SARAJEVO - President in the B&H Presidency from Republika Srpska (RS) informed the Deputy High Representative Hans Schumacher about his objections to the Luxembourg Declaration by which some jurisdictions of RS have been transferred to B&H. Schumacher said that a meeting was held on the initiative of Mr. Krajisnik to whom he "carefully analysed the Declaration", adding that the document is not possible to comment as a revision of the Dayton Peace Accord. "With this document all activities, by which RS is called to improve progress and return of refugees, the police reconstruction and to take necessary legislative measures, have been very clearly scheduled", said Schumacher. He said that he hoped that the RS National Assembly on its next session on June 15 would take necessary measures in order for conclusions from the Conference in Luxembourg to be implemented.

SARAJEVO - Ranko Vasic, chief of Cabinet of President in the B&H Presidency from RS denied in a letter to the RS Minister of Information Rajko Vasic information of some media that on the last session of the B&H Presidency a Memorandum on the RTVB&H reconstruction has been signed and foundation of the public corporation RTVB&H . "We have a clear position regarding this matter and it can be presented in the consistent implementation of the Dayton Peace Accord according to which media are strictly under jurisdiction of entities. "Reorganization of the RTVB&H is under jurisdiction of FB&H" is said in the letter. "Change of the RTVB&H into RTV FB&H we think as justified and decision on that should be made by relevant body in FB&H", is said in the letter.

NOVI GRAD - Milenko Djakovic, deputy Minister of Veterans Affairs and Victims of War, promised in Novi Grad more effective actions of the RS Government on improving of living conditions for veterans, killed soldiers families, disabled veterans etc. At the meeting with representatives of the Municipal Veterans Organisation, the Municipal Assembly it has been discussed possibility for employing of these people, health care for them, etc.

BANJALUKA - The Republika Srpska (RS) President Biljana Plavsic received in a protocol visit French Ambassador to B&H Yves Gaudeul. They did not give any statements for the press.

SARAJEVO - The Steering Board of the Peace Implementation Council in B&H said in the Declaration adopted in Luxembourg on June 9th that in B&H "a substantive progress has been achieved" regarding implementation of the civil part of the Dayton Peace Accord. This has been confirmed by "ideals of pluralism and multi-ethnicity envisioned by the Peace Agreement". The Steering Board of the Peace Implementation Council emphasised the following peace implementation priorities - the acceleration of refugee and displaced person returns in a phased and orderly manner in accordance with the Peace Agreement, police and judicial reform, the acceleration of economic reintegration and reform and especially free and nation-wide elections in September and the strengthening of governmental institutions at all levels.

SARAJEVO - President in the B&H Presidency from RS Momcilo Krajisnik and the FB&H vice-president Vladimir Soljic stated that all political parties should be provided with conditions for holding of election gatherings and the election rules should be in accordance with the RS, FB&H and B&H Constitutions. "The special attention was paid to the economic cooperation between regions and they were some considerations for meetings between economic subjects aims for establishing of business relations of common interest", is said in the statement from the Cabinet of Momcilo Krajisnik.

BANJALUKA - Presidents of the Serbian People's Union (SNS), Socialist Party (SPRS) and the Party of Independent Socialdemocrats (SNSD) Biljana Plavsic, Zivko Radisic and Milorad Dodik signed an agreement on forming of the "Sloga" coalition, by which has been confirmed joint stance of these parties for election in September. At the press-conference Biljana Plavsic said that the coalition was to be expected, keeping in mind that these parties supported democratic changes in RS.

BIJELJINA - The RS Democratic Party (DSRS) for the first time runs for the elections for the RS National Assembly independently and its candidates for national representatives will be under the "RS Democratic Party" name - it has been stated at the press-conference in Bijeljina. According to the Secretary General of this party Gavrilo Antonic "the DS will not determine candidates for the RS President and vice-president and member of the B&H Presidency from RS", but it will "support joint candidates from the SNS, SPRS and SNSD list for that positions.

BANJALUKA - President of the Coordination Board of the Serb Coalition for RS Predrag Lazarevic warned on constant revision of the Dayton Peace Accord, and conclusions from the Bonn conference, then in Sintra and Luxembourg assessed as a result of policy of the former and current RS leadership.

BANJALUKA - The Inaugural Session of the Patriotic Democratic Initiative (PDI), as the non-governmental association, was held last night in Banjaluka. Petar Kunic was elected first president. Main goal of the Association is improving of patriotic spirit and democratic relations as well as keeping of the RS integrity and sovereignty in accordance with the Dayton Peace Accord.

BANJALUKA - The RS Internal Affairs Ministry (RS MUP) spokesman Dusan Tuzlancic said in Banjaluka that 90,000 license plates were being issued until now, in RS. He said at the pressconference that the MUP RS, after delays, on May 18th started with issuing of the license plates adding that an order was issued that no vehicle can cross border without new license plates after June 1.

