NEWS REVIEW, REPUBLIKA SRPSKA

VLASENICA - The Republika Srpska (RS) Prime Minister Milorad Dodik stated in Vlasenica that he would demand from the OSCE to postpone holding of the elections in September in Vlasenica and Milici until , as he put it, " justice solution is to be found regarding border between the Vlasenica and Milici Municipality. The RS Prime Minister said that significant financial assets were needed for reconstruction of city water supply and heating system. Part of the promised financial help will be available for solving of this problem.

BRCKO - On the occasion of the announced dismissal of Serb workers, new Syndicate meeting will be held in Brcko - the Informative service of the brcko Municipal Assembly announced. the meeting will be attended by vice- president of the RS Government and President of the Commission on Implementation of the Additional Arbitration Decision for the part of the IEBL Ostoja Kremenovic.

SALAMANCA - The International Community High Representative Carlos Westendorp urged on Monday on Yugoslav President Slobodan Milosevic to accept international mediation in the Kosovo conflict. In an interview with Reuters Westendorp called Kosovo a "powder keg" and expressed concern that conflict might expand on the neighbouring countries.

VIENNA - With solving of the Kosovo conflict Russia must not be ignored - stated Austrian Foreign Affairs Minister Wolfgang Schuessel in an interview with Vienna paper "Kurier" only a month before Austria will take a presiding place in the EU. With tomorrow's visit to London a counting off will start until taking over the position of presiding at the EU. Main subjects that Schussel will have to deal with are European policy of employment, Agenda 2000, expansion of EU and fight against the organised crime.

NEW YORK - Kosovo Albanians leader Ibrahim Rugova asked on Monday in New York for concrete international presence in Kosovo, in order for conflict with Belgrade to be finished - agencies report. "I urge on the international community to do something immediately and to prevent massacre", said Rugova at the pressconference in UN. Rugova met yesterday the UN Secretary General Kofy Annan and asked him for opening of office for human rights in Kosovo.

PODGORICA - On the Parliamentary elections in Montenegro a list "To live better - Milo Djukanovic" gained 169,674 or 49,5% of votes what scored Milo Djukanovic a victory, President of the Republic Election Commission Steven Djamanovic announced. The Socialist People's Party, headed by Momier Bulatovic gained 123,552 votes or 36,1% of votes. Liberals of Slavko Perovic gained 6% of votes. Although, results of the elections are known voting will be repeated in Zabljak, Herceg Novi, but that will not effect the outcome.

LONDON - His Royal Highness, heir to the throne, Aleksandar Karadjordjevic congratulated President Milo Djukanovic on victory on the Parliamentary elections. "On all democrat elections there is always a winning side and loosing side, but after the elections the Government must be Government of all people which would work for all, no matter divisions between parties" - said His Royal Higness.

VIENNA - Results of the Parliamentary elections in Montenegro are surprising, especially having in mind that victory of the Montenegro President Milo Djukanovic can lead to a breakdown of FRY - said Vienna daily Die Presse. Vienna paper Kurier claims that Djukanovic and Yugoslav President Slobodan Milosevic have so different political stances that any kind of a compromise is impossible because Djukanovic wants for Montenegro to enter Europe and the world, while Milosevic is still leads Yugoslavia to isolation.

ZAGREB - Pope John Paul the Second forwarded a letter to Croatian President Franjo Tudjman by which he confirmed that he would visit Croatia on October 2. He will also proclaim Croatian archbishop a saint in Marija Bistrica.

NEWS REVIEW, REPUBLIKA SRPSKA

BANJALUKA - The Republika Srpska (RS) President Biljana Plavsic had talks in Banjaluka with a delegation of Delegates Clubs from the previous RS National Assembly about their position in current political situation in RS. President of the Delegates Clubs from the previous National Assembly Dragan Micic said that during the meeting Biljana Plavsic was informed on conclusions from the session of the Delegates Clubs held a month ago in Bijeljina. "At that session situation of former deputies was clarified, although was not realised as it was proposed in laws" - said Micic.

ZAGREB - The RS Prime Minister Milorad Dodik and Croatian Foreign Affairs Minister Mate Granic reached an agreement in Zagreb that RS citizens can enter Croatia without visas. The RS Prime Minister said that the agreement should operate irreproachable, adding that the RS authorities vouched for security of Croatian citizens while they were on its territory. "With Minister Granic I also had talks on the economic cooperation" - said the RS Prime Minister.

SARAJEVO - New licenses plates and registration cards were main subjects at the press-conference in Sarajevo. The "Washington post" correspondent from Sarajevo asked the OHR spokesman Simon Haselock whether sharpest measures will be taken against Croats as it was the case with tv-tutor and imposing of sanctions against RS.

SREBRENICA - President of the Srebrenica Municipal Assembly Stanko Rakic received a written decision of the OSCE chief of mission Robert Barry by which changed lists of delegates for the Srebrenica Municipal Assembly have been certified. This decision had cancelled previous arbitration decisions on ways of establishing of local authorities in Srebrenica.

BRCKO - The Local Election Commission in Brcko and representatives of all political parties in the city repeated their call for all adults to come to register for the elections. The LIK secretary Angela Tripunovski stated for SRNA that the first day of registration went without problems.

