    The Yugoslav Government's top priority in 1997 is the country's return to international political, economic, financial and trade organisations and the consistent implementation of the country's economic policy. In a session that focused on the 1997 activity programme, the Government gave priority also to bringing into accord the country's laws with its constitution and to adopting regulations necessary for putting into effect the federal laws that had already been passed.

    An act on technical regulations, which was passed at the session chaired by Prime Minister Radoje Kontic, defined the way of drafting and adopting regulations, in which way the standards of World Trade Organisation member- states have been introduced into the country's technical regulations, a Government statement issued after the session said.

    This is vital for the Yugoslav economy's becoming part of world economic trends because, instead of running against administrative or customs barriers, the country is faced at this point with obstacles of technical or technological nature, the Government said.

    The Government also determined a bill on ratifying an agreement reached with Croatia on abolishing visas in the case of persons who hold diplomatic or service passports.

    The agreement envisages that Yugoslav and Croatian citizens who hold diplomatic or service passports be allowed to enter, leave, transit or stay in the other country up to 30 days without a visa.

    The Government also determined a platform for negotiations on a trade agreement with Croatia.

    The Government decided to set up a Commission for Cooperation with the Hague-based International Criminal Tribunal for the Former Yugoslavia with a view to monitoring the implementation of the Bosnia peace deal, especially as regards Yugoslavia's commitments assumed under the deal, and an agreement with the United Nations on opening a liaison office in Belgrade of the Hague-based Tribunal.

    The Commission will monitor the implementation of these agreements, coordinate activity of federal and other relevant bodies in charge of the implementation, review issues considered to be vital for cooperation with the Tribunal and inform relevant Yugoslav bodies about it, the statement said.

    [02] SERBIA'S VOJVODINA PROVINCE CONSTITUTES PARLIAMENT

    The Parliament of Serbia's northern Vojvodina province was constituted here on Thursday by verifying the mandates of its 120 deputies and electing Zivorad Smiljanic as speaker.

    Smiljanic and three deputy-speakers, who received most of the votes, are members of the Socialist Party of Serbia (SPS).

    The Vojvodina Parliament gave the mandate to form a new cabinet to Bosko Perosevic, senior SPS official who was Vojvodina Premier until now.

    The new Vojvodina Parliament is made up of 74 deputies from SPS, 16 from the Zajedno Coalition, 13 from the Alliance of Vojvodina Hungarians, seven from the Serbian Radical Party, six from the Vojvodina Coalition, two from a group of citizens and one each from the Yugoslav Left and the Democratic Party of Vojvodina Hungarians.

    [03] HIGH-RANKING FRENCH OFFICIAL VISITS BELGRADE

    Assistant Yugoslav Foreign Minister Zivadin Jovanovic met on Thursday with Director General for Europe at the French Foreign Ministry Paul Pouade, who is in Belgrade on a two-day visit.

    The two sides discussed current bilateral questions, cooperation prospects with the European Union and other questions of mutual interest, a Yugoslav Foreign Ministry statement said.

    French Ambassador to Yugoslavia Stanislas Filliol attended the meeting, the statement said.

    The two sides showed interest in and willingness to promote relations between the Federal Republic of Yugoslavia and France, the statement said.