BANJALUKA - The IPTF spokesman for the region of Banjaluka and Bihac Alun Roberts said at the press-conference that he was pleased with the tempo of issuing and producing of new license plates in RS and FB&H. 480,000 license plates have been produced until now, but local Croatian authorities in Canton 10 in FB&H refuse to issue new license plates no matter clear instructions by the IPTF.

BANJALUKA - Deadline for voters registration in RS and FB&H will not be extended after June 27 - said in Banjaluka the OSCE chief of mission in B&H Robert Barry after talks with the RS President Biljana Plavsic. He assessed as very important elections in September as well as process of voters registration itself.

BRCKO - Premises for work of Assembly's services of the multi-ethnic administration in Brcko were equipped with the British Government donation valued at 20,000 DM.

DOBOJ - The SFOR Nordic-Polish brigade spokesman in Doboj Janos Gizicky stated for SRNA that teams for de-mining have cleared three large mine fields in the last seven days.

SARAJEVO - Chairman of the B&H Presidency Alija Izetbegovic and President of the SDA will run for the elections in September. He said that at the press-conference of the SDA in Sarajevo.

SARAJEVO - The FB&H vice-president Vladimir Soljic said that Croatian side did not have complete idea in what way the TV B&H should be organised but it wants to participate in that process, because that television belongs to one people and one party at which no one from Croatian side has no influence. Soljic said that the TV B&H was not at the moment Federation TV nor the B&H TV and Croatian side wants to influence on the media as much as it should be.

SARAJEVO - One policeman has been killed and the other one heavily injured in the explosion of a car in Travnik - Radio from Sarajevo reported.

SARAJEVO - President of the Initiative Board for forming of new Croatian party in B&H Ivo Lozancic said that the name of the party would be established today and a decision would be made on its registration for general elections in B&H in Septemebr.

SARAJEVO - President of the Republika Srpska (RS) National Assembly Dragan Kalinic convoked for Monday, on June 15, in Banjaluka a session of the Parliament at which representatives of the Coalition for Whole and Democratic B&H and the B&H Socialdemocratic Party (SDP) would insist on solving of legitimacy of the RS highest legislative body, the Presidency. Members of the Coalition and the SDP said that the Presidency was not legitimate regarding last session when, on May 21 an amendment on the RS Constitution on imposing of third vice-president place was rejected. Representatives should discuss information of the RS Government on return of refugees and displaced persons in RS and from RS, as well as reports on work of the Supreme Court.

BIJELJINA - Vice-president of the RS National Assembly and President of the RS Radical Party Nikola Poplasen said in Bijeljina that "explanation for dismissal of the RS Assembly leadership has no sense and it is ungrounded". "Leadership of Serb Parliament is legitimate and it is elected according to the RS Constitution and Rules of Procedure " - said Poplasen at the press- conference.

BIJELJINA - Joint candidate of the Serb Democratic Party (SDS) and SRSRS for the RS President on the forthcoming elections will be Nikola Poplasen. Buha and Poplasen signed in Bijeljina an agreement according to which the SDS and SRSRS would make a coalition on elections in September. According to that agreement these two parties will run with joint candidates for the RS President and vice-president as well as for member of the B&H Presidency.

BANJALUKA - The OSCE chief of mission for B&H Robert Barry said at the press-conference in Banjaluka that the Provisional Election Commission still has not established a minimum of voters who should vote on the elections, in order for it to be regular. After July 1st will not be allowed making of new coalitions. The OSCE chief of mission once again called on voters in both entities to register because this time deadline will not be extended.

THE HAGUE - The RS Minister of Veterans Affairs Tihomir Gligoric confirmed for SRNA that he would have a meeting with the Attorney General of the Hague War Crimes Tribunal Louis Arbour. He and other members of the delegation are allowed to visit Serbs detained in the Hague. On the invitation of the Dutch Foreign Affairs Minister Hans van Mirlo the RS delegation should visit the Dutch Foreign Affairs Ministry.

SARAJEVO - The B&H Council of Ministers accepted in Sarajevo an Agreement with the Swiss Government on a programme of urgent reconstruction of the B&H telecommunication system. Relevant ministries are obliged to concord one dispute article and to accept the final version. According to Boro Bosic, co-chairman of the Council of Ministers, there were discussion on preparations for negotiations with the Paris club of creditors. A request should be forwarded to this institution in order for relations to be regulated and agreement reached.

SARAJEVO - The International Community High Representative Hans Schumacher opened today a new seat of the B&H common institutions in the pre-war building of Assembly in Sarajevo. "This represents the first important step toward establishing of the permanent seat of the B&H common institutions". The project was financed by the World Bank with Dutch Government assets, which invested 500,000 DM and Government of Japan which donated 2,8 millions of DM - and European Commission which invested 3 millions of DM. "This place will be a home for a dialogue, cooperation and reconciliation of all nations and citizens in B&H" - said Schumacher at the press- conference.

