six-day visit to discuss President Glafcos Clerides' visit to Athens next month.The President is due in the Greek capital on March 10. Kranidiotis will discuss the President's forthcoming visit, as well as matters regarding Cyprus' accession course to the European Union and the participation of Turkish Cypriots in membership talks. On Wednesday, Kranidiotis will meet with President Clerides, Foreign Minister, Ioannis Kasoulides and House President Spyros Kyprianou. During his six-day visit, Kranidiotis will also meet political party leaders, the primate of the Church of Cyprus Archbishop Chrysostomos and the commander of the National Guard. He will have talks with Britain's representative for Cyprus Sir David Hannay, who will be visiting the island, US ambassador Kenneth Brill and others. He leaves for Athens on Sunday. CNA RG/MM/1998ENDS, CYPRUS NEWS AGENCY1745:CYPPRESS:05[05] Oncology Centre operational in summerNicosia, Feb 23 (CNA) -- The Oncology Centre, a seven million pound (14 m. US dollars) medical institution for cancer patients, will be fully equipped and ready to operate as a "centre of excellence" this summer, Minister of Health, Christos Solomis, said today.Solomis said the Centre, whose Board met today with President Galfcos Clerides, will be ready soon. On his part, the Chairman of the Bank of Cyprus, which has financed the project, Solon Triantafyllides said he was satisfied that financial and other arrangements have been agreed with the government. Triantafyllides pointed out the Oncology Centre will be an independent organisation, with its own Board, and will be able to meet the patients' needs for chemotherapy and radiotherapy. Michalakis Triantafyllides, the former Attorney-General, will be Chairman of the Board, which will comprise three government officials and three officials from the Bank of Cyprus. It will be equipped with two linear accelerators - the first on the island - and manned by distinguished Cypriot and foreign visiting doctors. "It is a project which we will be proud of," Triantafyllides said. CNA GG/MM/1998ENDS, CYPRUS NEWS AGENCYMMMM1845:CYPPRESS:06[06] British envoy in Cyprus on EU mattersNicosia, Feb 23 (CNA) -- Britain's representative for Cyprus, Sir David Hannay, arrives on Thursday for a 24-hour visit during which he will have meetings on both sides of the divide.Sir David will be received by President Glafcos Clerides on Friday morning, but Turkish Cypriot leader, Rauf Denktash, has turned down a request for a meeting. The British diplomat will meet Foreign Minister Ioannis Kasoulides, former Cyprus president George Vassiliou, who will head the Republic's negotiating team with the European Union, and leaders or representatives of Turkish Cypriot political parties. Hannay will also see UN and US officials on Thursday evening and sit at a lunch, hosted by British High Commissioner David Madden, with EU ambassadors in Nicosia on Friday. He will then give a press conference at the Ledra Palace hotel in the UN-controlled buffer zone before leaving. This is Sir David's first visit to the island since Britain assumed the EU rotating presidency in January this year. It is expected that Turkish Cypriot participation in the accession process will be a pivotal topic in Sir David's talks. Cyprus is due to start membership negotiations in late March. CNA MM/EC/1998ENDS, CYPRUS NEWS AGENCY1925:CYPPRESS:07[07] London regrets Denktash's stanceLondon, Feb 23 (CNA) -- Britain has called on the Turkish Cypriot leader to take advantage of the opportunities offered to him to have a say in the accession talks Cyprus is due to start with the European Union next month.Britain, which currently holds the EU rotating presidency, reiterated today the wish to see progress towards a negotiated settlement in Cyprus this year. The British views were outlined only a few days before Britain's envoy for Cyprus, Sir David Hannay, arrives on the island for talks with the Greek and Turkish Cypriot sides. An official Foreign and Commonwealth Office spokesman said the "EU wants the Turkish Cypriots to have a real say in the accession talks and Mr. (Rauf) Denktash, the Turkish Cypriot leader, has a crucial role to play." "We regret his unwillingness to see Sir David on this occasion", the spokesman added. He remarked: "We believe that progress requires contact. Nothing can be achieved if one of the main players does not make use of the chances offered for moving the discussions forward". The spokesman also noted that the international community wishes "for a substantial progress towards a settlement on Cyprus to be made this year." Sir David will meet President Glafcos Clerides and Foreign Minister Ioannis Kasoulides on Friday morning. Denktash has refused to meet the British diplomat, who will have talks with Turkish Cypriot party leaders. CNA KT/GG/MM/RG/1998 ENDS, CYPRUS NEWS AGENCYMMMM2025:CYPPRESS:09[08] EU president to see Clerides, Denktashby Nicos BellosBrussels, Feb 23 (CNA) -- The president of the European Council, British Foreign Secretary, Robin Cook will meet Cyprus President Glafcos Clerides and Turkish Cypriot leader, Rauf Denktash, in a last attempt to bring Turkish Cypriots to the EU - Cyprus negotiating table.Cook made this statement after today's meeting of the EU Council of Ministers in Brussels, where the 15 member states were briefed on the result of last week's presidential elections in Cyprus. According to reports, the Clerides - Cook meeting will take place in London on March 12, on the sidelines of the European Conference. The date of Cook's meeting with Denktash has not been fixed yet but it is expected to be before March 31 when the accession negotiations start. Greece's Alternate Foreign Minister, George Papandreou, said it was up to the Turkish Cypriots to respond to an invitation President Clerides extended to them to participate. The Cyprus government has proposed Turkish Cypriot participation provided that the Turkish Cypriot side accepts the principle of Cyprus' accession to the EU and the Turkish Cypriots are part of the Republic's negotiating team. The Turkish Cypriot side has turned down the invitation. Cook also confirmed that Turkey will not participate in the European Conference because of the conditions the Luxembourg Council set out for Turkey. Nevertheless, he said he intends to send the invitation to Turkey. Papandreou told reporters that the accession process will be launched on March 30 at a meeting of Foreign Ministers of the 15 EU member states, the ten Central and East European applicant states and Cyprus. On March 31, the EU will hold separate negotiations with Cyprus, Estonia, Poland, the Czech Republic, Hungary and Slovenia. Cyprus applied for EU membership in July 1990. It signed an association agreement with the European Community in 1972 and a customs union agreement in 1987.