ROGATICA - In the registration centre in Rogatica voters registration started on Monday, June 1st. Voters can enlist in voters lists every day from June 1st to June 27th.

SREBRENICA - President of the Syndicate in the Srebrenica Municipal Assembly Milos Nikolic stated for SRNA that employees in the management institutions, 50 of them, went on strike this morning. According to Nikolic they announced the strike 8 days ago in accordance with the Law on Strike.

AMSTERDAM - American political analysts, close to the Senate and Congress made an analyse of possible solutions of Kosovo crisis, consisted of four options, but according to any of the options Yugoslav President Slobodan Milosevic would stabilise his position even if he was to loose Kosmet. In the statement "Possible view on future solution" is said that "western diplomats as well as Serb politicians even now make guesses that Milosevic understood that future is not tied to borders of FRY, because Serbs have lost that demographically a long time ago, and will not be able to control it forever. However, there are no indications that Milosevic decided to give up the fight for Kosovo.

NEW YORK - Kosovo Albanians leader Ibrahim Rugova said at the press- conference in New York that the international civil administration ,i.e. international protectorate, "is the best solution which aims to the independent Republik of Kosovo". A patron of Rugova's press-conference was the American UN mission , which official announced him as the "President of the Republik of Kosovo". A meeting with the UN Secretary General Kofy Annan Rugova called "Historical for Kosovo and his people". In the same he assessed a meeting with the U.S. President Bill Clinton and the U.S. State Secretary Madeleine Albright.

BELGRADE - Research fellow of the Institute for International Policy and Economy in Belgrade Predrag Simic said that results of the Parliamentary and local elections in Montenegro would help clarifying of problems between Serbia and Montenergo. In the statement for SRNA he said that authority in FRY would be established in the way it should function.

BELGRADE - Sociologist Vladimir Goati said in Belgrade that Montenegro "has a chance now to vote nonconfidence in Yugoslav President Slobodan Milosevic in the Council of Republics in the Federal Assembly, if it win over some delegate from Serbia". Goati prognosticated possible blockade of federal institutions and denied possibility of stealing on Parliamentary elections in Montenegro, where he was an observer.

GENEVA - India and Pakistan must give up further nuclear tests and programmes of nuclear arms and must signe the unconditional agreement on that - said in Geneva, at the press-conference on disarmament, representatives of 40 countries among which are - the U.S., Russia, China, Great Britain and France. This statement was made by Clive Pearson, New Zealand representative, at which request, along with Australia, the Conference was scheduled. He urged on India and Pakistan to give up further nuclear races and to solve problems in a political manner".

MOSTAR - President in the B&H Presidency from Croatia Kresimir Zubak,along with group of like-minded persons, announced resignation from the Croatian Democratic Union (HDZ) and foundation of a new political party - Croatian Radio Herceg-Bosna reports.

MOSTAR - A bus of the "Livnobus" company returned last night because Slovenian police did not allow it to pass through Slovenia, since registration card was not written in Latin and Cyrillic as it was regulated with the decision of the International Community High Representative Carlos Westendorp, Croatian Radio Herceg-Bosna reports. The bus was stopped on border crossing between Croatia and Slovenia, and before that it was released by Croatian policemen on the border with B&H. They were forced to return to Livno.

DOBOJ - The UN Agency on help in food announced that help in food for B&H inhabitants would be delivered until 1998, when all programmes of help would be dismissed and its beneficiaries integrated in the Government systems of social security.

ZAGREB - The Republika Srpska (RS) Prime Minister Milorad Dodik and Croatian Prime Minister Zlatko Matesa have agreed in Zagreb for border crossing Gradiska to be opened 24 hours a day. Dodik said that Croatian Government have done a lot on affirmation of joint passports and license plates in B&H.

BRCKO - The RS Internal Affairs Minister Milovan Stankovic said after a meeting with the international supervisor for Brcko Robert Farrand that current political situation in the city could be assessed as positive one. "In the forthcoming period will pay special attention to further training and personnel appointment especially in border police" - said Stankovic for SRNA.

BRCKO - People employed in the Municipal management institutions in Brcko accepted a Memorandum on Understanding by which a position of Serb workers is regulated. At the meeting of the Syndical Organisation of workers of the management Institutions, attended by vice-president of the RS Government Ostoja Kremenovic, it has been warned that in the case that the Government would fulfils its obligations toward dismissed workers all workers in Brcko would go on strike.

MODRICA - German Minister Volker Ruhe attended a ceremony of a start of building of apartments for refugees. With a project, valued at 4,000,000 DM, it was anticipated a repair of 180 houses for refugees.

BANJALUKA - With approval of the general director of the Serb Radio Television (SRT) Andjelko Kozomara the Independent Radio Television (IRD) Banjaluka from 5:00p.m. broadcasts its programme again and before that director of the IRD signed an agreement on using of this transmitter.

PRISTINA - In the clashes between Albanian terrorists near Crnobrek in Decani a policeman Zeljko Sijan has been killed - stated the Informative Service of the Serbia Internal Affairs Ministry.

PRISTINA - On the Decani-Djakovica road Albanian terrorists attacked vehicles which were carrying food for people if the region of Djakovica. The police, which was securing vehicles answered the fire. According to the information of the Municipal authorities, there were no casualties and injured with the police.