PRISTINA - A policeman Boban Veljkovic from Pirot has been heavily injured during the terroristic attack of a group of Albanian terrorists this morning around 8:00a.m. in the village of Prilip on the Decani-Pec road.

BELGRADE - President of the Serbia Democratic Party Vojislav Kostunica said that "the newest measures taken against FRY and threats with the NATO intervention in Kosovo are not surprising, keeping in mind that they are coming from those who hushed up ethnical cleansing of Serbs from Krajina and Sarajevo and exodus of Serbs from Kosmet." "In spite media and official lies, we must react quickly and decisively", said Kostunica.

PODGORICA - The Montenegro President Milo Djukanovic hopes that the military intervention will not take place in Kosmet but if it comes to that he thinks that those bombs would not be bombs of the NATO. "These bombs would be thrown by those who decided to lead their people in one bloody conflict", said Djukanovic.

SRBINJE - Writers' Association of Serbia, Kosmet, Vojvodina and RS warned the international community in the Declaration of Kosmet that policy of implementation of double standards in Kosmet could be dangerous precedent and an introduction to the Balkans crisis. "In the name of humanism, EU and UN must protect all inhabitants of old Serbia and to impose for Albanians from Kosovo diplomatic embargo because they support and encourage terrorism and inflame the religious and race hatred".

BANJALUKA - The Republika Srpska (RS) Government accepted in Slatina, near Banjaluka, an information and detailed proposal on solving of status of refugees settled in collective shelters, which was made by the RS Ministry of Refugees and Displaced Persons. For the realisation of this project 45 millions of DM should be invested, said the RS Minister of Industry and Technology, Djuradj Banjac.

BANJALUKA - A Commission, founded by the international community high representative Carlos Westendorp, will make and submit until October 15 three proposals for the B&H "national anthem" - is said in the statement from the OHR. Regarding that the Commission, which includes Milorad Kenjalovic, Esad Arnautalic and Vinko Krajtmajer will organise an open competition for the B&H hymn and propositions of the competition OHR will issue in the special public statement.

LONDON - Contact Group, along with Canada and Japan forwarded an urgent request for violence in Kosovo to stop. Albanian leaders must stop with violence and terrorism and Serbian forces with "further actions aimed against civil population" - Reuters reports.

BELGRADE - Special Serb Church-people Parliament adopted in Belgrade a Declaration in which "forming of Delegations of Serbs and Albanians from Kosovo - citizens of Serbia - which should reach final solution of the Kosovo and Metohija problem", has been announced. If clashes in Kosovo are not to be stopped it is possible that they would lead to the disastrous situation not only for Serbia and FRY but for the entire Balkans - is said in the Declaration. Democratic forces of Serb people think that war in Kosovo and Metohija must be prevented with democratic changes in Serbia and with request that Albanians give up their ideas on secession of Kosovo and Metohija.

BELGRADE - President of the Serbian Resistance Movement Momcilo Trajkovic thinks that it is necessary to persuade democratic forces in the world that there are no only two factions in the Kosmet crisis - the regime and Albanians from Kosovo - but also democratic forces among Serb people which want for the Kosovo problem to be solved in a peaceful manner. "Responsible in the Government did not respond on our invitation to talk with us because crisis is the best way for them to stay on the power and that it is the main reason why they do not want to seek for solution", said Trajkovic.

BRUSSELS - Ambassadors of 16 countries, the NATO members, reached an agreement on the urgently convoked session of the NATO Council in Brussels that on June 14 are to be carried out air manoeuvres over the Albania and BJRM territory - AFP reports. "Decisive falcon", will be consisted of flies over with airplanes, with possible presentation of air-arms but they still wait for consent of Albania and BJRM.

NEW YORK - Border between FRY and Albania must be more efficiently controlled in order for further transferring of arms and terroristic groups to be stopped - said at the Ministerial meeting of the Contact Group in London spokesman of the Russian Foreign Affairs Minister Vladimir Rahmanjin. Warning that NATO should not use force without approval of the UN Security Council, Rahmanjin said that Russia "is against an idea itself of using force against FRY".

SKOPLJE - BJRM expressed doubt regarding air military maneuvers which NATO wants to organise in this country in order to show its decisiveness to stop violence in Kosovo and Metohija - AFP reports. According to Macedonian Foreign Affairs Minister Blagoje Handzinski, the NATO Partnership for Peace offers legal foundation for this kind of maneuvers but consent of the Macedonian Government and Assembly is still needed.

BANJALUKA - The RS University Conference has been founded in Banjaluka, which includes Universities in Srpsko Sarajevo and Banjaluka. The Inaugural Session elected president and vicepresident of the University Conference, rectors of the University in Banjaluka and Srpsko Sarajevo - academicians Dragoljub Mirjanic and Vojislav Maksimovic.
